Benin – Gov. Adams Oshiomhole of Edo on Friday apologised for the comments he made to a widow in Benin during an inspection tour on Mission Road, in the state capital, a fortnight ago.

Oshiomhole said that he now regretted the comments which had become the subject of discourse in the social media.

The Governor, however, noted that he made the comments in anger.

Oshiomhole’s apology was made when the leadership of the Federation of Muslim Women’s Association of Nigeria (FOMWAN), paid him a courtesy visit in Benin.

He noted that though the challenge of modern times had bestowed on the shoulders of some women and single mothers the status of bread winners of their homes, such should not be used as an accuse to flout the laws.

The Governor urged the Muslim women leaders to use their offices to propagate the essence of healthy living among children and women in the nation and the need to maintain proper sanitary conditions in their neighbourhoods.

Oshiomhole lamented that the challenge of widowhood had also exposed children to different temptations, adding that there was the need for society to be careful, to avoid unwittingly creating more problems for the nation.

He noted that money was not the best thing that guaranteed ones happiness, “but honesty and selfless service.

The Governor added that if Muslims and Christians were adequately committed to their religious doctrines, the world would be a better place.

He urged the women to propagate the message of Islam through the nooks and crannies of the nation, and to also inculcate the values of honesty in their followers.

Oshiomhole, however, assured the association of government’s support in ensuring that its present leadership made remarkable progress and also consolidated on the successes of their predecessors.

Earlier, the FOMWAN National President, Hajia Amina Omoti, urged the state government to look into the issue of the teaching of Islamic Religious Studies in public schools in the state.

Omoti also solicited for government’s moral and financial support for the effective running of the association.

The trio are joined by Ahmed Musa and Africa Cup of Nations hero Sunday Mba.

That number represents one fifth of the total nominees and means Nigeria have the highest number of players nominated for the award,

Ghana's successes at youth football level cannot be understated; they might be third, fourth, or even second best in the world. Indicts Okonjo-Iweala, Coscharis, ex-NCAA DG

The House of Representatives Committee on Aviation has recommended the removal of Minister of Aviation Stella Oduah over extra-budgetary spending including the purchase of N255 million bulletproof cars, DailyTrust can report.
The 2013 budget approved N240 million for the Nigerian Civil Aviation Authority (NCAA) for the purchase of 27 vehicles, but Oduah raised it to N643 million for 54 vehicles including two bulletproof cars
A copy of the report seen by our reporters yesterday indicted Oduah for ‘violating the law’ by approving expenditure above the ministerial threshold of N100 million.
Oduah was grilled last Thursday by the aviation committee over monetary approvals for the purchase of cars by the NCAA including two armoured cars allegedly for her use.
The minister is also to appear before the Senate committee on aviation today over the same matter.

The House committee report said having accepted that she actually approved the request for the purchase of 54 cars for the NCAA worth N643 million against the approved N240 million by the National Assembly, Oduah also violated the appropriation act.
The report described as ‘flimsy’ the excuse by Oduah that she asked the NCAA to “Kindly do the needful,” after she had given approval.
The report said the contract for the car purchase did not follow due process as ‘certificate of no objection’ from the Bureau for Public Procurement (BPP) was not obtained.
On the basis of the above arguments, the committee recommended that the minister be removed from office forthwith.
The report also indicted former acting Director General of the NCAA, Joyce Nkemakolom, for inflating the contract sum, observing that the initial request letter to the minister was for N564 million, but it was jerked up to N643 million when the loan for the car purchase was finally taken from First Bank.
The report further said there was no evidence that the contract was advertised in the media, thus accused the former NCAA acting DG of lying to the panel and Nigerians for saying it was publicised.
The report therefore recommended that appropriate sanctions be taken against Nkemakolom in accordance with civil service rules.
Also, the report faulted the N10 million waivers granted by finance minister Ngozi Okonjo-Iweala when there was no practical evidence to show that the beneficiary fulfilled all the requirements for waiver. It also questioned Okonjo-Iweala’s powers to approve such waiver.
Coscharis Motors which is the supplier of the armoured cars is also indicted by the report for not only lying to the committee but also misleading the National Security Adviser (NSA) into believing that the cars were supplied for the Lagos State government for Eko 2012 Sports Festival when there was no such arrangement with Lagos government.
It also accused Coscharis of conniving with NCAA officials to inflate the cost of the armoured cars, even though the whole transaction was done contrary to laid down laws.
Oduah had while testifying before the committee last Thursday admitted that she actually approved purchase of the N255 million bulletproof cars, insisting however that due process was followed.
She said the vehicles were provided for in the NCAA 2013 appropriation approved by the National Assembly and that they were not bought for her but for the operations of the NCAA.
Oduah had said: “After the purchase on a 3-year lease financing arrangement, the vehicles were never delivered to me. The vehicles were also not registered in my name. All I did was to approve the request of the agency doing the needful as evidenced by my minutes on the letter dated 15th April.”
On the due process, she said: “Let me reiterate that from the records available to me, it would appear that the NCAA followed the due process required. I have been made to understand that there exists no guidelines issued by the Bureau for Public Procurement (BPP) on lease financing.”
The BPP had denied any knowledge of the transaction when it appeared before the committee about a fortnight ago.
The lawmakers had also insisted that they only approved N240 million for 25 operational vehicles for the NCAA in its 2013 budget.
NCAA had told the lawmakers that it bought the cars from Coscharis for its operations and inspection of perimeter fences in the 22 airports across the country based on lease financing agreement it entered with First Bank Plc which is financing the transaction.
However, First Bank told the committee that based on its agreement with NCAA, the bank was told that the cars were purchased for use by management staff. The bank added that it was an auto loan agreement it entered with NCAA and not lease financing.
Similarly, Deputy Controller General of Customs in charge of modernisation, research and economic relations, Manasa Daniel Jatau, told the committee that the said armoured cars were imported along with others last year in the name of Lagos State government for the 18th National Sports Festival.
He revealed that Coscharis Motors had obtained a duty exemption letter from the minister of finance instructing it to forego the supposed N10.133 million payable at the time.
Okonjo-Iweala also told the committee on Monday that the waiver exemption was for Lagos State government on 300 cars, but that there were no armoured bulletproof cars among them.
Coscharis Motors had through its managing director Josiah Samuel said the price of each of the two armoured cars was €418,000, adding that due process was followed in acquiring them. He said an approval letter for their importation was obtained from the NSA.
However, the NSA letter of approval obtained by our reporters showed that the amount quoted for the armoured cars was put at $223,653.48 for three units with their chassis numbers given as DW68047, DW68044 and DW68032, but one of those inspected by the lawmakers bore chassis number DW68011.

The governor’s spokesperson confirmed the death.

The Speaker of the Taraba State House of Assembly, Haruna Tsokwa, is dead.

Mr. Tsokwa’s age is unknown at this time.

He died of an undisclosed ailment this morning at the Federal Medical Centre, Jalingo, the Taraba state capital.

PREMIUM TIMES learnt that Mr. Tsokwa took ill last Thursday and was rushed to hospital.

Kefas Sule, spokesperson Acting Governor Garba Umar confirmed to PREMIUM TIMES that Mr. Tsokwa had passed on.

“He died this morning, after just a bried illness,” he said.

Mr. Sule however declined to provide further details, saying the government would await the outcome of reports from the speakers’ doctors before making any further pronouncement on the matter.

There were speculations by some of the late speaker’s supporters that Mr. Tsokwa was poisoned, but they could not substantiate the claim. PREMIUM TIMES could also not independently verify the claim.

The late speaker had been a staunch supporter of the Deputy Governor, who is also the acting governor, Umar Garba in the ongoing battle for the control of the state.

He escaped unhurt but some policemen in his convoy sustained various degrees of gunshot wounds during an exchange of fire between them and their attackers.

Mr. Tsokwa attended Federal University of Technology, Yola, and Government Secondary School, Ibbi, for his university and secondary education.

my question is directed to BF/GF relationship when both of you most likely are not sure of marring each other at the end of the day. Troops from 7 Division, Nigerian Army in Maiduguri, yesterday, launched separate preemptive attacks on Boko Haram enclaves at Ajigi, Kafa and Izza villages of Bama and Damboa council areas of the state, killing no fewer than 30 suspected members, including an Amir (leader) of the sect.

Also killed were unspecified members of the group at Izza village in Bama town just as five Hilux vehicles mounted with anti-air craft guns and one 18-seater bus with foodstuff belonging to the terrorists were destroyed.

A statement by the military spokesman in Maiduguri, Captain Aliyu Danja, yesterday, said the operation involved air strikes and ground attacks.

Danja also said that the pre-emptive attack followed intelligence reports about plans by the insurgents to attack Bama and other towns in the state.

The statement read: “Our troops launched separate attacks on Boko Haram enclaves in different parts of BornoState, where we killed 30 of them in Ajigi and Kafa villages of Damboa Local Government Area.

“Those killed were suspected to be the group of terrorists that fled Damboa town, following an encounter with the security forces last Sunday.

“Also, a pre-emptive attack on Boko Haram concentration at Izza town in BornoState, Sunday afternoon, led to the killing of an unspecified number of the sect’s members.”

A Nigerian Police officer recovered huge sums from robbers on Friday in Abuja after a spontaneous chase on his power bike in a rare display of exemplary policing. The robbers, riding on a lower engine motor-bike snatched a money bag containing N150,000 from the victim as he walked out of a bank in heart of the Area 3 part of town.

The victim’s call for help drew the attention of the police officer, Abu Tanko, a Police motorcycle rider attached to the Force Headquarters Abuja. Mr Tanko swiftly chased the robbers as they fled off with the cash. After few kilometers, at a point around the neighbouring Area 8, he caught with the robbers.

The the robbers flung the money bag and ran away as he slowed down to pick up the bag. Heroic Mr. Tanko returned to the scene about 15 minutes later with the whole sum of money intact and handed it in the bewildered owner before a cheering crowd.

Nigerian police officers are notorious for corruption and instability around money, forcing most Nigerians to rely on self-help or alternative security. “It is an indication that there are still a few ones out there,” the force said in a Facebook post it made about the heroic officer. “All hope is not yet lost!” The police advised distressed citizens to always call its officers because they institutionally required to respond to all distress calls.

Military authorities in Maiduguri the Borno state capital says at least 50 suspected Boko Haram terrorists have been killed between Tuesday and Wednesday this week in the north eastern towns of Damoba and Gajiram.

Spokesman of Joint Task Force (JTF) Lt. Col Sagir Musa told journalists in Maiduguri that the raids on the terrorists’ camp involved massive air strikes and the use of military gunships.

Meanwhile, suspected terrorists have reportedly shot dead nine civilians including Muhammad Sani, an aide to Borno state governor Kashim Shettima.

The attack occurred yesterday at Bulabulin-Ngabura village, 50km from Maiduguri.

Eye witnesses said Boko Haram terrorists also attacked commuters and kidnapped a family of five travelling to their country home in Biu for the weekend.

A commercial bus driver who preferred to remain anonymous told reporters in Maiduguri that motorists could not move on the highway for several hours because of the attack.

The player also cannot be sold for less than €800,000. In the case where he is sold on to another club, Warri Wolves would be given 50 per cent of the fees.

In case the player is injured for more than 4 months, Bastia have the right to release him and have to give him back to Warri Wolves without asking for their money back and don't have to pay the rest of the money due.

In case CA Bastia get relegated, Sunday Mba will go back to Warri Wolves as being specified in the contract that Mba couldn’t sign.

With the failure of Mba to move to Europe this summer, it is yet to be seen how this would affect the career of the player who helped Nigeria to victory at the 2013 Africa Cup of Nations

Reports reaching us from Jalingo, the Taraba state capital, say the Senator Hope Uzodinma committee empanelled by the Peoples Democratic Party to mediate in the state political imbroglio has asked the state’s deputy governor to continue in office as acting governor but should take instructions directly from ailing Governor Danbaba Suntai.

The decisions, spokesperson to the Acting Governor, Kefas Sule told PREMIUM TIMES, were reached Tuesday afternoon after the committee met with Governor Suntai and Deputy Governor Garba Umar.

Addressing the media after the meeting, Mr. Uzodinma said Mr. Umar should continue to rule Taraba based on instructions he receives directly from Mr. Suntai.

The presidency and the headquarters of the ruling Peoples Democratic Party, PDP, will send a high-powered delegation to visit Jalingo, the Taraba State capital, on Tuesday to try to resolve the political crisis in the state, PREMIUM TIMES has learnt.

The spokesperson of Acting Governor Garba Umar, Kefas Sule, said the state government had concluded arrangements to receive the delegation.

“We are aware of the visit, and we have been told they are coming to mediate on the political crisis in the state,” Mr. Sule told PREMIUM TIMES.

He also said the delegation is expected to arrive Jalingo by 11 a.m., adding, however, that no venue had been announced for the meeting. He also did not confirm if the team would be meeting both the Acting Governor and Mr. Suntai separately or together.

Efforts to reach two of the president’s aides, Doyin Okupe and Ahmed Gulak, were unsuccessful as they did not answer calls made to their mobile telephones.

Sources however said the two delegations might be led by the National Chairman of the PDP, Bamanga Tukur.

However, one of Mr. Suntai’s confidant, Emmanuel Bwacha, who is also a serving Senator had informed the BBC Hausa service on Monday that the governor’s camp did not have confidence in Mr. Tukur wading into the crisis as a neutral person.

Mr. Bwacha said it was wrong of Mr. Tukur to declare that the leadership of the party could not allow ‘governing by proxy’ in the state, without first conducting a proper investigation.

Also, Mr. Tukur had earlier raised a Taraba fact-finding committee under the leadership of another Senator, Hope Uzodinma, to investigate the true state of Mr. Suntai’s health while he was still in the hospital in the U.S.

But as soon as the committee was set to start its assignment, two members of the PDP in the state, Jude Garba from Sardauna Local Government Area and Sale Audu from Takum Local Government Area, approached a state High Court under Justice Nuhu Adi, asking for an interim order restraining the PDP and the Uzodinma committee from acting pending the determination of the substantive suit.

In spite of the court order, the Uzodinma committee paid a ‘solidarity visit’ to the ailing governor on his hospital bed in the U.S.

While in the U.S., Mr. Uzodinma told the media, “We are impressed with what we have seen and we thank God for that. We will take back home what we have seen and we will inform the leadership of the party”.
