Considering that he jumped, he hands were in the natural position. Where else did you want his hands to be when he jumped?. Did he intentionally touch the ball? Was the ball goal bound when he touched it? These are the things you consider before calling it a penalty
You can jump with arms not too far away from your body but because he was jumping from behind, he needed extra arm stretch to gain height advantage. Unfortunately, the ball hit the arm first.

The ball does not have to be goal bound, the focus is on - which part of the body made the first contact, the position of the hand and the distance between the ball and the player

He did the right thing there, the keeper and Tinisian defence would have anticipated a lay up for Osomhen who could have as well missed. The keeper simply made a great save.
Still better than taking a shot that far off.

These are the little details that seperate how european teams link up compared to African teams

I don't expect the average football fan to know that's not a foul throw. It's the commentator that's baffling me with his claim that the ball cannot be thrown directly into the ground from a thrown in. Which part of the rules say so, I wonder.
The morrocan defender was complaining too

At times, when something is strange it appears like a foul
