Construct meat industries that can preserve and package meat, milk, and skin for export. And they (the governors) should make sure D goods are sold in a higher price. The states refusing to give land for grazing due to ethnic or religious reasons will indirectly pay for the reserve and industries via the goods price.

And also in another reprisal we will make it difficult for non indegine to obtain land in states like Kano except those that will set companies. Land laws for building houses, shops, will be tightened. I think the issue is the way & manner the FG is going about it. the impression seems to be that the ranches are for the Fulani's only & I doubt this... the FG needs to clarify that aspect.


furthermore, in most northern states, some businesses are not allowed to operate or are severely restricted... such as sale of alcohol, piggery. so if the northerners put restriction on some southern businesses, restricting the northerners (in terms of FG funded ranching) can be seen as retaliatory in a way.

This is baseless. Alcohol has nothing to do with southern business but it's prohibited. It's not only southerners that sell alcohol.

the key things are:

1. further discussions between the affected parties... also clarify if the ranches are government owned or private;

2. a clear statement from the herders that they would cease all hostilities & be ready to pay compensations for farm lands destroyed in the interim before the ranches are established;

Foolish talk. It will never work one sided. The farmers must also be ready to pay compensation for the cows they killed.

3. clear cut guidelines on the modalities through which the FG will assist the herders acquire the land, taxes to be paid, operational modalities etc;

Herders won't acquire any land but government will do. It's irrational for individual to own a large peace of land as a grazing reserves. And when such herder dies, his children will claim the place. And the heirs can decide to change the reserve to Houses. Grazing Reserve are owned by government not private individuals.

4. the immediate withdrawal from lands presently occupied by the herders through violence;

Tell us the land they occupy? Herders that move from 1 place to another. How can they occupy land?

5. FG should stop acting as a mouth piece for the herders...
