The December 2018 deadline for the construction of the Lagos-Ibadan standard gauge line may not be feasible contrary to regular assurances by the Federal Government, Daily Trust can report.
This reality emerged last week during the inspection of the project conducted by the National Assembly Joint Committee on Land Transport.

The team, accompanied by the officials of the Nigeria Railway Corporation (NRC) led by the Managing Director, Engr. Fidet Okhiria, met the representatives of the Chinese Civil Engineering and Construction Company (CCECC), the contractor handling the project at Papalanto in Ogun State.
Our correspondent learnt that during the meeting held behind closed doors, the CCECC team told the vising NASS members pointedly that the December deadline was not realistic.

In fact, according to multiple sources, the team is requesting for Mid-2019 for the completion of the project.
“We may however see the project being delivered up to Abeokuta by that December,” one of the lawmakers said.
Minister of Transportation Rotimi Amaechi has consistently maintained that the December deadline for the delivery of the project covering 156 kilometers is sacrosanct.
The NRC MD also reiterated this last week confirming however that the contractor has been making a request for extension but the government is yet to grant the request.

Bauchi—The management of Yankari Game Reserve, Bauchi has confirmed the death of two persons killed by elephants, near Bajama village close to the reserve.

According to a statement by the Sole Administrator of Yankari Game Reserve, Habu Mamman, the incident happened on July 8, when a herd of elephants went out of the reserve through Sharam early in the morning and headed towards Bajama village.

According to the statement, “the elephants went to Gwartanbali Forest and villagers living around there got excited, came in large numbers and put the elephants in a circle, taking pictures and trying to touch them.


“Tragedy struck when the elephants got charged and scattered the crowd and the villagers ran for safety. But as a result, they pushed down a nine-year-old boy called Fa’izu Chiroma Musa who was trampled by one of the elephants and he died on the spot around 10a.m.

“The elephants went further in the forest and the onlookers followed them; unfortunately another 45-year-old man, Malam Haruna Abubakar, while trying to get a close picture of the elephants was hit by one of the elephants and he died on the spot around 4p.m.

“It took our rangers some hours to control the crowd who kept on following the elephants before they could chase back the elephants into the reserve.

“Normally the rangers are able to provide rapid intervention and chase the elephants back into the reserve when they go out but this case was difficult because the villagers were very excited and wanted to go close and touch the elephants. They said it is their first time of seeing and coming in contact with elephants.

“We visited both families of the deceased and they said that they were ignorant that elephants can be dangerous and admitted that it was their fault to get close to the animals.”

More than three decades after the commencement of construction on a 276-kilometre standard gauge rail line linking Warri in Delta State to Ajaokuta, Kogi State, train operation will begin on the route in two weeks, the Managing Director, Nigerian Railway Corporation, Mr Fidet Okheria, has said.

Okheria, who spoke at a press briefing in Lagos, said it was heart-warming that the standard gauge rail line would finally come alive as part of efforts of the Federal Government to deliver functional and modern rail sytem.

He, however, said that the new train would run while the rebuilding of the vandalised railway stations along the route and signalling system would be ongoing.

Okheria said this was to avert fresh vandalising of railway equipment in the area by hoodlums who took advantage of the prolonged abandonment to wreck havoc on the facilities initially erected there.

“In two weeks’ time, we want to ride on the train from Itakpe-Ajaokuta to Warri. This will enable us to assess what they have done and to know when the full operation will be inaugurated,” he said.

The NRC MD expected that the line would be fully opened to members of the public for use by August.

The Minister of Transportation, Mr Rotimi Amaechi, while inspecting the project in Warri last year hinted that the new rail line would start operation at the end of the second quarter this year.

He said that the Federal Government had included it in the budget, adding, “There are two phases of the contracts; the first one was awarded in 1987. We have a directive from the Federal Government that we must complete the Itakpe-Ajaokuta-Warri rail line and it was put in this year budget.

“By the end of December last year, we had disbursed some money to the contractors; Julius Berger and others to commence work, so we have come to see how far.”

The minister also said, “We are constructing bridges too in order to reduce contact with humans beings who would try to cross the track because this is a speed lane and once it starts, it is going to be 120 to 150km per hour because it is a standard gauge.

“If this contract was completed within the time it was awarded, Nigeria would have been the first country in Africa to have a standard gauge line.”

The project, otherwise called the central railway line, was initially planned to be delivered in five years, but was stalled for decades due to paucity of funds.

The rail line from Warri, passing through Itakpe, Ajaokuta, Agbor and Ore, with six stations along the route, was conceived to carry steel products and raw materials from the Delta Steel Company, Aladja, but was abandoned after about 254 kilometres had been done.

The project was reactivated in 2009 with the Federal Government agreeing to pay N33bn for the design and completion of the remaining 22 kilometres.

The contract was awarded to Team Nigeria and Julius Berger, and was meant to be delivered in March 2013. The contract sum also covered the sidings of the Ajaokuta-Warri rail line up to Delta Steel Aladja, and construction of six stations with the rehabilitation of the completed portion of the line. Again no provision was reportedly made this in that year’s budget.

Okhria also said track engineers from the General Electric would be in Nigeria next week to begin the execution of the interim framework contract for nation’s narrow gauge rail track rehabilitation and management.

He said, “We have an arrangement where the consortium will come in with their track engineering experts and work with our men. Our men will be working with them during this period so that there will also be transfer of knowledge. We are trying to get serious and committed people within us to work with them in our workshop while they are here.”

He said that the company would provide 200 new wagons and 10 locomotives to improve the operation of the narrow gauge lines.

He said, “The GE will come and fix 10 out of the 25 locomotives that are not working that we have. We hope that during the process of closing at the final concession, all this would make the Nigerian trains move better, more reliable and meet up with its responsibility. That is why we have the interim phase. We are planning it so that we have a win-win situation for Nigeria and Nigerians as well as the consortium.”

Lawmaker, NRC disagree on Lagos-Ibadan rail delivery date

The joint Senate and House of Representatives Committee on Land Transport has expressed doubt over the December deadline for the delivery of the Lagos-Ibadan standard gauge rail project.

The Minister of Transportation, Rotimi Amaechi, had last month said the December deadline was not negotiable.



Senator Gbenga Ashafa, representing Lagos East Senatorial District has expressed assurance that the on-going constructction of Lagos-Ibadan Light Rail project when completed will not only boost the economy of the country, but create thousands of jobs for Nigerians.Ashafa, however, commended the level of work and commitment of the Federal Ministry of Transport, Nigeria Railway Corporation, NRC, and construction firm handling the on-going constructction of Lagos- Ibadan Light Rail project.

Ashafa the Chairman, Senate Committee on Land Transport made the remark, yesterday, during the Joint Senate and House of Representatives oversight visit to the Headquarters` of the Nigeria Rail Way Corporation in Lagos and inspection of the work being done at the Lagos-Ibadan segment of the rail revitalization project.

According to him, “I must commend them for their commitment towards the revitalization of Nigeria rail.

“Let me commend the Ministry of Transport, the NRC and CCECC for the commitment they have displayed towards the actualization of the rail revitalization agenda of President Muhammadu Buhari.

“I would also like to commend the Federal Government for their effort in ensuring that capital releases are being made towards ensuring the timely completion of the project.

“This project when completed will transform into not just infrastructural development in the country but a massive boost in our economy and creation of Thousands of Jobs for Nigerians.

“I am particularly happy that Lagosains will benefit immensely from this project when it is completed”

Ashafa during his address intimated that the purpose of their visit was not simply to look at the books but to actually see for themselves the progress and level of work being done.

He said: “In the past three years, we have worked together as partners in the rail revitalization agenda of President Muhammadu Buhari, GCFR. This revitalization agenda has proven to be at the heart of the infrastructural development programmes of the President and therefore, I must say that what we are here to do today is beyond looking into the books and questioning your application of appropriated estimates.

“We are here to confirm the progress we are seeing on paper, prepare a score card and come up with workable strategies that would enable us finish strong as a team in 2019.”

During the Inspection Lagos-Ibadan segment of the project, Ashafa expressed satisfaction over the progress of work done so far.

He said: “From what I have seen so far I can say that much effort has been put into this project by all parties involved. I know that the yearning for the expedited completion of the Lagos to Ibadan portion of this project is growing louder due to the satisfaction and comfort being enjoyed from the Abuja to Kaduna Standard Gauge railway.

“In my opinion, going by what is on ground I do not honestly think we will be able to meet the deadline of December 2018.

“We may be looking towards its completion in 2019. I can however assure Nigerians that work will not stop till the project is completed”

Ashafa therefore, urged the NRC to channel more resources towards assisting the haulage sector of the economy, particularly in the transportation of petroleum products saying that it would greatly reduce the amount of casualties from recurrent and incessant tanker accidents leading to preventable inferno around the country.

He akso urged NRC to provide answers to the challenges being faced on significant portions of Nigeria narrow gauge rail network which he said does not seem to be presently functioning at its optimum.

The oversight visit was led by Senator Ashafa and Hon. Aminu Sanni, Chairman House of Representatives Committee on Land Transport.
