The Inspector General of Police, Suleiman Abba, on Wednesday declared that the Speaker of the House of Representatives, Aminu Tambuwal, no longer occupies his seat after defecting from the ruling Peoples Democratic Party, PDP, to All Progressives Congress, APC. The police boss made the blunt comments as he appeared before the House committee investigating the invasion of the National Assembly by police last Thursday. The committee invited the IG to explain the barricade of National Assembly which led to chaos as some lawmakers scaled the fence to gain entrance. At the meeting, Mr. Abba pointedly refused to address Mr. Tambuwal as speaker, triggering angry responses from members of the committee. The IG referred to the speaker as “Alhaji Tambuwal”. When confronted by lawmakers, Mr. Abba said he would not comment further on the case since it is before a court. The hearing was adjourned abruptly as Mr. Abba stood his ground. The police chief accused Mr. Tambuwal of leading a band of “thugs” to invade the National Assembly and assault police officers on duty. He said security was strengthened around the National Assembly on Thursday to prevent likely invasion of the premises by political thugs. Mr. Abba said there was credible information that the National Assembly was going to be penetrated. “The police high command directed the Commissioner of Police, FCT, to strengthen the security arrangement in the assembly, the police headquarters and the INEC headquarters,” he said. “In the process of safeguarding the security of the National Assembly on the 20th of November, we collaborated with the National Assembly Sergeant-at-Arm according to laid down procedures. “Members were being asked to identify themselves before they could be allowed into the premises. “The invasion of the National Assembly by large number of suspected thugs caused a reinforcement at the second gate. “We saw how security at that gate was compromised and we are investigating the issue of teargas thrown at people,’’ Mr. Abba said. The police chief said officers were “physically beaten, disobeyed and many other things”. He told the lawmakers his decision to order a siege on the assembly was in support of democracy. “From the day I was appointed acting Inspector General of Police, in my maiden speech I made a pledge that policing all over the world has gone beyond the issue of arresting suspected criminals, investigating and prosecuting offenders. Policing worldwide and Nigeria inclusive, which I pledge to be part of, now include the support of the development of democracy,” he said. Mr. Abba continued: “I want to state that that pledge was not just for the words, I meant it. Since then all my effort has been in that direction in addition to other responsibility on my shoulder. “2015 elections are around the corner and political activities and politicking has heightened. As a result of that, I discussed with my colleagues and told them that we should make all efforts to make our election credible and peaceful. In the last meeting we had in two weeks ago, I told them to be focused on efforts that will enable the police control the activities of political thugs and to mop up arms. “I told them to do everything within the limit of the provision of the law to ensure that people do not take laws into their hands, so that we can have credible and safe conduct of the 2015 elections.” He said the invasion of the assembly was partly in response to an earlier threat by the APC to cause mayhem in Abuja. “On the 19th of November, members of a political party including their leaders and a serving Governor conducted a rally at the Eagle square. They proceeded in a procession to the headquarters of the Nigeria Police and made uncomplimentary statements among which was the fact that what they were doing that afternoon was just a tip of the iceberg of what they will be doing in subsequent days,” he said. “They promised to come back on the 20th to continue the procession with the blockage of the police headquarters, and even promising to extend to other areas including the National Assembly and the headquarters of INEC. “Bearing in mind what happened in the parliament in Burkina Faso on 30th October 2014, security was strengthened and it included that the operational procedures of the security of the National Assembly, must be complied with. That is why the arrangement of self- identification were made for members to identify themselves, and that went around and some of the principal officers of the National Assembly complied and that went on. “Until when that was disrupted on the arrival of Alhaji Aminu Tambuwal. With the disruption of the arrangement by quite a number of suspected thugs, the second gate was not only closed but reinforcement. He said the teargas fired by police merely “exploded”. “And to answer to the teargas, yes. Unfortunately, the tear gas exploded outside the gate and that is being investigated, the circumstances is being investigated. The All Progressives Congress (APC) has said it is being forced to put on hold its membership registration following the ransacking of its main data office in Lagos by officials of the Department of State Security (DSS) and OP-MESA. DSS, in a statement Sunday, claimed it had invaded APC’s office on Saturday following a petition that it was being used to clone Independent National Electoral Commission (INEC) permanent voters’ cards (PVCs) for the purpose of hacking into the commission’s data base in order to corrupt and manipulate it. However, APC at a press conference held in Lagos by its National Publicity Secretary, Lai Mohammed, described as plainly implausible and a witless afterthought the reason given by the DSS for invading the data centre of the party in Lagos at the weekend, calling the security service a shameless apologist of the Peoples Democratic Party (PDP). But as the main opposition party denounced the charge against it, the Lagos Police Command announced yesterday that it recovered about 1,700 voters’ cards from a bush at the Seme border at the weekend. Speaking on the invasion of APC’s office, Mohammed wondered why any self-respecting intelligence-gathering agency would rely on beer parlour gossip in carrying out its onerous responsibility, “especially in a politically-charged environment like what prevails in the country at present”. He said: “The spokesperson for the DSS said the organisation had put the building housing the data centre under surveillance, and that it only acted after it was convinced that ‘unwholesome activities’ were taking place. What hogwash! “If indeed they put the place under surveillance, would they not have been able to establish that it is an APC data centre? Even if they were not sure, what prevented them from obtaining a court order permitting them to enter and search the building instead of carrying out a Gestapo-like operation? Are security agencies above the law? “To highlight their crudity and lack of professionalism, they had to go and arrest one of the staffers who was not on duty just to get the password to the servers they vandalised and took away. This speaks volumes about the limitation of the DSS’ intelligence-gathering ability. “If they had broken into the Boko Haram computer, would they have gone to arrest Abubakar Shekau or any of his commanders to give them the password to it? “Nigerians can now see why no progress has been made in using intelligence gathering to root out the evil Boko Haram.” APC said far from the lies concocted by the DSS, which has now become one of the enforcement arms of the PDP, the real reason the service broke into the offices of the party was to deprive it of its membership data base so it could no longer contact its members, and also to aid and abet the rigging of the 2015 elections by the PDP. “With the membership data base now in their possession, it has become easy for them to collude with INEC to know in which areas we are strong so they can scuttle the distribution of the permanent voters’ cards there and, during the elections, to also deprive such areas of voting materials,” the party alleged. Owing to the invasion of its data centre, APC said it had been forced to suspend its membership registration following the damage done to the equipment in Lagos by the invading force of the DSS and Nigerian Navy. “'The viciousness and barbarism of the attack on the data centre and the arrest of 26 innocent workers, which put a lie to the DSS claim, have disrupted and corrupted the continuous offline and online membership registration across the country. '”The over 50 security men who invaded our offices not only vandalised the offices, they pulled out and carted away the server and computer systems. Their activities have therefore affected the process of online/offline registration and data capture of APC members across the country, hence we are left with no choice than to suspend the process,” the party said. It reiterated its earlier call for an independent inquiry into the invasion, which it said had “taken the impunity of the Jonathan administration to its worst level yet”, with a view to determining the identity of those who sent the invading force and meting out the necessary punishment to them, irrespective of their political status. “It is important to get to the bottom of this unprecedented action in the political history of our nation, especially because it may have compromised the 2015 general election,” APC said, calling on all Nigerians as well as the country’s international partners to condemn the primitive action. But as APC decried the invasion of its Lagos data centre, the ruling PDP yesterday alleged that the cloning of PVCs by the main opposition party was an attempt by the APC to truncate democracy in Nigeria and vowed to resist it. The party said the weekend’s discovery by the DSS was shocking to the effect that the opposition APC had engaged in the cloning of PVCs and using cloners to hack into INEC’s data base to compromise the 2015 general election. PDP said in a statement signed by its National Publicity Secretary Olisa Metuh that this discovery at the APC office in Lagos was a clear confirmation of its stand and fears expressed by well-meaning Nigerians of APC’s criminal desperation, lust for power, plot to cause confusion and truncate democracy in Nigeria. “Indeed, Nigerians now know on what strength the APC, a party that clearly lacks genuine followership among the citizens, has been boasting that they will emerge victorious in the 2015 general election and has been threatening to form a parallel government if they lose. “Since its formation, the APC has been accusing everyone including INEC and security agencies of working to rig the 2015 elections in favour of the PDP. Little did Nigerians realise that such were smoke screens designed to divert attention from their heinous and unpatriotic plots. “We believe that the APC, in its desperate attempt to grab power by all means, has already established cloning and hacking centres in all the 36 states of the federation to actualise their dubious machination to subvert the will of the people. “We insist that the cloning of INEC PVCs is criminal and strikes at the very heart of our electoral process. We share the fear of a majority of Nigerians that the APC may have already started cloning ballot papers and other election documents. “It is in this regard that we call on all Nigerians and lovers of democracy across the world to note the desperation of the APC. Our citizens must therefore remain vigilant and resist any attempt by the APC to steal their mandate. “We also call on security agencies to fully investigate this atrocious cloning and ensure that whoever is found culpable faces the full weight of the law,” the PDP stated. It said this development also placed an additional burden on INEC, which must now work to prove that it is not complicit in this heinous crime against the Nigerian state and its people. PDP stressed that Nigerians had made huge sacrifices for the “democracy we enjoy today and Nigerians cannot afford to surrender it on the altar of blind ambition and the narrow interest of the APC”. In another incident, the Area K of the Lagos State Police Command said yesterday it recovered about 1,700 PVCs from a bush at the Seme area at the weekend. The Police Public Relations Officer of the command, Kenneth Nwosu, a Deputy Superintendent of Police, said the PVCs had been abandoned. The National President of the Christian Association of Nigeria, Pastor Ayo Oritsejafor and the Sultan of Sokoto, Alhaji Sa’ad Abubakar III, on Monday clashed on the unabated violence being unleashed on parts of the country by Boko Haram. According to the Punch newspaper, the two leaders clashed at a meeting held at the Presidential Villa, Abuja on Monday with special advisers on religious affairs from the 36 states of the federation and the Federal Capital Territory. It was gathered that the meeting, organised by the Offices of the Senior Special Assistants to the President on Islamic and Christian matters, was declared open by Vice-President Namadi Sambo. While speaking at the event, Abubakar said Islamic leaders had “tried so much” to preach against the activities of the sect, Oritsejafor said they had not done enough in reaching out to the insurgents and making them understand the true teachings of Islam. It had “Toward synergising and interfacing in the religious sector for national development” as its theme. Abubakar, who is also the leader of the Jama’atu Nasril Islam, had in his remarks said there was no problem between Islam and Christianity. He argued that if there was any problem between Christians and Muslims, such matter should be dealt with at that level. He heaped the blame on what he described as lack of education about religions which breeds lack of trust and sincerity. The Sultan regretted that while Islamic leaders had continued to condemn the insurgents, they were still being accused of not doing enough. This, he said, was not fair to the religious leaders. He said he had personally gone across the globe to preach peace and uphold the fact that there was no problem between adherents of Islam and Christianity. In his quest for peaceful relationship between the followers of the two religions, the Sultan said he had written two separate lengthy letters to the Pope and the Islamic State of Iraq and Syria. He said when people were asking Islamic leaders to sit with insurgents and discuss, they fail to note that the current situation could not be compared to the activities of militants in the Niger Delta. Abubakar said, “In a situation where Muslim leaders condemn insurgents and they will still be told they have not done enough. That is not fair. “We don’t tell ourselves the truth. Followers are not telling the leaders the truth, and the leaders will think they are doing the right things. “If the governor in Sokoto is told that he should sponsor four people to Christian pilgrimage, so be it. It is government’s fund. If a land is needed in Kano for a church, they should get it after following the due process. “Muslim leaders have tried so much. I have gone across the globe to say that there is no problem between Islam and Christianity. “We wrote to the Pope, the document is titled the Common World – published in 2010. He replied us and since that time, we have been having meetings. “We also wrote to the ISIS to tell them that they should not continue to do what they are doing in the name of Islam. If we read those documents we must trust what we have said. “If we don’t trust one another, we cannot move forward. If we say one thing here and go back to our states to do other things, we have wasted our time and resources.” While urging followers to stop telling their leaders what they want to hear, the Sultan said he and Oritsejafor had, two years ago, written a letter to President Goodluck Jonathan on how to end the Boko Haram violence. He said he again called the President’s attention to the letter when they were invited recently to an expanded meeting of the Security Council. The monarch explained that he had told the President that they had done their best because they could only advise the government. He said, “Followers should stop telling the leaders what they want to hear. We wrote a letter to the President on what to do to end the scourge about two years ago.” Abubakar also noted that religious leaders under the auspices of the Nigeria Inter Religious Council had been meeting and going round the country to interact. He said members of the council had not been able to meet in the last one and a half years because of insecurity. The Sultan alleged that while they decided to move an earlier meeting fixed for Gombe State to Abuja, the Secretary to the Government of the Federation failed to release funds to them. He said like every other Nigerians, Islamic leaders also feel the pain of insurgency because one life lost, especially to insurgency, meant a lot to them. Mohammed reiterated his position that the insurgents were not committing the atrocities in the name of Islam. The Sultan advised that as the 2015 general elections approach, politicians should carry out their campaigns without reference to candidates’ religious or ethnic background or colour. Oritsejafor, in his reaction, commended Abubakar for writing the ISIS, saying he had not heard about the letter before. He however called on the Sultan to also write another letter to the Boko Haram, which according to him, had killed more people than the ISIS. The CAN President said since Boko Haram members have clerics they listen to, Islamic leaders must find a way of reaching out to them and present the teachings of true Islam to them. Oritsejafor said the insurgents would not listen to him but would rather kill him fast if he dared to reach out to them. He said, “His Eminence said he wrote a letter to the ISIS. I have to truly congratulate you for that because that was a very good move. I didn’t know about it until now and I am so glad it happened. “But I want to appeal that you also write to Boko Haram because Boko Haram is worse than the ISIS. They have killed more people than the ISIS, they have caused more atrocities than the ISIS, they need to be written to as well, it is very important; it will help. “I have made an appeal several times that there are some of our leaders who must come together: religious, political and traditional. They must come and discuss. “I have been told that Boko Haram members , to a very large extent, are very vast in scriptures. What scriptures do they use? “There are still religious clerics that they respect. If these people are not presenting the right thing and are misrepresenting Islam, which I agree it is so to a very large extent, we agree that our brothers should reach out to them so that the real Islam can be presented to them. “They won’t listen to me, in fact, they will kill me faster than anything else if I go to them, oh yes, that is the truth. I am aware of that. In fact, as I speak, I know what is going on around me all the time, so I know.” According to him Oritsejafor, Muslims fall victims to the Boko Haram sect for two reasons. He stated that Muslims who are killed are those who disagree with the sect’s ideology or those who refuse to work with them by giving information. The religious leader condemned a situation where all churches in Mubi in Adamawa State and other places had been levelled, adding that a situation where a state governor would vow that he would not use government money to sponsor adherents of a particular religion on pilgrimage is uncalled for. “The problem with gatherings like this is that if we are not careful, it becomes an occasion for good photographs, shaking of hands and talking very nicely. “We don’t want to offend each other. Please let us offend each other, we need to. Because if we don’t offend each other, we will not tell each other the truth and that is part of Nigeria’s problems. “If you come out to say certain things, there are those who feel you are rocking the boat but God is in the boat, the boat will not sink. “Let us talk to each other, let us tell the truth to each other, let us not sweep it under the carpet. “It is true that Islam and Christianity have no problem. I am glad you (Sultan) said there could be problem between Christians and Muslims. “Why should a church in the North for the past 30 years not get a Certificate of Occupancy? Any mosque or church in any part of the country should be able to get C of O. “Why is it that people will want to build a place of worship in a particular part of the country and they will not get land? “We must create a level playing field for everybody; we must deal with everybody equally,’’ the CAN leader said. Meanwhile, Sambo, who represented President Jonathan said religion must be applied as a guiding light against the backdrop of all the problems confronting the nation. He added that religion must be used for conflict resolution, sustenance of peace and the establishment of a just and egalitarian society. A federal judge who on Monday struck out terrorism charges against Aminu Oguche, the suspected mastermind of the Nyanya bomb attack in Abuja, said his decision was based on lack of “diligent prosecution by the state”. In a ruling Monday in Abuja, the judge cancelled a two- count charge instituted by the federal government over the April 2014 attack which killed more than 70 people. Mr. Ogwuche, a suspected Boko Haram member, was accused by the Nigerian government of being behind the attack. The blast at the Nyanya Motor Park occurred during morning peak hours as residents were hurrying to work. The government said Mr. Ogwuche fled to Sudan after coordinating the attack. He was later repatriated to Nigeria to face charges. The Nigerian police had filed a two-count charge against Mr. Ogwuche, but the case could not proceed due to bickering between the police and the State Security Service, SSS. At the resumed hearing Monday, the prosecution counsel was absent from court. “This criminal charge is hereby struck out for want of diligent prosecution by the complainant, Inspector General of Police and his prosecutor,” the judge ruled. The judge did not however order Mr. Ogwuche’s release, an indication the state could file fresh charges against him. But Mr. Ogwuche has already challenged his continued detention, asking the court to compel the SSS to release him or charge him anew. On Monday, the judge also granted an oral application by his lawyer, Ahmed Raji, to allow Mr. Ogwuche’s family members visit him. The judge ordered that two family members, and three attorneys from Mr. Raji’s chamber, be allowed to see the suspected bomber. The application was not opposed by the counsels representing the SSS, Clifford Osagie, and the Attorney General of the Federation, Taiwo Abidogun. The judge also ruled that Mr. Ogwuche be given medical care while in custody, and if need be, be referred to the National Hospital. The application on his continued detention will be heard December 5. |
The Independent National Electoral Commission said it would engage the services of Nigerian Air Force, Navy and other security agencies for adequate security during general elections in 2015. Austin Okojie, the commission’s Resident Electoral Commissioner in Taraba, disclosed this while addressing Batch B corps members at NYSC Orientation Camp in Jalingo on Sunday. Okojie explained that the move was necessary given the level of insecurity in the country. “The commission is making arrangements with the Nigerian Air Force, Navy and other security agents to ensure safety of lives and property during the 2015 general elections. “We expect Nigerians to understand that the engagement of security agents to maintain law and order is to enable us to conduct free, fair and acceptable elections’’, he said. Okojie advised corps members to be patriotic in the elections. Freeman Tumba, the State Coordinator of NYSC, commended the role of corps members in the country’s electoral process so far. He said corps members were the best set of Nigerians to bring credibility to the nation’s electoral process. |

The Peoples Democratic Party may have started offering ‘re-election tickets’ to its members in the National Assembly as a means of dissuading them from supporting the reported drive by the All Progressives Congress lawmakers to impeach President Goodluck Jonathan. In the House of Representatives in particular, the bait was said to have “toned down” the anger of some PDP members, who ordinarily would have backed the bid to remove Jonathan. An influential National Assembly source said on Sunday that “many of these lawmakers have long fallen apart with their state governors. “They have been told before now that they should forget any ambition to return in 2015. “Attempts they made to use the Presidency to intervene in their case also did not turn out in their favour. “But, with the impeachment move against Jonathan, the party is now assuring some of the members to keep supporting the President as the tickets can still be theirs.” About 113 lawmakers, largely of the APC fold, began collecting signatures to impeach Jonathan after the police and Department of State Service operatives locked the gates of the National Assembly on Thursday. Many of them, including the Speaker, Aminu Tambuwal, were held out for hours as a result of the security action. The development led to commotion as angry members resorted to scaling the gates to enter the National Assembly premises. Amidst a rain of tear-gas, the enraged lawmakers also forcibly took Tambuwal into the chambers to preside over the day’s proceedings. The security action was said to be connected with the October 28 defection of Tambuwal from the PDP to the APC. However, the police claimed that they acted on a security report indicating that some persons planned to invade the National Assembly. Investigations showed on Sunday that the PDP immediately started reaching out to its members after it turned out that the collection of signatures was real. The party was said to be mobilising the PDP caucus against joining their APC colleagues in any bid to impeach Jonathan. A senior PDP member, Mr. Bethel Amadi, confirmed to The PUNCH that the caucus would be mobilised to stop any impeachment move against Jonathan. Amadi said, “Jonathan has not committed any offence to the best of our knowledge. There is no reason to drag Mr. President into any crisis happening at the National Assembly. “In any case, we (PDP) are in the majority, both in the Senate and the House. So, any talk of impeachment can only make one laugh.” But, The PUNCH gathered that the PDP was wooing Senators and House members with the return tickets to keep them in check. Another source said, “You know that to impeach the President there must be a joint effort of the Senate and the House. “While one arm can initiate the process, it cannot get far without two-thirds support of both chambers. “That is why, getting senators and House members to stay out of the APC’s plot is vital.” Findings also showed that the ‘return tickets bait’ was the reason some PDP legislators were still not showing strong interest in the impeachment move. It was learnt that by the first week of December when the picture would have become clear on whether they would get return tickets or not, the PDP lawmakers “will begin to come out in their true colours.” A third source, who spoke with our correspondent in Abuja said, “After the primaries, you will see surprises. Many PDP members in the House are as angry as their APC colleagues. “They have only two weeks to decide on many issues. “By December, those saying that there will be no two-thirds will be surprised.” When contacted, the APC caucus told our correspondent that its members were not retreating on the issue.
