We are tired of the worn out rhetoric in bold. Yar Adua a honest man surrounded by dishonest people. Trying his best, for how long ? By bringing in failures and defenders of thieves to help run his governemnt ?

What is so hard about police reform that you can not bring new,clean, intelligent and credible people to carry it out, you had to go bring people who failed woefully as police bosses. What are they going to do differently now. What sort of reform are they going to carry out

In fact, what is all this story about police reform?
Even a secondary school pupil knows the problem of the police.
Poor funding, poor incentive, lack of adequate equipment and Arms, weak discipline and poor training. Is this too hard for the Fed Govt to understand ? Why the useless police reform committee. We have had several police reforms committees whose recommendations, if any, never saw the light of the day.

This is just a way of keeping some absolutley inconsequential people in jobs. Nothing significant will come out of it.

I thought these same people were once Heads of the Nigeria Police Force angry

In their time they could not reform the police. What new ideas have they acquired since they left the force that they are not going to use in reforming the police. If when they were in a position of authority they could achieve nothing, how are they going to achieve anything now.

Why do we keep recycling, old, absolutely useless leaders in this country. Are there no other good people we can use.

I thought Yar Adua is educated. Why does he continue to make all these silly appointments. Bringing in people who have achieved nothing to head positions in which in their time they achieved nothing

Is this all about trying to provide jobs for the Northern elite, most of whom can not survive outside government and politics, or is it about trying to please as many politicians as possible

The sooner the Election Tribunal nullifies Yar Adua's election the better for Nigeria.

ABUJA—Former Inspector General of Police (IGP) and Presidential candidate, Alhaji Muhammadu DikkoYusuf, has been appointed as the Chairman of the newly established Police Reform Committee, aimed to strengthen capacity building and transformation of the Nigeria Police Force.

Secretary to the Government of the Federation (SGF), Ambassador Baba Gana Kingibe, who disclosed this yesterday in Abuja, said the 16-member committee was established by President Umaru Yar’Adua as part of continuation of the implementation of his Seven-Point Agenda.

Terms of reference of the Committee to be inaugurated Tuesday next week, include to examine the present state of the Nigeria Police Force and review previous efforts, reports and Government White Papers on the reorganisation, restructuring, and repositioning of the Nigeria Police Force.

“To identify and recommend definitive, measurable and practical measures for the enhancement of effective police service delivery; including possible areas of assistance from our development partners.

Other members to serve with MD Yusuf as Chairman of the Committee according to the SGF include, Alhaji Mohammed Gambo, Alhaji Ibrahim Komassie, Alhaji Umaru Shinkafi, Mr. Nkanna Archibong, Mr. Parry Osayande, Alhaji M. Dan Mandanmi, Mr. E.N. Ifejika and Professor T. Tamuno.

The rest include Mrs. Cecilia B. Ugowe, Mr. Emeka Nwanewu, Mrs. Rose A. Wushishi, Dr. Yahaya Abdullahi, Mr. Waheed O. Kashim and Alhaji Ahidjo Bamaga, while Mr. James Mshelia will serve as the secretary of the Committee with Mr. Abba Mohammed as Assistant Secretary

Something has been biting my heart for a while now.
Why don't we just enact a law of death by painful public execution on any public office holder who embezzles or steals public funds ?
We take them to their home towns and shoot them or hang them and make sure it is shown not only on national TV but also international TV. Then we confisticate all they have illegally acquired and turn their families into destitutes.
Trust me, when we do this for only one year corruption in Nigeria will crash like a pack of playing cards

I am not one who believes in mere theories or hypothesis (even though I come from a very strong scientific background). I believe more in pragmatic solutions to problems.

We can talk loftly about Institutions and what else but in this country called Nigeria, our greatest need are men and women of Integrity. People who are willing to stick for what is right and what they believe in. When we allow such people to work effectiviely then we can move on to build Institutions.
Attempting to building institutions without the people will amount to putting the cart before the horse

Ribadu is definitely not perfect. He was selective in his anti-graft war and he is not indispensable but he was doing a very good job. Politicians became afraid of stealing with impunity. You could threaten a crooked businessman with EFCC and he will sit up and be more careful. It was becoming no longer business as usual.

Then some kleptomaniacs who have sworn with their dark soul that this country will never move forward so they can continue to steal and gorge on their ill gotten wealth decided to emasculate the man Ribadu.

We should build institutions but while doing that we shoud go on and use people who are willing to take the bull by horn to fight our cause. We don't have to wait until we have a perfect system or institution before we make progress.

Even American has severally depended on men and women of courage to get things going. We are well aware of the roles the likes of Abraham Lincoln and George Washington played in America's politics. In their time, politics in the US was not perfect but that did not stop them from doing what they had to do and finally coming out with the American constitution.


Even if Ribadu must go convince me that the person taking over from him will continue this war with as much vigour and determination as Ribadu as so far manisfested

As the controversy over the legality of the re-appointment of Mallam Nuhu Ribadu as the chairman of the Economic and Financial Crimes Commission (EFCC) continues, THISDAY was informed last night that the Presidency was contemplating ways of “addressing the issue”.
THISDAY had reported yesterday that the Attorney General of the Federation and Minister of Justice, Chief Michael
Aondoakaa, had raised the issue of the legality of Ribadu’s reappointment by the former president, Chief Olusegun Obasanjo, shortly before the end of his tenure on May 29, 2007.
Aondoakaa, it was reported, had noted that the appointment was not approved by the last Senate as required by Section 2 (3) of the EFCC Act which states: “The Chairman and members of the commission other than the ex-officio members shall be appointed by the President subject to the confirmation of the Senate.”
[b]THISDAY had also reported that there was a petition before the Presidency which alleged that Ribadu’s re-appointment was illegal and that all the cases he endorsed for trial since his controversial second term commenced amounted to a nullity.[/b]A Presidency source confirmed the new development to THISDAY last night, saying the president was “deeply worried” that due process was not followed in the re-appointment of Ribadu and wants to rectify the situation based on the legal advice of the AGF.

I am not a lawyer but I dare say who says that it is Ribadu that is prosecuting these theives ?
Are they not being prosecuted by EFFC ? Since when did RIBADU become EFCC?
These are the same people who claim Ribadu has personalised the EFCC.

Even if it is proved that Ribadu's second term in office is illegal it still does not change the fact that Ibori and Co were arrested and prosecuted by the EFCC and not Ribadu therefore, their prosecution can not become a nullity simply because Ribadu's tenure is illegal.

It is like WAEC cancelling Exams written in a duly accredited WAEC Examination Centre simply because the Principal was not properly employed by the School Board.

And I thought the AGF was a SAN.

There are election irregularites all over the world. It took place even in the world's No 1 Democracy, USA but lives were not lost, churches were not burnt and property were not destroyed.

As long as humans run elections we should always expect irregularities but must it be of the magnitude as seen in Africa ? Why can't we have minor irregularities that will still allow the election result to be a true reflection of how the people voted ?

Why can't Africans for once do something right that the world will applaud ?

The inverter technology is one i recommend to all who can afford it. I installed the 1.4KVA (Sukam inverter) in my house in October and so far it has been performing well. The type is capable of providing 8 hrs of uninterrupted power supply if it is fully charged and goes for about 225k with the energy saving bulbs you will have to buy.

I am sure of at least 8 hours electricity per day with generator and NEPA. That should be okay to charge any good inverter, I would suppose.

While we are working toward generating 50,000MW electricity we should also implement energy saving devices such that at the end of the day this country can actually become a net exporter of electricity

If Nigeria begins to export electricity to the countries that surround us, and all of them can do with some of our electricity, we will soon no longer be dependent on petroleum as our almost sole source of foreign income.

I have always worried that too many Nigerians exhibit shallowness of intellectual depth. This is not surprising as we are too focused on making money at all cost and by all means, and have since jettisoned the lofty ideals of developing ourselves, our intellect and living for good purposes.

Nigerians need to get back to deep intellectual development that enables us to propound good arguments and defence for what we do or don't do. Until we are an intelligent thinking people we are not going to go anywhere soon as a nation.

Like I said, if he wants cutting edge challenge it might be better in GTB but if he wants some sort of job stability, good benefits and also cutting edge challenges, then let him pick Shell.

In summary, if it is about the benefits, pick Shell but if it is about the job type, pick GTB (maybe Shell also, depending on the type of IT work he is going to be doing there)

The multinational oil companies are those whose parents companies are from outside Nigeria
They include Shell, Chevron, Exxon-Mobil, Total, Agip, Statoil, Conoco-Philips, Ocean Energy (Devon Petroleum), etc

3.Speedy growth - could get promoted to the top faster if he is really smart but he may not get all the way to the top as he is not in core Banking

2. Probably no benefits like Pension (maybe this has changed now), free medical care for dependants, etc
3. Job security is less - could get fired anytime
4. Heavy work pressure - has to be up and doing all the time


Oil Company

2. More sensible working hours - maybe long sometimes but not all the time and no where as stressful as what obtains in the Bank
3. A more relaxed working environment - less pressure at work

6. Bette job stability and security.

1. Promotion to the top could be slow because the major firms are mainly foreign owned and IT is not a core "oil industry profession".
2. Sometimes the IT work may be less challenging, especially if the company's IT infrastructure is supported from outside Nigeria
3. If not careful, he could loose his sharp IT edge, especially if most of his work time is spent managing IT contractors rather than doing the actual IT work.


All said, if I were in his shoes I would go for the Oil Company job.
The banks in Nigeria are not yet to be fully trusted for stability while the oil companies have been around for a long time, are the main stay of the country's economy and won't go under just yet.

You would think that at the rate at which influential persons are dying on our highways due to often avoidable accidents and lack of prompt medical care when accidents happen, they would have put in a strong, concerted effort to fix our roads and hospitals. No way !

These terrible rogues, who have been blinded by satan to steal and to kill only, will never do anything good. They think it can't happen to them.
I do not wish anyone evil, but a few more influential people are still going to die because they refuse to provide the basic amenities of good road network and medical facilities.

Even if you have got the money to travel overseas for medical care, in an accident, 5 minutes could make the difference between life and death.

Clearly, YAD has something to hide concerning his purpoted war on corruption otherwise, why would the AGF in his government continue to be so difficult in helping to nail an accussed thief and recover the stolen moeny ?

There is no doubt that Ibori is "too sacred and too hot" for YAD.

Also, for Umaru to have appointed somebody like Aondooaka, with his antecedents of representing and defending people accussed of corruption in court, and with all the public outcry against him, to have still left the man not only in his (Umaru) government but in such a sensitive position, tells all the story. There is no will to fight corruption.

At least OBJ tried. He fought his enemies who were corrupt. Gentle Umaru has no enemies, fights nobody. He may not be corrupt as a person, but he is unwilling to cage his friends who are corrupt and is not ready to make enemies in the fight against corruption.

To be honest, I think the fight against corruption is now officially dead in Nigeria. sad

Nigeria's attorney-general is stalling efforts to recover millions of dollars looted by former Nigerian officials, sources have told the BBC.

Michael Aondoakaa has complained of procedural problems in a UK request for help in the case of a former governor, accused of diverting public funds. James Ibori's $35m assets have been frozen by a British court and the UK wants Nigerian help in the case.

British officials insist that their request was made in the normal way. Sources in both London and Abuja have told the BBC News website that there is widespread concern that the attorney-general's insistence that everything be done by the book is a delaying tactic.

Mr Aondoakaa was named attorney-general in July, after President Umaru Yar'Adua took office six months ago, promising to tackle corruption. Evidence James Ibori is one of several former Nigerian officials under investigation by British police - at Nigeria's request - for alleged money-laundering of looted public funds. In the Ibori case, as in previous ones, the Nigerians were asked to supply evidence that the disputed assets could not have been obtained by honest means. This exchange of information, under the Mutual Legal Assistance agreement between the two countries, is required to satisfy a British court that the assets are the proceeds of crime and can be repatriated.

As state governor, Mr Ibori's annual salary was less than $25,000 a year, yet he was able to transfer millions of dollars to UK bank accounts with which he bought expensive properties and cars.

Yet an official letter to the office of the Nigerian attorney-general (AGF) from Britain's Crown Prosecution Service (CPS) failed to result in the customary sharing of evidence. Instead, the letter was published in the Nigerian media, while Mr Aondoakaa suggested the British had failed to use the appropriate channels. A letter from Britain's Director of Public Prosecutions Ken MacDonald warned Mr Aondoakaa that it was not just the Ibori case being endangered by the lack of co-operation. "The difficulty and lack of progress in obtaining hard evidence from Nigeria is causing major difficulties in relation to the court proceedings in the United Kingdom and putting these other cases in jeopardy," Mr Macdonald wrote, according to the Financial Times.

Efforts by the BBC's Abuja bureau to interview Mr Aondoakaa have proved fruitless. In a subsequent interview with Nigeria's Leadership newspaper Mr Aondoakaa made clear that one of his concerns was that the letter requesting assistance was not signed personally by British Home Secretary Jacqui Smith, but by a state lawyer. "The law that gave me the power of Mutual Legal Assistance says the Home Secretary should send a request. "A state counsel will send a request to me, not even his Home Secretary, and you want me to sign. No! Are you considering the bigger image of Nigeria?" he said.

British officials have declined to comment on the row - Home Office policy is such that it cannot even confirm or deny that a request for Mutual Legal Assistance has been made. However, the CPS has confirmed in a statement to the BBC News website, that of eight official requests for assistance from Nigeria, all but the Ibori case and one subsequent one involving an as yet unnamed individual, were acted upon.

In the past it appears that evidence obtained by Nigeria's Economic and Financial Crimes Commission (EFCC), which is investigating 30 out of the 36 former state governors for alleged corruption, was made available to British investigators and prosecutors.

Nigerian analysts say that since the appointment of Mr Aondoakaa in July, there has been an internal battle between the office of the attorney general and the EFCC.

Further conflicts of interest have been reported with suggestions that Mr Ibori is close both to Mr Aondoakaa and to President Yar'Adua.

If you are a Nigerian business traveller to South Africa, you have to tread, or rather, fly with caution. You may lose all you have to a specialised robbery syndicate in Johannesburg as soon as you arrive.
THISDAY checks revealed that in the last two weeks, no fewer than seven Nigerians have been victims of this syndicate that has attacked over 50 Nigerian business travellers in the last few months.
Dozens of Nigerians are also said to be daily harassed and subtly threatened by immigration officers in South Africa whenever they arrive aboard a Nigerian airline.

The syndicate is believed to include a strong network of immigration officials who allegedly leak the information provided by Nigerians on their landing cards to the robbers.
The information usually contains the addresses the Nigerian visitors would stay on their trip. The cash declaration form also provides sensitive information with which the syndicate works.

Sources say the attacks on Nigerians are not unconnected to the fact that Nigeria travellers[b] carry huge sums of money on their trips[/b], and they are easily identified by the airline on which they arrive the country.
It was also gathered that the robbery is hatched during the immigration check of these travellers, and by the time the traveller is through with declaring all currencies and valuables, he/she leaves the airport only to be attacked by armed men who dispossess them of their valuables.

Folake Mumuni, a British Airways staff in Johannesburg, is one of the latest casualties, while Kaliko Olowole, Managing Director of ZK Advertising, Nigeria; Yinka Folami, Group Account Director, Insight/Grey Advertising, Nigeria; Kehinde Tejumola Idowu, a model; Deji Longe, electronic installer and consultant with Multichoice Nigeria on DStv; are a few of the casualties who have recounted their experiences to THISDAY.
Most victims would want to remain anonymous for security reasons.

THISDAY also gathered that most of the victims are robbed of all their belongings, including luggage and international passports.
Some victims have had to come back to Nigeria with their travel certificates, while some others are stranded in South Africa because they have no travelling documents to return home.

Mumuni’s experience happened about two weeks ago when she went to Johannesburg. She was reportedly trailed to her house in River Club, Johannesburg, where she was dispossessed of all her belongings, including her Nigerian passport, by three armed men. Though, she confirmed the incident to THISDAY on phone, she could not give a full account of her ordeal because she was about boarding a flight out of Johannesburg when THISDAY spoke with her.

Olowole was attacked on September 30, 2007 when he went on official assignment. According to him, “I got to Johannesburg on that fateful Sunday; my friend came to pick me to Midrand. As we were getting home, we just saw a car behind us then somebody jumped off the car, pounced on the security man at the gate, pointed a gun at him, while the other two well-dressed guys followed us in and held us hostage. I parted with all my belongings including my international passport, which they later returned to me. They are mean South Africans”.

Another victim is Folami, Group Account Director, Insight/Grey Advertising in Nigeria. He was attacked on July, 15, 2007 when he went to Johannesburg for the production of the Gulder Lager commercials.
Folami recounts: “I went to Johannesburg to tidy up the post production of Gulder television commercial with our production partner in South Africa, Red Dot Production, which is run by Chris Briggs. We arrived at Johannesburg at about 5.50 am and I called Chris, who sent his driver to come and pick me. We left the airport at 7.20 am for Protea Wanderers Hotel, Ilovo. After ten minutes of my arrival at the hotel, Chris came in hugged me and before we knew anything, a man hit him at the shoulder and when he turned back, he wanted to fight him. You know most white guys South Africa have military training.
“But as he was about doing this, another emerged from no where with a gun, cocked it and pointed it at Chris’ stomach, telling him to lie down or he would be dead. By that Chris lay down and told me to do the same with his driver. They took my entire luggage, my laptop, my Nigerian international passport and every other thing I had on me. I had to come back with a travel certificate issued by the Nigerian consulate in Johannesburg”.

The experience of Idowu is not totally different, only that as at the time of writing this report, she was stranded in South Africa due to lack of travelling document to come back to Nigeria. According to the student of the Lagos State University who spoke with THISDAY from South Africa, “when I arrived Johannesburg on October 6, 2007, it took two hours for our luggage to be cleared and by the time we were through with that and the immigration checks, I left with my friends, Adebisi Showemimo and Waribi Martha that came to pick me. At about 8.45 am around Ilovo mill, a car came from no where and three guys came out of the car and pointed their guns at us. They asked me to open the boot, we did and they took my entire luggage, my money, my international passport, while they also collected bags and other valuables from Adebisi and Martha. As I’m speaking to you, I do not have even a travelling document to come back to Nigeria”.

THISDAY also gathered that three Nigerians came back to Nigeria with travel certificates issued by the Nigerian High Commission in South Africa, because they had also been victims of the airport robbery syndicate.
Marketing Manager of Virgin Nigeria, Seun Shoyinka, who was on board, confirmed the predicament of these three Nigerians. According to him, “I cannot confirm their names now until I lay my hands on the manifest for that day”.

There was also a story of three managers of First City Monument Bank (FCMB) who were on a training trip to South Africa about three months ago. They were followed to their hotels and stripped of all their belongings. They reportedly came back to Nigeria with travel certificates.

Another victim, Deji Longe, volunteered to speak with THISDAY. He is an electronic installer and consultant with Multichoice Nigeria on DStv installations and repairs.
His own ordeal was on September, 23, 2007.
“I got to Johannesburg at 6.30 am and we were not cleared early enough. The robbery happened at around 8.30 at Park More, Sandton. We were trying to locate our destination when a car with three guys emerged in our front. We reversed and they drove towards us. We were forced to stop and the guys came out of this car with guns. They collected 10,000 US Dollars from me. My laptop was taken; my passport snatched and other valuables. I had to come back to Nigeria on travel certificate.”
Longe confirmed that “once you declare your currencies and valuables at the airport, they follow you and unleash terror. The worst is that all complaints made to the police authorities in South Africa have produced no result. They claim they are hindered.”

The South African High Commission in Nigeria refused to comment on the issue when contacted by THISDAY.
Officials said the High Commission would soon address a press conference over the issue.
