I do know that some Igbos did have a monarchy system on account of influence from the Bini and Edo people, but clearly, they did not form one government with themselves and neither did they form one government with the hundreds of scattered clans and villages who refused to forge any political union beyond the village/clan level, and who refused to have chiefs or kings.

Therefore, inspite of the existence of some communities which preferred (and retained an organised socio-political structure) Igbo land remained politically fragmented (from time past till this day).
