I don't think the cases are underreported, rather we have just been lucky that many infected victims didn't come in to the country to easily trigger a large spread. If they did, what happened in China would be child's play.

As at when the health minister announced they were ready to combat the disease, there was nothing on ground to back up his claim. Only recently did we start seeing what state governments were doing and would do in the event of an emergency.
