What you didn't add is that Addis Ababa rail is standard gauge while Lagos is light rail, yet it cost 3 times more. Make it make sense. BTW, the new cost is $1.4B.

Transmission:

* Liberalize the transmission network and allow private investors to come in while Govt focuses on oversight.

Generation:

* Develop 100,000 mini-grids and locate power plants close to gas lines.
