Lagos Rail Mass Transit System Nigeria Key Data Nigeria's largest city Lagos is constructing a light rail system under a public private partnership (PPP). The project is sponsored by the Lagos State Government (LSG) and will be developed by Lagos Metropolitan Area Transport Authority (LAMATA) on behalf of LSG. LAMATA has proposed seven lines in the network: Red, Blue, Green, Yellow, Purple, Brown and Orange. China Civil Engineering Construction Company (CCECC) has been appointed as the contractor for the construction of the first line (Blue). The contract includes the basic design and construction of the rail infrastructure. Detailed design and surveying for the entire project has been completed. CCECC is constructing the Blue line in two phases. The first phase includes the National Theatre to Mile 2 section and the second phase includes the Mile 2 to Okokomaiko section. CCECC has completed 90[% of the structural work for the line. By the end of 2012, 8km of the Blue line is expected to be completed. Construction of the Blue line was initially expected to be completed by 2011 but has been delayed to 2015 due to funding issues. CCECC may have to suspend work if funding is not secured. Lagos rail mass transit system project The first two lines of the urban rail project are estimated to cost $1.4bn. The Red line will be 30km long, and will run between Marina and Agbado. The Blue line will be 27km long, connecting Okokomaiko to Marina. "LAMATA has proposed seven lines in the Lagos network." The Blue line will cost $1.2bn [i]and will be funded entirely by the Lagos State Government (). In May 2012, the Lagos government commenced negotiations with potential investors for the operation and maintenance of the line. The 30km-long Red line will use the existing Nigeria Railway Corporation corridor. It will be constructed through a concession arrangement. Discussions with a preferred bidder for construction of the Red line are ongoing. The concession contract will be for the operation and maintenance of the lines for a 25-year period. The scope of work for the concessionaire will also include design and construction of the infrastructure associated with operation and maintenance of the lines. The transaction adviser for the Red line is Dar Al-Handasah. CPCS Transcom is the transaction adviser for the Blue line. The two transaction advisers have conducted feasibility studies and conceptual design work for their respective lines. Red Line: Marina to Iddo The Red line begins as a double line at Marina and runs through Ebute Ero ending at Iddo. It then runs northwards via a reverse curve to reach Ebute Metta. The line runs straight to Yaba, Mushin and Oshodi before reaching Ikeja. At the Ikeja station, the Red line is linked to the line from the international and domestic airport terminal. From Ikeja, a single line will run to the airport terminals. The Red line moves as a double line further northwards from Ikeja to pass through Agege, Iju and finally reaches Agbado. "CCECC won the construction contract for the Blue line. " The passenger railway service run by Nigerian Railway Corporation (NRC) from the north will terminate at the Agbado interchange. Passengers travelling to Marina using NRC services will change train at Agbado and continue their journey on the Red line. Some of the Red line section from Agbado will run on NRC corridor tracks. The Blue line starts at Marina station and runs along Ebute Ero and Iddo stations ¬- same as the Red line. From Iddo, the Blue line running on an elevated platform moves along the National Theatre station and makes a descent at Iganmu to join the expanded Lagos-Badagry Expressway, an expansion conceived to ease link between Nigeria and neighbouring West African states, Alaba, Mile 2, Festac, Alakija, Trade Fair station, Volkswagen station, LASU and finally reaches the Okokomaiko station where it ends. One of the two bridges being built for the Blue line is at Mile 2. Island-style platforms The Red and Blue lines will have 13 stations each. Three stations in the south end of the Red line will be shared with the Blue line. The two lines will therefore comprise 23 stations in total. The stations will have island-style platforms and commuter payment systems. Public address and electronic information screens will be installed in each station. The Ebute Ero station will also have an escalator. A number of rail crossings with elevated road structures will be built along the lines. A total of 35 pedestrian bridges will be constructed over the Nigerian Railway Corridor. Cable ducts and walkways, in addition to drainage system with two walls will be built along different sections of the lines. Between Marina and Iddo stations, a combined 5km viaduct rail over road and cable stay bridge will be built, linking the Red and Blue lines. Other infrastructure to be built as part of the project include stations; signalling, control and communications (SC&C) systems; supervisory control and data acquisition (SCADA) systems; depot and workshop facilities; an operations control centre and a training facility for train drivers. "The Blue line will be 27km long, connecting Okokomaiko to Marina." Rolling stock The Red line is anticipated to operate with 12-car trains. More cars will be added according to demand. The maximum number of cars will, however, be limited to 16 a train. The 16-car trains will be 352m long and the 12-car trains will be 264m long. The cars will accommodate 300 passengers each. Signalling and communications The light rail system will employ the latest train authorisation systems, automatic train protection (ATP) and in-cab signalling in all of its lines. The wayside equipment will be minimised so that the drivers will not exceed the authorised movement limits. The ATP will help to maintain the speed restrictions set on the lines. To ensure that the signalling is available even during power cuts, a backup power system will be fitted. Lagos today. |

CBN Restricts Dollar Sales As Naira Sinks Below N170 In Almost 5 Years by msmon(m): 7:51am Muhammad Bello in Abuja and Obinna Chima with agency report With the price of crude oil heading south and the country’s foreign reserves under pressure, the Central Bank of Nigeria (CBN) yesterday banned the sale of dollars at its Retail Dutch Auction System (RDAS) to importers of telecoms equipment, power generators and finished products. Others affected by the ban include importers of electronics, finished products, invisible transactions business and information technology. However, they can source their foreign exchange requirements from the interbank market and dealers. Owing to the directive, the naira hit a new intra-day low in almost five years to N170.05 against the dollar yesterday, falling 1.87 per cent as the stock market continued to slide, Reuters reported. In a circular titled, Exclusion of Some Transactions from the RDAS Window, posted on its website yesterday, the CBN said: “This is to inform all authorised dealers and the general public that in order to maintain the existing stability in the foreign exchange market and to further strengthen the various measures already initiated by the Central Bank of Nigeria, the importation of the following items shall henceforth be funded from the interbank foreign exchange market only: electronics, finished products, information technology, generators, telecommunications equipment, invisible transactions.” In another circular, the central bank also said it had observed that banks and discount houses now have a preference for keeping their idle balances in its Standing Deposit Facility (SDF), thereby constraining the process of financial intermediation. In order to encourage banks to increase lending to the productive sector of the economy, the regulator therefore announced a review on the guidelines for the operations of the SDF. Specifically, it stated that “the remunerable daily placements by banks and discount houses at the SDF shall not exceed N7.5 billion. This shall be remunerated at the SDF rate of 10 per cent per annum. “Any deposit by a bank and discount house in excess of N7.5 billion shall not be remunerated. These provisions are without prejudice to the subsisting Monetary Policy Rate (MPR) corridor. “For the avoidance of doubt, the SDF remains as a monetary policy tool.” According to the banking sector regulator, the MPR corridor remains +/- 200 basis points, that is 10 per cent per annum up to the limit of N7.5 billion. Reacting to the CBN’s directive on the diversion of demand from CBN’s official foreign exchange window to the interbank market, a market analyst, who preferred not to be named, said: “The objective of this policy decision is to reduce pressure on foreign exchange reserves. “In October, the CBN used 10 per cent of its foreign exchange reserves to intervene in the foreign exchange market. The last time the CBN used such a large share of foreign exchange reserves, in a month, to intervene was in the second half of 2011 and the central bank devalued the NGN by 5 per cent in November 2011.” He said the policy decision confirmed that the CBN could not afford to keep intervening in the foreign exchange market to defend the official target exchange rate of NGN150 +/-3%, at the rate it has been doing in recent weeks, especially in a depressed oil price environment. “In enacting this policy, the CBN must have expected the interbank exchange rate to weaken. Which makes me wonder if this policy decision is a tacit devaluation” he said. On the second directive by the central bank, which capped banks’ deposits that earn interest, he termed the move negative for the naira. “I think this is negative for the naira, because it will result in banks diverting funds to treasury bills, which will put further downward pressure on yields and make them less attractive to foreign investors.” The market analyst said the fact that both policy decisions were naira-negative, was evident from the depreciation of the naira to its weakest level, NGN171.82/$1, where after it retraced to about NGN170/$1. “I believe the central bank must have anticipated further naira weakness, and widening in the gap between the official and interbank exchange. “It is for this reason, I believe this may possibly be a tacit devaluation, or at least a precursor to an explicit one that may be announced at the November 25 MPC meeting,” he explained. He added that the implication of the policies adopted by the CBN was that the rate of inflation would rise and could have adverse consequences on consumer stocks. The stock market also remained bearish in yesterday’s trading, as major company stocks depreciated further, with Nestle leading the losers' chart with a N47.5 loss, to close at N883. Forte Oil slumped from N208 to N194, while Dangote Cement, the biggest stock in the market, lost N10.4 to close the day at N198. WAPCO fell to its lowest price of N80 in four years, after shedding N8.73, Nigeria Breweries also took a hit to N143.45 having lost N7.55, while Unilever closed at N29.80, slipping down from N31.35. Market capitalisation sank to N11.425 trillion, losing N475 billion from N11.9 trillion at the close of trading the previous day. www.thisdaylive.com/articles/cbn-restricts-dollar-sales-as-naira-sinks-below-n170/193422/ |

Punchng NDDC board: Ondo lawmaker sues Jonathan, Senate 12 months ago FACEBOOK TWITTER A lawmaker representing Ilaje Constituency II in the Ondo State House of Assembly, Mr. Olugbenga Edema, on Monday, dragged President Goodluck Jonathan; Senate President David Mark, and the Attorney – General of the Federation to a Federal High Court in Abuja on behalf of his people. In the suit filed in Abuja, Edema is seeking an order of the court to declare illegal, null and void, the list of the NDDC board members sent by Jonathan to the Senate last week. He also sought a declaration of the court that the people of the oil producing area of Ondo State deserved the position of an Executive Director in the new board of the NDDC, being the 5th largest oil producing state in the country. Edema consequently asked the court to restrain Mark and the Senate from screening or confirming the list of the board sent to it by the president. He further asked the court to prevent the Senate from considering or screening any list that might be sent to the senate by Jonathan in future, which would not include the name of an Ondo State indigene as an Executive Director in the proposed NDDC board. The lawmaker also pleaded with the court to restrain the President from inaugurating the nominees contained in the NDDC list before the Senate without the inclusion of an indigene of the oil-producing area of Ondo State as either the Managing Director or an Executive Director. Edema supported his originating summons with a 26-paragraph affidavit. No date has been fixed for hearing. Read more at our partner |
LATEST NEWSPHOTOSMUSICADVERTISECONTACT NDDC board: Ondo youths to protest alleged marginalisationBy Abiodun Badejo on December 18, 2013 Youth in Ondo State, under the aegis of Patriotic Advocacy Group [PAG] has threatened to embark on a street rally to protest the non inclusion of Ondo State indigene in the Executive Position of the newly constituted board of the Niger Delta Development Commission [NDDC]. The group, after an emergency meeting held at Igbokoda, headquarters of Ilaje Local Government Area, described the development as “undue marginalization” by President Goodluck Jonathan. Speaking with DailyPost on behalf of PAG ,its Director of Media and Publicity, Desmond Iwajomo decried the non-inclusion of Ondo State indigene in the executive management position of the newly constituted board as stipulated in the NDDC Act. He said “the non-inclusion of Ondo State is totally unacceptable and it is another ploy by Jonathan and his cohorts to further foster his agenda of excluding the South West from his government and marginalizing the people of Ondo State from being represented at any Executive position of NDDC Board”. The group demanded to know from why Ondo State that [b]is the fifth largest [b]Oil Producing State in Nigeria and the only SouthWest Oil Producing State was denied the opportunity of [/b]becoming the Managing Director or the Executive Director Projects [EDP] in the NDDC when it was supposed to be their turn. “Ondo State has been sidelined in the scheme of things, including projects that are categorized as regional’s for the past 10 years. The NDDC as an intervention agency has not been very inactive and has not lived up to its statutory duties which include provision of potable water, road construction, land reclamation, environmental protection and so on” The statement stressed. PAG said all the appeals by the people of the State to President Jonathan to help find a lasting solution to the level of poverty and environmental degradation in Oil rich communities of Ondo State fell on deaf ears. The group passed a vote of no confidence on the Jonathan |

HOME Criteria for Our Best Cities Picks May 2007 | Our Best Cities for every life stage were chosen with customization in mind. We think you'll find one that suits your tastes. But first, the common themes. The metro areas were all chosen because they have a strong creative class, including scientists, engineers, architects, educators, writers, artists and entertainers. Richard Florida, a professor of public policy at George Mason University and author of The Rise of the Creative Class, has written that such people inject vitality into a city and make it a vibrant place to live. Other common criteria include job growth, per-capita income growth and measures of innovation, such as patents per capita. Key considerations are tolerance and diversity -- great indicators that outsiders are welcome. We used other criteria to come up with cities that are appropriate for various life stages. One of those is simply that people like to be with people who are like themselves. So, for example, Washington, D.C., gets high marks for young professionals because many young professionals already live there. Our cities for young singles also have high numbers of bars and restaurants per capita. Cities for families rank high in education and low in crime. Cities for empty-nesters have a significant number of performing-arts employees per capita. Cities for retirees have easy access to health care and low crime rates. A city's affordability was another critical factor. To score high for retirees, for example, a place must have relatively low health-care costs. For mid-level professionals, housing affordability is important, and for families and empty-nesters, the overall cost of living counts (100 is average). The bohemian indicator shows the concentration of writers, designers, musicians, actors and other arts-related personnel, and is a comparative measure of an area's diversity and cultural amenities (100 represents the national average in our index, so a higher or lower indicator shows a higher/lower concentration). Finally, metro areas of varying sizes are recommended for each life stage. Kevin Stolarick, from Carnegie Mellon University, Catalytix and the Richard Florida Creativity Group, developed and performed the quantitative analysis that led to our selections. Here is a breakdown of how the Kiplinger/Richard Florida 25 Best Cities were selected: All cities were judged of the strength of their "3T's." These are technology, talent and tolerance. This boils down to presence of high-tech workers and businesses, the talent level of the workforce and the tolerance for all types of people. A fourth factor included here is economic growth. LIFE STAGES Singles: 25-29 Mid-Professionals: Married, no kids, or single, 30-44 Families: Married, with kids, through 64 Empty Nesters: Married, no kids or single 45-64 Retirees: 65 or above COST OF LIVING For specific life-stage groups, these cost factors were weighted more heavily: For singles: rental affordability (rental costs as a percent of household income) For mid-professionals: home ownership affordability (home costs as a percent of household income) For families: overall cost-of-living index. For empty nesters: overall cost-of-living index For retirees: health-care cost index LIFESTYLE FACTORS In addition, there were other lifestyle factors that were given extra consideration. For singles: The "bohemian index" and food/drink dstablishments per capita. The Bohemian indicator shows the concentration of writers, designers, musicians, actors and other arts-related workers, and is a measure of on area's diversity and cultural amenities. For mid professionals: average commute time and creative class wage growth For families: crime rate and student/teacher ratio For empty nesters: performing arts employees per capita and golf courses/marinas per capita For retirees: crime rate and physicians per capita |
