KenOne:
With this ground standing of ASUU not providing BVN for payment of their salary it's obvious ASUU members have multiple jobs making it difficult for people without jobs to have job.

ASUU members needs to free up the space so that other unemployed Nigerians can be employed as lecturers instead of lecturing in multiple universities and drawing multiple salaries.

I had a lecturer that taught me during my post graduate days he was lecturing in my university in Port Harcourt and also lecturing in Benue state at the same time, one week in Port Harcourt two weeks in Benue.

These are the universities i know, i am pretty sure he has more universities he's lecturing.
My brother I concur with you. I once assisted one of my lecturers in marking examination scripts some years back. The examination scripts comprises schools from one public university and one state university and one private university, but what amazed most was the approach adopted in marking those scripts. Public university students dey suffer from these lecturers hand o. I reserve my comment.

I could remember vividly well during OBJ regime that no work no pay. Someone needs to shift the goal post. Considering the situation we find ourselves, I believe government has tried enough to pay February and March salaries. Many ASSU members are on borrowing to sustain themselves and their families. And the future look uncertain, so it will be wise to accept this offer before it is too late.

Health / State Of State Hospital Oyo by fjjc(m): 3:23pm On Apr 18, 2020
One of the major problems of governance in Nigeria is continuity. The two story buildings in the picture below were constructed during the tenure of governor Alao Akala as governor of Oyo state. After eight years the building at state hospital Oyo were left in this state. It is unfortunate that state resources are often wasted away in this era that is needed most.

The Federal Ministry of Health’s inability to procure equipment and equip laboratories is affecting Nigeria’s preparation for a possible Coronavirus epidemic, Sunday PUNCH has learnt.

This is despite the release of N386m by the Federal Government to scale up preparation to tackle the disease.

The Presidency through the Chief of Staff to the President, Abba Kyari, had in October 2018 stripped the ministry of its powers to procure anything and transferred the authority to the Federal Ministry of Agriculture and Rural Development.

The PUNCH had reported that the development was caused by a power play between the then Minister of Health, Prof. Isaac Adewole, and Kyari.

Eight months after Adewole’s exit, however, Kyari it was learnt, had failed to reverse the directive.

A top official at the health ministry said attempts to get the President’s chief of staff to reverse the situation had not yielded any positive results.

The official said both the Minister of Health, Dr Osagie Ehanire and the Minister of State for Health, Senator Olorunnimbe Mamora, had met with Kyari over the issue but there had been no progress yet.

He said the situation had slowed down preparations for prevention of Coronavirus, a disease which has killed more than 1,800 people and infected over 73,000 people worldwide.

The official, who is also a doctor, said items like nose masks, chemicals and equipment were being procured through the Agric ministry

He said, “We can’t easily get consumables like personal protective equipment, including nose masks.

“We need to improve our capacity for quarantine and surveillance and monitor those coming (to Nigeria), especially where we have a basis for suspicion. Logistics cost more money. We need to set up more labs, we need reagents. There is no way the suspension of our procurement powers will not affect our capacity.

“Even when we have money, we cannot activate procurement because we have been stripped of our powers of procurement.”

The source further stated that the ministry needed more thermal scanners at the various points of entry and this was being delayed.

“We need to deploy more staff. We need personnel capacity, training, logistics. All these things are important. All these things are not there when we need them.

“Even our thermal scanners at the airport, we need more at all our points of entry. So, it is affecting us seriously,” he said.

Sunday PUNCH reports that due to the friction between the former minister, Adewole, and Kyari, a directive was given to the then Permanent Secretary, Clement Uwaifo, in October 2018 that all contracts and procurement related issues must go through the ministry of agric.

Documents obtained by Sunday PUNCH showed that whenever the ministry of health wants to make procurement, the permanent secretary would raise a memo which would be sent to the permanent secretary of the agric ministry.

It was observed that in some instances, the permanent secretary would give direct approval while sometimes, he would write a memo to the Director-General of the Bureau of Public Procurement, Mamman Ahmadu, who would approve based on the Procurement Act.

When contacted on the telephone, the Permanent Secretary of the health ministry, Abdullahi Mashi, told Sunday PUNCH that indeed the ministry had been barred from making procurements.

Mashi said the issues had been communicated to the appropriate authorities and the ministry of health had been asked to write a formal request asking for its procurement powers to be returned.

The permanent secretary, however, said the preventive measures put in place to tackle a potential Coronavirus outbreak were adequate despite the ministry’s procurement challenge.

He said all the major airports in Lagos, Abuja, Enugu, Kano and Port Harcourt had been placed on alert and thermal scanners deployed.

On the procurement challenge, he said, “We were asked to write on the matter and we have written and we are expecting a response soon.

“For now, there is no gap. We have done everything within our power to secure our points of entry. It’s not true that it’s affecting coronavirus preparations. The five entry points are being properly manned by our men 24/7.”

When asked if the ministry was not worried by its inability to make procurements, he said, “I did not say the arrangement is working for us. I am the chief accounting officer and there is no way I will be comfortable with an arrangement whereby I have to approach another ministry for help. It is not working for me.”

When contacted on the telephone, the Senior Special Assistant to the President on Media and Publicity, Garba Shehu, said the health ministry was stripped of its procurement powers because it exceeded its spending limits.

He said, “The Ministry of Agriculture was appointed to do procurement on their behalf arising from a problem which was brought to the attention of the government by the Bureau of Public Procurement. The health ministry was authorised to spend N2bn but they spent N7bn.”

Shehu said the officials of the ministry who were lamenting to Sunday PUNCH should write to BPP instead of trying to blackmail Kyari.

He, however, did not respond on why the arrangement was still in place eight months after the exit of those involved in the unauthorised spending.

“This arrangement has been on for over a year. They should not try to use Coronavirus to blackmail the government. Let them approach BPP if they are sure that their house is in order,” he added.

Attempts to speak with the EFCC spokesman, Mr Tony Orilade, proved abortive as he neither responded to telephone calls nor a text message on Saturday
If this report is the case then, Kyari needs to be treated by staff of ministry of agriculture. No wonder he seeks for private hospital. May God forgive me, he is supposed to be left on his own, even the so called private hospital should not have admitted him. What goes around comes around.

Yes, I concur on this. Disintegration is the best option as far as this nation is concerned now. Why? A lot of people from other parts of the country, mostly Chad, Niger, Mali and among other, enter through the northern part of the country that is borderless. This act is the major problem confronting Nigeria today. That is the reason Nigeria can not present accurate data of her citizens. Since, our brother from the northern part of the country are not in line with the restructuring, then, let each and every region part way. It happened during the USSR, today Russia as a nation still stand as one of the most powerful nation in the world. Nigeria as a nation is long overdue. The people that are mostly concerned, should do the needful.

Politics / No To Medical Team From China by fjjc(m): 6:21pm On Apr 06, 2020
It is interesting to note that in this pandemic period where everyone across the globe is feeling the heat of coronavarius, Nigeria as a nation has had her own share of the pandemic raging from infected person that have tested positive to those that have been discharged and those of the recorded death. The United Nations and the WHO have commanded the Nigerian government for their effort so far in manners and ways to which the coronavarius is being managed so far in the country. Upon all these efforts and commendations, undue help from China at this point in time will not add up. What I believe the Chinese government is trying to do at this point in time, is to learn from us the almighty formula our medical practitioners have adopted that have made us have less death out of the cases we have so far. My fellow Nigerians, please, let us cry out and say no to medical team from China.

Politics / Re: FG Insists On Chinese Doctors, Says They Will Bring “scarce Medical Supplies” by fjjc(m): 5:57pm On Apr 06, 2020
jarawa:
The 18-member team of Chinese experts will be arriving soon with “globally scarce supplies” in the fight against the Novel Coronavirus (COVID-19). This is coming days after the Nigerian Medical Association (NMA) and the Trade Union Congress (TUC) rejected the invitation by the Federal Government of a Chinese medical team to help Nigeria in its coronavirus response. Dr Osagie Ehanire, Minister of Health, disclosed this on Monday in Abuja, at the Presidential Taskforce (PTF), briefing on COVID-19 in the country.

“On Friday, April 3, I announced that a team of Chinese medical experts will arrive. They are expected to arrive Nigeria in a few days with a consignment of globally scarce medical supplies, to augment government efforts and build capacity to contain the COVID-19 outbreak.

“The donation by Chinese Companies in Nigeria, includes Personal Protective Equipment, PPE, medical consumables, over one million surgical masks for health workers and even ICU ventilators, valued at over 100,000 dollars, all sourced in the face of global scarcity of these items. “In addition, Chinese medical experts, comprising doctors, nurses, laboratory technicians and public health managers will share their knowledge, skills and real-life experience of fighting COVID-19 with Nigerian personnel to strengthening management of COVID-19 cases, especially with regard to critical care,” he said. Ehanire said that this initiative would greatly build the capacity of hard-working and resourceful Nigerian Healthcare workers at the forefront of fighting COVID-19.

“The much needed PPEs and masks will protect our frontline workers and mitigate the spread of COVID-19 in the line of duty. “We have a window of opportunity to strengthen our own response mechanism through lessons learned from any country that has had the experience and can provide hands-on demonstration of dealing with the outbreak and give the Nigerian clinical workforce the opportunity to share global best practices,” he explained. The minister disclosed that the government has also identified additional treatment centres.
