Mr Kola Ogunleye, is an architect, and a chartered accountant of repute. He is also an economic policy analyst and commentator. His wealth of experience spanned both the public and private sector of the economy. He spoke to a select group of newsmen in Abeokuta, the Ogun State capital, expressing concern about the debt profile of South-West states, which he blamed on financial recklessness of the governors. He also criticized the Federal Government for not raising questions on why many of the states incurred huge debts before providing soft landing which he said has put the future generation in bondage. Excerpts:By Adeleke Adeseri, South West Regional EditorYour opinion about the bond arrangement by the Federal Government to give reprieve to many states groaning under the yoke of debts?I believe that Federal Government had been misled into taking some of the steps in respect of the state debts.The FG should have been more painstaking in looking  at each state and ascertain why and how they got into that financial mess.There is a blanket provision for them now without scrutinising how they came about such debts, most of them are saying they cannot pay salaries. What happened to their prior allocations?For example Ogun State is not in that category, the governor kept on saying he can pay salaries, why is he availing himself of this long term loan.The mistake made by the Federal Government was that, it did not look at the uniqueness of each state and the financial profile of these states, FG just said any loan owed to commercial banks, to me it is as if the Central Bank of Nigeria and DMO are trying to save the commercial banks from an imminent crisis.Kola OgunleyeIt is no longer about the state, it is about our banking system that faces collapse. If you look at the quantum sum of money states owe these banks they cannot pay.Why did they take decision to help those who did not help themselves through wrong decisions.Banks ought to take decision strictly based on financial data and sound economic analysis because there are Standing Payment Order (SPO) that these states have signed that any money coming from the federation account certain amount should be deducted.What the government has done was to truncate that agreement, and that is wrong. In a federation, the FG has no sole power to take over the state debts without consent of the states and national assemblies because it is part of the budget.The moment you are tinkering with the budget you must go back to the Assembly and take authority that you wanted to transfer these debts to the FG.Transfer of debtsThe fact that the governors met and agreed on a soft landing for themselves does not mean the National and State Assemblies should not play their constitutional duties in this arrangement. And everything must be put on the table and not to be shrouded in secrecy. Publish the debts they owe banks and on what projects. There must be due process and that has not been done. We are looking at the bond that is condemning generation yet unborn to bondage.You are from Ogun state. What can you say about Ogun’s N55billion debt being converted to Federal Government bond?I think the situation on ground now is that the N55billion that is being bandied around and presented at the National Economic Council meeting is a very wrong and inaccuratedescription of the debt profile of the state. Those are debts that the state owed commercial banks in the country which the Central Bank and the Debt Management Office (DMO) have decided to package as Federal Government of Nigeria bond. Another 19billion owed workers in respect of illegal and unauthorized and un-remmited deductions have also been slated to benefit from another intervention fund.So N55billion does not completely describe the debt profile of the state, there are all sorts of debts, other loans from commercial banks are there, there are debts in respect of pension and gratuities, deductions made from staff salaries that are neither remitted to the appropriate organs are there, there are also unfunded contingent liabilities in respect of on going projects in the state and the best way to really look at that is to look at the kind of project profile we see in Ogun State that are not completed. We have schools that started three years ago that are not completed, we have roads that were started four years ago that were not completed and these are the projects that are supposedly inside the budget of various years.Don’t you think that with the commercial loans converted to bond, the state will have enough fund to complete the on going projects?No, let me put it in a proper perspective, you approached a bank to pick a loan of N2billion for a project and the cost of the project itself is about N10billion. That N2billion is incurring interest and interest is being paid on it and the interest has constituted itself to become an albatross on your neck, you cannot move forward, you therefore look for a way to convert that short term facility, because it is like an over draft, not a proper loan perse, with astronomical interest rates that is compounded each time the overdraft is rolled over and this is not supposed to be so, it is supposed to be serviced regularly but because you are not able to service it adequately it has accumulated. If it is so much today, it comes to nil by the end of the month, but once you could not do this, you now look for a succour at the federal level.Now your N2billion is now being converted to a long term loan, to give you a leg room, do you know you still need another N8b to complete that project? Where will that money come from. The price of oil is falling, Naira exchange rate is falling, everything is on a downward spiral, where will you now get funds to complete the project itself?Ogun State once put its IGR at over N6billion per month.The question you just raised bothers on debt sustainability and economic viability of the projects. Ordinarily, most of the projects that have been embarked upon could be described as Urban Renewal Projects that should stimulate the economy of the state a la Keynesian Economics.I do not want to go into polemics of urban renewal but suffice to say, what we have in Ogun State today is that the projects have not stimulated economic activity in the state as unemployment remained very high and the multiplier effects envisaged are yet to materialise.Government has  embarked on road expansion projects in major cities and these projects are not targeted at economic zones. When you want to spend this kind of money we have spent on road construction in Abeokuta, you need to tell us what is the size of economic improvement that can happen to the ordinary man’s life there. What is the volume of traffic in the city? How does the average citizen whose house or shop is demolished is restored economically and socially?

Ogbunike international market
$320 million business agreement with a private consortium, for an International market to be sited at Ogbunike in Oyi Local Government Area of the State.

Signing the memorandum at the governor’s lodge at Amawbia, Governor Willie Obiano said the project was in its first phase and would create over 600 jobs and would provide viable outlet for distributing and marketing goods mass produced by the industrial hub in the state.

The governor also shored up the occasion with a gallant entry to sign the $320 million dollar agreement with the consortium for the establishment of a modern market of international status.

in his speech, the Chairman of Anambra State Promotion and Protection Investment Agency, under whose auspices the project was attracted said the market would have a shopping mall, industrial park, educational and medical facilities and entertainment center.

The leader of the team, Mr Obiora Anyaralu and another senior member of the consortium, Dr. Adedeji Ameh, said the second phase of the project would incorporate the establishment of a housing estate.

He further said that the project would assist the governor in achieving his vision towards elevating the state to an enviable height in commerce.

Addressing the august team, the Governor stated that a similar market would be established in Umunze, Orumba South Local Government Area, explaining that the main market with its challenge of old age necessitated the undertaking of the present project.

He assured the gathering of direct job creation to the tune of 600 when the project must have been completed. He put the percentage benefit of the project to the state at five per cent while the local government of domicile gets 25 per cent.

Signatures by all parties involved were appended, thus sealing the deal and expectations are now high that in 42 months, an international trade center must have been built in Ogbunike in Oyi Local Government Area of the state as the state heads for a digital e-commerce stage in trade and business activities.

Few years back Urban water scheme was commissioned in Onitsha, greater Onitsha water scheme

Governor Willie Obiano has commissioned the rehabilitated greater Onitsha Water scheme. The facility, which was reactivated at the cost of over one-point-eight billion naira collapsed over fifteen years ago.
He said his administration spent one-point-two billion naira to complete the project inherited from his predecessor and also cleared one-point-nine billion naira salary arrears owned the staff of the State Water Corporation.

He noted that the scheme has the necessary components to produce portable water and needs of residents of Onitsha and environs while adequate measures had been taken for proper maintenance and for the staff who would manage the facility.


He restated that work was in full swing on all projects inherited from his predecessor.

The Commissioner for Public Utilities, Water Resources and Community Development, Chief Chinedu Emeka recalled that attempts to resuscitate the scheme by previous state administrations, including intervention by the Federal Ministry of Water Resources, failed.

Chief Emeka explained that the scheme has the capacity to produce ninety million litres of water daily to cover a greater percentage of Onitsha residents, while efforts were on for necessary expansion.

He urged the people to report promptly cases of pipe leakages and avoid wastage of water as well as ensure prompt payment of water bills. The APGA Senatorial Candidate for Anambra North in the coming elections, Chief Duben Obaze said the Governor was giving the state purposeful leadership and fulfilling promises made to the people.

Earlier, the Chairman, Onitsha North Local Government, Mr. Douglas Egbuna, thanked the Governor for the giant strides in restoring public water supply to the city since 1999.

The consultant to the project, Chief Anthony Anukwu assured that the reticulation would cover Onitsha, Nkpor, Okpoko, Bridge Head, three-three and environs.

Please can you guys stop this childish argument seriously is very irritating, Yes Enugu mall is slightly bigger, I have toured both, I just came out from Onitsha mall not too long, Anambra are building three malls, I know Awka mall will come with stair-case although not the same size with Enugu, I guess Nnewi mall will be more beautiful, the packing-lot will be on top of the building.

Gov Obiano of Anambra State few moments ago commissioned the Ihiala Water Scheme at former Water Corporation (Borehole Tank) site in Ihiala Local Government Area of the State.

The new water project has storage and recticulation capacities of 475,000 litres and 40km respectively. 20km will be covered in the first phase.

With the challenges of water resolved, Gov Obiano promised to commence work on two major roads within Ihiala noting that albeit vandalism, the State Government is making effort to give Ndi Ihiala at least 15 hours of electric power supply

Tried as they did, all the efforts of the reporters to get a photograph of the lunatic was met with stiff resistance as he continued with his threats.

Having resigned to fate, when the reporters embarked a motorcycle to return to the office,the lunatic got up and shouted after them, “you guys are crazy and, in fact, your head is not correct.”

This is one case out of many scattered across the country and which are growing alarmingly daily.

For instance, in a renewed effort by the Federal Capital Territory (FCT) administration to rid the nation’s capital of mentally deranged people and destitutes, no fewer than 12 lunatics and 129 beggars were arrested penultimate week.

The lunatics and beggars, who were reportedly arrested at various locations, were said to have been repatriated to their respective states of origins.

Over the years, successive governments at various levels have adopted diverse methods to curb the increasing number of the mentally deranged who roam cities’ streets and the highways. But efforts at providing shelter and rehabilitation centres, with a view to bringing them back to normalcy and keeping them away from constituting nuisance to the public have proved abortive.

The increase in number of lunatics in Ibadan metropolis of late is a pointer to the fact that government’s policies to bring the menace under control over the years have not yielded results.

Many of the lunatics and destitutes, who apparently had been ditched by their families, are supposed to be in confinement at government psychiatric hospitals or in homes, but they flood the streets owing to the society’s failure to show interest in them.

The development, according to investigations by Sunday Tribune, is coming amidst allegations that over 3,105 beggars and lunatics were deported to their states of origin by the Lagos State government recently. This was said to have angered the then government of Oyo State, some citizens of which a good number of the deported were said to have been.

Also, the development was said to have become sources of worry to residents who said in some cases, when they (lunatics) were chased away, they usually managed to return.

When the immediate past government planned to embark on an urban renewal programme sometime ago, it was learnt that the increase in number of destitutes and lunatics forced it to redirect its energy to other engagements.

Some residents who spoke with Sunday Tribune over the turn of events condemned attitude of successive government in the state towards the decay in the environment, particularly with regard to the festering cases of destitutes.

But some residents introduced another dimension to the topic when the claimed that most of the seemingly mentally deranged people were neither drug addicts nor lunatics, but ill-fated Nigerians who found themselves on the streets due to the psychological effect of the receeding economy.

While speaking with Sunday Tribune, a cellphone accesories merchant at Oje market said most of the mentally deranged who came around the market everyday had become known faces, adding that their presence has become a menace the (market people) dealt with on a daily basis.

“With the billions of naira the country realises everyday, and even this state, it really depresses one to see that destitutes and lunatics have taken solace in roaming the streets. This is posing a serious threat to the enviroment and the society at large.Governments have failed to channel the resourecs of this country in a way that it could boost the economy and wipe off poverty among its people,” he said.

Another resident, who gave her name as Iya Busayo, said, “we take things for granted in this country.

In developed countries, some of which I have had the opportunity to visit, you don’t see lunatics parading the streets like we see here in Nigeria; they would have been taken off the streets by the authorities and given adequate attention before they are allowed into the society. But in Nigeria, anything is permitted.”

In the course of its investigation, the Sunday Tribune crew sighted an allegedly insane woman who was said to be in her late 40s. She sat cuddling a baby.

Residents of the area who spoke with Sunday Tribune over her predicament disclosed that she and her two-year-old baby had been subjected to hardship, following the sudden disappearnce of her husband a couple of years ago. This was said to have taken its toll on her.

Another resident of the area, Sola Abidoye, said that he had known the woman since her spinsterhood.
“The woman would have loved to leave this place, if she could be guaranteed a better life. She has been there for sometime now and the reason is not far-fetched; she has no place to go and none of her relatives have turned up,” he said.

Sunday Tribune also found out that virtually all days of the week, a dreadful lunatic is always opposite the gate of the University of Ibadan, along the road leading to Agbowo-Express, wandering about with a big stone in hand or on his head. Obviously, a first time caller sighting the mentally retarded man would run for dear life as a result of the fear of being hit by the lunatic.

However, according to Bimbo Oderinde, who owns a boutique in the area, the man had not been known to have attacked anybody since he came around.

“I have never seen him threatening anybody with that stone he holds everytime. He, nevertheless, poses a serious threat because you never can tell; he might eventually throw the stone someday,” she noted.

According to a 300-level student of Microbiology Department of the institution, who did not want his name in print, “he (the lunatic) is seen strolling casually around the vicinity, particularly where there are relaxation centres. The stone has never left his hand; he either holds it or places it on his head but that does not underline the fact that he his sane. Let the government do something fast about it.”

At Sango area of the city, looking totally frustrated and sitting gloomily in the heavy downpour was another notorious lunatic who finds pleasure in handling breast of ladies, particulais said to have permanently made the street his home. It was also learnt that he relocated from the Ojoo end of the Lagos—Ibadan expressway to Sango several years ago.

Speaking with Sunday Tribune, a petrol attendant, Busola Bamigbola, disclosed that the man was said to be sane some years back and that he was married with three children.

She said the turn of event came when his wife and three children died in a mysteriously inferno, a development that turned him into a destitute.

“Today, he has lost his mind, apart from being a vagrant. And no one seems to care. Even the fact that he constitutes a public nuisance by his actions, nobody seems ready to come to his aid. This situation calls for an urgent attention of the government and neccessary authorities,” she said.

At Mokola round about, right opposite a popular eatery, another insane man is always seen displaying all sorts of acts. Notably among his acts, according to an eyewitness, is that he fundles and massages his own manhood to the point of erection. The eyewitness said usually, he also showed a sense of lust for women. It can’t be said if he is or not capable of pouncing on innocent female passers-by. Sunday Tribune was told that no one knew when and how he got there and his source could not be traced.

An attendant in the eatry, who gave his name as Adeyemo Bolaji, told Sunday Tribune that the experience had been shamefull, “not only to us but also to the government.”

He added that, “this man has been here for sometime now displaying what I don’t even know how to describe and nobody seems bothered by that. He harrasses people, dances and does all sorts of things that are beyond my comprehension.

“A lot has been said and written, but nothing has been done over the years.”

The fear among residents of Ibadan is that it is “fast becoming another Oshodi” as a result of the increase in number of destitutes, miscreants and mentally deranged persons who have turned the underneath of most bridges in the town to their homes.

“Sometimes, they rape and rob people that come into the city at night,” said Adeola, a restaurant onwner.

A motel owner in Mokola, Mr. John Folayan, alleged that government was probably encouraging the destitute and lunatics with its perceived non-chalant attitude towards the threat they posed to residents.

He said, “each time passengers ride in vehicles, destitute rush towards them and disturb them, begging for alms.

Around the University College Hospital (UCH) is another lunatic who many described as non-violent, but constituting nuisance.

According to investigations, she takes her bath in the gutter in front of the hospital every morning and in the night.

The presence mad people can also be felt in other bustling areas and suburbs of the city. At Eleyele, in opposite a popular primary school, Anwar-Ul-Islam, an alleged mentally deranged man, who is said to be in his early 40s relishes puffing at his cigarette every minute. What makes his case more interesting is that despite his state of mental health, he is a professional bricklayer who is said to have helped build quite a number of houses in the area.

Passers-by cannot but notice his torn cloths and dancing steps whenever he begins his acts.

“The point is that they (lunatics) are too many. Government is not doing anything to resettle them or send them back to their states of origin,” said a computer shop attendant.

While many have argued that he is sane, others say no sane person would behave the way he does, wandering how a ‘normal’ person would stand in the sun dancing.

Yet, others say the poor state of the economy appears to have had a negative effect on the man they simply referred to as Skeledi.

“He may not be mentally sick as alleged, but the presence of other lunatics abounds in the area, some wearing tattered clothes, others practically naked, seems to lend credence to the claim that he is mad.

We, the residents, have been appealing to relevant authorities to take these people who are becoming a menace off the streets; they pose security threat,” said a fish seller who gave her name as Iyabo Olumofin.

However, some residents of Ibadan have said unlike the Lagos State government, the Oyo State government might not be able to muster the political will to send lunatics and destitutes back to their states of origin.

Another major source of worry over this development is that only 130 psychiatrists are said to be available for the entire populace. Most qualified psychiatrists are said to have been fretted away by the brain drain syndrome bedevailing all the crucial sectors of the economy.

Reacting to the menace of lunatics and destitutes roaming the street, Dr. Bayo Oluwole of the Department of Guidance and Counselling, University of Ibadan, condemned the non-challant attitude of successive governments in the state over the years towards establish institutions where lunatics and destitutes would be rehabilitated and institutionalised.

“The issue is becoming very alarming and it calls for concern from both the government and non-governmental organisations. There is need to look into the menace and look for a way to curb it or reduce it to a minimum level.

“Many youths are experimenting with drugs without the knowledge of their parents or guidance. They are not aware of the negative side effect of these hard drugs, but the society at large suffers the brunt when the problems start coming up. Even when you go around the metropolis, you perceive the odour of hard drugs oozing out from different places,” he lamented.

He also attributed factors leading to the increase in lunatics to “the socio-economic aggression” that has rendered many children homeless, parents jobless and individuals suffering from mental torture and breakdown.

“It is also necessary to take note that the management of lunatics is different from that of destitutes. Destitutes should be rehabilitated and returned to schools, while lunatics should be taken to where they would be properly taken care of. Government should collaborate with NGO’s to create institution to rehabilitate them so that they will be well managed,” he said.

Kidnapping remains endemic in the country despite concerted effort of security agencies to combat the scourge.

In the last two years incidence of kidnapping has increased significantly assuming the status of what some people describe as an industry in the country.

Kidnapping in the country is attributable to ransom payment and rituals.

Kidnappers demand money, mostly in the tune of millions of naira before releasing their victims.

Crave for wealth also constitute significant motive behind kidnapping for ritual purpose whereby human body parts believed to induce supernatural power are used for fetish purposes.

Ironically, there have been cases of stages-managed kidnappings where people have colluded with kidnappers to effect their own abduction and later share the ransom with the supposed kidnappers.

Kidnappers go for their victims either in their homes, place of worship or on the road.

While most of the victims regain their freedom after the payment of ransom, some other murdered, even after ransom is paid.

Sadly, many victims have to grapple with post-kidnap trauma even years after been released.

Unfortunately, what started in the Niger Delta region during the era of militancy has now become a booming venture in all parts of the country, especially in the South West.

The discovery of den of kidnappers and fraudsters in Ibadan as well as many other cases of kidnapping in Ikere Ekiti , Akure and other parts of South Western States underscores the growing apprehension over a menace now on the rise in some parts of the country.

In Ekiti State , A catholic priest and some health workers were kidnapped, while the regent of Akungba Akoko in Ondo State also endured some days in the hands of kidnappers before she was released.

Also in Ondo State, the executive secretary of the Cocoa Association of Nigeria, Segun Adewunmi, was kidnapped by gunmen in Akure but later released after paying unspecified amount of ransom.

In Oyo State, A 78 year old businessman, chief Adebowale Omotoso, was abducted at his residence in Aawe, AFIJIO Local Government Area and was later released after seven days in kidnappers den.

Infact, in Nigeria today, it could be said that the fear of being kidnapped is the beginning of security consciousness.

This situation has made some country issue constant travel warnings to their citizens about Nigeria which is affected tourism in the country.

The negative image is not healthy for the country’s socio-economic development, Hence the need to urgently address factors responsible for the menace.

One of the factors is unemployment, especially among the youths .

Government needs to intensify efforts at job creation and economic empowerment programmes.

The crave to get rich quickly without labour is also another factor which requires value education and orientation.

The decision of the inspector general of police, Mr. Solomon Arase to deploy anti-crime defectives to Ondo and other states of the region is a prompt and commendable step.

S-West is Nigeria’s kidnap capital — Report

The 2013 National Crime Victimisation and Safety Survey conducted by CLEEN Foundation with support from the United States based Macarthur Foundation shows that the South West has the highest incidents of kidnapping with 5 per cent of the respondents from the region saying they have either been kidnapped or attempts have been made to kidnap them. The South South and the South East closely follows with a 4 per cent kidnap rate. The region with the lowest rate of kidnapping is the North Central region with 2 per cent. Rape and Attempted Rape With a 10 per cent incident of rape or attempted rape, the South South region is the rape capital of the country followed by the North East (6 per cent) and the South West and North West (4 per cent each). The South East is the region with the lowest propensity for rape with just 1 per cent. The survey also shows that the national incidence of rape almost doubled from 3 per cent in 2011 to 5 per cent in 2013. Most of the respondents who claimed to have been raped said they were raped in and around their homes. Thirty-three per cent said they were raped nearest to their homes; 19 per cent were raped in their homes while 13 per cent of cases of rape occurred in schools or places of work. Robberies IGP-Solomon-Arase The survey shows that cases of robbery rose 1 per cent from last year nationally. Kaduna recorded the highest cases of robbery with 43 per cent closely followed by Akwa-Ibom 42 per cent and Cross River 39 per cent. Jigawa and Kano States recorded the lowest cases of robbery with 5 and 3 per cents respectively. The survey shows that more needs to be done about security in and around homes as 63 per cent of respondents said robberies occurred in homes or near to home. Physical Assaults South East states recorded the highest rate of physical assaults, the report showed. Enugu State had the highest cases of assault with 84 per cent, closely followed by Ebonyi (77 per cent) Rivers (58 per cent) and Anambra (50 per cent). The cases of physical assault in Abuja rose from 15 per cent last year to 24 per cent. However cases of physical assault dropped drastically in Niger State from 68 per cent in 2012 to 6 per cent this year. Also physical assault dropped from 23 per cent in 2012 to 8 per cent this year in Jigawa State. Meantime, an Akure Magistrates’ Court recently remanded a 25-year-old man, Taiwo Ebenezer, in prison for allegedly kidnapping a 21-year-old, Olayemi Olatunji. The Chief Magistrate, Mr Sunday Adedapo, who handed down the verdict, said Ebenezer should be kept behind bars at Olokuta Prisons in Akure pending advice from the State Director of Public Prosecutions (DPP). According to reports, the court did not take the plea of the accused in spite of efforts by his counsel, Mr Ademola Abemkemo to secure bail for him. The accused, whose address is unknown, is facing a two count charge of conspiracy and kidnapping. The prosecutor, ASP Pelumi Adejuwon, had earlier told the court that the accused with others still at large, kidnapped Olatunji. Adejuwon said the accused and his accomplices were armed with a gun, cutlasses and some other dangerous weapons when they committed the offences. According to him, the accused committed the offences on May 7 between 8.00 a.m. and 6. 00 p.m. at Ayeyemi Street, Ondo. He said the kidnap was, however, foiled when the victim raised an alarm which attracted passers-by who apprehended the accused. The offences, Adejuwon said, contravened Section 516 of the Criminal Code, Laws of Ondo State, 2006. The offences also violated Section 3(1) of the Special Anti-Kidnapping and Anti-Abduction Law of Ondo State, 2010. The case was adjourned till June 22 for mention.
