One of the reasons they send their kids away was actually the point you just raised, security (Mopol). A governor can walk alone in the streets of UK or wherever without security but over here he have chains of bodyguards. The question is why?
I have a family friend at Ikoyi that Mopol takes the kid to school and back. When they factor the cost of paying for security they might later opt for abroad instead.
What you and I demand can actually not be achieved even in 20 years but we have to start somewhere.

We contributed about 5million to fix our estate road and luckily enough LG is working in Lagos so CDA's easily get their attention. I spend more time outside the country just as I spend here. I know where I feel at home.
My good friend lives in Dubai and his energy bill stands around 50k per month. Many there are miserable just as many here. They are simply compensated by better amenities which makes them 'think' all is well when in actual sense it isn't.
Lastly, what am I doing with Mopol? Did I steal anything that doesn't belong to me? When you live a glamorous lifestyle then expect trouble.

I have nearly 24hrs light in my estate and my prepaid bill stands at about 30k/month. The issue is now not about the near constant light, its the ability to pay your bills. A folk opposite my own house have stopped putting on his fence and gate lights so is so many others.
Just to tell you that constant light is just the beginning of another trouble.
So I added in one of my container shipment, a Solar panels and Batteries which powers my home. I don't wait for any useless government as you will end up being disappointed neither will I waste my energy demonstrating in the streets on what always seem to have a political connotation/dimension.

People who make less money in Rwanda still have access to light, water and good roads. Driving from Rwanda to Uganda with no maps on the road is a glory But you and I, while making more money will have to pay our own security, pay bribes to get things done even to the international passport, buy gas to fuel our gen and pay exorbitant fees to High schools for the education of our children.

Rwanda was the host of African Tech Summit and their discussions was basically how to transform Africa through Rwanda to Technology hub. After that summit, they launched the satellite that provide free internet access for High schools and Primary schools. They plan to improve and transform their flying drones to flying vehicles for transportation. They launched the first Smartphone factory in Africa.

The bilateral agreement for African countries was also signed in Rwanda. I still dont understand the role of the Giant of Africa if they had to go to Rwanda to sign that agreement. Was it because of security?

Going by statistics available, Rwanda is NOT better than Nigeria. Are you aware than by Ratio, there are more poor people in Rwanda, Uganda, Kenya than Nigeria?? More than half of the population, infact about 60% of Rwanda are living below poverty threshold.
To paint Nigeria bad, they had to do it by count to score political point because in Africa for example Nigeria have more than double the population of any country in Africa.
