Only the President or the Governor can do that depending on whether its a federal or state own institution base on the recommendation of the university governing council headed by the pro-chancellor, A chancellor is not a member of the governing council.

I got to know that Emir Sanusi of Kano is the Chancellor of the University of Benin (UNIBEN), and the great Alaafin of Oyo is the Chancellor of the University of Maiduguri (UNIMAID). Some students barely know their Chancellor or one exists.
This is cool, but what are their duties as Chancellors?

The position of a Chancellor is just a ceremonial position, the Chancellor only visits the institution during important occasions. The chancellor also confers various degrees to graduands during convocation, I think that is his primary responsibility.

Indeed one year has come and gone and in few days, we will be facing a world of reality, full of challenges and obstacles.

Waiting in our path is a test of patience, belief, perseverance, focus and determination. These are surely the factors that are required to cross the hurdles and make it to the finish line.

A time of dependence and excuses is finally over, now we have to work, earn and survive. Keeping the body and soul together which seems easy could become difficult and frustrating.

However, we shouldn't allow ourselves to be gripped by fear, we should rather be determined to achieve whatever we have set our minds to, and in every situation, we should always remember that TOUGH TIME NEVER LASTS, ONLY TOUGH PEOPLE DO and WHEN THE GOING GETS TOUGH, ONLY THE TOUGHS KEEP GOING.
