The recent Miyatti Allah endorsements of the Buhari lead Federal Government, may not be unconnected with the already concluded plans by the APC lead Federal government to convert its own lands located in various parts of the country for the establishment of cattle colonies and ranches in order to put an end to clashes between herders and farmers across the nation. It was learnt that the Federal Government ’ s decision was prompted by the continued delay of state governments in providing land for ranches . Our correspondent gathered that the Federal Government would use its land as well as some identified grazing reserves for the establishment of ranches. On July 14 , 2018 , it was exclusively reported by Saturday PUNCH that with the refusal of some state governors to give land for ranching, the Federal Government had decided to reactivate and convert about 177 out of the 415 grazing reserves across the country to ranches . It was also reported that aside from Kogi State that had officially agreed to provide about 5, 000 hectares of land , no other state had publicly announced willingness to provide land for ranches or cattle colonies , which the Federal Government favours . Governors of the South- East states in July rose from a meeting in Enugu with a decision that no land would be made available for the establishment of cattle ranches in the zone, while other states have deliberately been delaying in acceding to the request of the Federal Government. Officials of the Federal Ministry of Agriculture and Rural Development, however , stated that the Federal Government was still making plans to establish ranches across the country despite the delay by state governments . They told our correspondent in Abuja that the government recently realised that it had more than enough land for this purpose. The Director , FMARD , Tolu Makinde , said , “The latest decision is that the government has more land than required, even as far as ranching is concerned . There are various pieces of land in different locations across the country that have been documented and gazetted, the Federal Government has decided that it is better to use them than ask state governments to donate land . “So , the decision has been taken and the issue now is funding, but as soon as the release from the 2018 budget starts to come in, the government will come up directly with what it intends to do. So many options are being considered .” Makinde noted that with the latest development, the government would not compel any state to donate land for the establishment of ranches or grazing reserves . He, however , observed that a lot of people had encroached on some of the Federal Government ’ s grazing reserves , adding that the remaining ones and the available land were more than enough for the establishment of cattle ranches . Makinde added , “The fact now is that the government has discovered that it has more land and it is not compelling any state to donate land for grazing reserves or for ranches. However, the remaining available ones are more than enough .” When asked to state where the Federal Government ’ s pieces of land were located , he replied, “Before Nigeria got independence , the colonial masters actually had land scattered from Maiduguri to Sokoto , up to Oyo. These were large expanses of land that were mainly left for only grazing . “And so , when the herders are migrating with their cattle, they go to these pieces of land ; they don ’ t go to the land of other people. But problem started when we now decided to create states, as some of the land fell within some states. And some state governments decided to take them over . “However, the ones that are documented and gazetted right now are more than enough for the Federal Government to use , instead of asking state governments to donate . So , it is the gazetted land that the government is trying to do something about as well as the identified grazing reserves .” Another official of the ministry stated that the government would use the gazetted land as demonstration grazing centres. “The government is going to use the gazetted land as demonstration centres, because it will have security there. There will be dams in these grazing centres to ensure adequate water supply , ” the official , who pleaded to remain anonymous, said. “This is because three things are required in these centres. There must be security , water and fodder , which is grass for the cattle to feed on. So , anybody who wants to make use of the place will bring his livestock there and pay some token . This is against the earlier claim that the government is trying to take the land of citizens, ” the official stated. The ministry said it would commence public enlightenment campaigns to educate Nigerians on the need to create ranches and why the Federal Government would use its own land for the purpose . “It is becoming clear now that we don ’ t have any vibrant alternative to addressing the clashes than the establishment of ranches . And this is because it is going to benefit the farmers and herdsmen . Also , the minister ( of agriculture ) recently revealed that there is going to be a programme for artificial insemination in some of these centres , ” Makinde stated . He noted that a number of state governments gave indication that they would provide land for ranches , but only Kogi State had fulfilled its part . It was also learnt that about 15 other states had volunteered to provide land for the establishment of cattle ranches . They include Adamawa , Kano , Kaduna , Katsina , Zamfara, Kebbi , Nasarawa and Plateau . Others are Bauchi , Gombe , Borno, Jigawa , Yobe, Niger and Kwara states. Findings from the headquarters of the FMARD in Abuja showed that while there were dissenting voices in some of the documented states that had volunteered to provide land , the 15 states had agreed to provide 5 , 000 hectares of land each for the establishment of ranches. Earlier this year , the Minister of Agriculture and Rural Development, Audu Ogbeh , announced that the establishment of cattle colonies in the states that had volunteered land would commence within weeks . This, however , has not happened . Senior officials at the agriculture ministry re -echoed what Ogbeh said , as they stressed that the Federal Government would not force any state to volunteer land for the initiative . The officials , however , stated that the 16 northern states had been documented as locations where the initiative would start , adding that the government was canvassing support from more states , particularly from the southern part of the country. An anti-corruption group, the Council on African Security and Development (CASADE) has petitioned the Presidency demanding a halt to the procurement process towards the award of several contracts by the Border Communities Development Agency (BCDA). The shortlisting of potential contractors was found to have ignored key procurement regulations and procedures published by the agency. The group, in a petition dated January 14, 2019, by its assistant director, Okechukwu Effoduh, to the Director General, Bureau of Public Procurement (BPP), said it would not hesitate to sue the BCDA if steps are not taken to stop the award of the contracts next week. “If appropriate action is not taken on or before January 25, 2019, we will be compelled to file a lawsuit against the BPP and the BCDA for a judicial review of the flawed procurement process at the BCDA. We will also be compelled to amplify our complaints in all forms of media,” the group said in the petition. A copy of the petition was obtained by PREMIUM TIMES on Monday in Abuja. The petition by the anti-corruption group criticized the BCDA following an exclusive report by PREMIUM TIMES detailing massive contract procurement irregularities uncovered in the agency. BDCA AND BID GUIDELINES The federal interventionist agency established in 2003 to develop the country’s border communities, has President Buhari’s son-in-law, Junaid Abdullahi, as executive secretary. The agency has the mandate to provide social and infrastructural amenities to international border communities in 21 states of the federation, spanning over 105 local government areas. Although the invitation-to-tender advertisement published on July 29, 2018, called for bids from prospective experienced and competent contractors/suppliers for almost 400 self-enrichment projects by lawmakers, findings showed most of the companies shortlisted did not meet the approved guidelines. Some of the guidelines included submission of bids accompanied with a three-year financial audit report and tax clearance certificate validated by the Federal Inland Revenue Service (FIRS), with a cumulative average annual turnover of a minimum of N50million for the period 2015, 2016 and 2017. Also, prospective bidders were asked to submit current Industrial Training Fund (ITF) compliance certificate and Nigeria Social Insurance Trust Fund (NSITF) compliance certificate, all valid till December 31, 2018; evidence of registration on the National Database of Federal Contractors, Consultants and service providers or valid certification by the BPP. The director general, Budget Office of the Federation, Ben Akabueze, told PREMIUM TIMES in Abuja on Wednesday these documents are “statutory requirements under the procurement law for all persons bidding for government contracts.” However, an analysis of a trove of procurement documents on the controversial contract showed that the majority of the companies shortlisted by the BCDA submitted irregular bids not accompanied by both evidence of current Pension Compliance Certificate (PCC) and the Company Incomes Tax Clearance Certificates. A technical bid evaluation list of 988 pre-qualified companies under the 2018 constituency projects revealed that about 815 of the prequalified or shortlisted bids (representing over 83 percent) failed to meet at least one or the two key criteria that define the minimum threshold specified in the bid guidelines. FRAUD DISHEARTENING The anti-corruption group described the BCDA’s handling of the exercise as “a disheartening violation of the country’s procurement law, as qualified bidders were disqualified, while others shortlisted were clearly ineligible to be awarded jobs by the federal government. “Clearly, the action of BCDA is a threat to President Muhammadu Buhari’s integrity, anti-corruption posture and drive to increase revenue. “It is a clear violation of the Public Procurement Act 2007, which established the Bureau of Public Procurement (BPP) as the regulatory authority for the monitoring and oversight of public procurement in Nigeria.” Besides, the group said the action by the BCDA is also a threat to the revenue drive of the Federal Ministry of Finance and the FIRS on the one hand, and other revenue generating agencies like the Industrial Training Fund, National Social Insurance Trust Fund, Pension Commission and the Corporate Affairs Commission. “While the FIRS is calling on companies to pay taxes and sanctioning tax defaulters, the BCDA is encouraging companies not to pay taxes and rewarding tax defaulters. The BCDA is about to spend about N18,188,942,647 on the Zonal Intervention Projects, out of which about N9,094,471,323 has already been released to the agency,” the group said. While accusing the BPP of failing to closely monitor the process, the group noted that under the BPP Act, one of its key responsibilities is the “enforcement of fair, competitive, transparent, value-for-money standards and practices for the procurement and disposal of public assets.” The group urged the BCDA to award the contracts to only those companies that met the prequalification requirements based on the procurement process advertised in the Federal Tenders Journal of Monday, July 30 to August 5, 2018. PRESIDENCY SHOULD ACT Mr Effoduh said having waited for over 27 days since the petition was submitted to BPP without response, Vice President Yemi Osinbajo and the Chairman of the Presidential Advisory Committee Against Corruption (PACAC), Itse Sagay, should act on their warning that the government will not tolerate any of its agencies and regulators to sustain corruption in the system. “This is already a contravention of the BPP Act and the Freedom of Information Act which responses are mandatory within 14 days,” he said. The petition by the group is the second in a week from different groups and individuals calling on the Federal Government to halt the award of the multi-billion Naira contracts under the 2018 zonal intervention projects for lawmakers. On Tuesday, the People’s Democratic Party (PDP) presidential candidate, Atiku Abubakar, also asked the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices & Other Related Offenses Commission (ICPC), to launch an investigation against the BDCA. Mr Abubakar made the call in a statement sent to PREMIUM TIMES on Tuesday by his special assistant on Public Communication, Phrank Shaibu. Also, in his reaction to the report, a former director-general of the Bureau for Public Sector Reform, Joe Abah, told PREMIUM TIMES in Abuja on Wednesday the relevant government agencies should look into the matter immediately. “It is a clear breach of the public procurement rules. It should be taken up by the relevant government bodies,” he said. By Collins Olayinka, Abuja 03 January 2019 • NNPC takes over calculation from PPPRA The task of determining the daily consumption and subsidy on petroleum products has been taken over by the Petroleum Products Marketing Company ( PPMC ) , a subsidiary of the Nigerian National Petroleum Corporation ( NNPC ) .The development came as statistics show that the government currently pays N 2.434 billion daily to subsidise petrol .It was gathered that the Petroleum Products Pricing Regulatory Agency ( PPPRA ) saddled with the responsibility of determining the pricing template of petroleum products in the country had been unable to discharge the responsibility in the last two years. Indeed , the PPPRA official website which displays the landing cost and other parameters for determining the price of petroleum products has been dormant in the past two years. The Group General Manager , Group Public Affairs Division ( GPAD ) of the NNPC , Ndu Nghamadu , confirmed the new responsibility of the PPMC yesterday when The Guardian sought to know if the daily consumption of petrol was still 50 million litres as claimed by the NNPC Group Managing Director , Dr. Maikanti Baru last year . Nghamadu failed to call back to provide information on the current daily consumption . It is not known what parameters PPMC uses to make projections upon which NNPC base its importation regime . Recall that only NNPC brings in products into the country and also single- handedly determines how the under -recovery is reimbursed . Before now , PPPA was saddled with the responsibility of verifying , while the Federal Ministry of Finance also verifies the veracity of the claims by marketers as well as authorise payment through the Central Bank of Nigeria ( CBN) . Air of uncertainty currently envelops the PPPRA as the NNPC has silently taken over one of its crucial responsibilities and the Executive Secretary of the agency, Abdulkadir Umar Saidu , seems helpless . As at yesterday, a gallon of petrol costs $ 2.54 Cent in the United States of America. The Naira equivalent of $2.54 Cent at official rate of N 305 to the dollar is N 774. 7kobo. Therefore , the landing cost of a litre of petrol should be N 193 .68kobo ( excluding freight and other port charges ) . At 50 million litres daily consumption , Nigeria currently pays N 2. 434billion per day subsidising petrol. An industry expert told The Guardian under condition of anonymity that it was time for Nigeria to do away with subsidy in order to free money for development purpose. The Defense and Foreign Affairs reports are published by the International Strategic Studies Association (ISSA) based in the United States of America. ISSA is a Washington-based non-governmental organisation with a worldwide membership of professionals involved in national and international security and strategic policy. The association, in 1998, took over publication of the Defense and Foreign Affairs publishing and information group, which began in 1972, providing strategic information and analysis to governments worldwide. It also incorporates the Global Information System (GIS), an encrypted on-line intelligence service for governments. President of ISSA, Gregory Copley, told THISDAY yesterday night that their analyses were not released to the public but to governments the organisation had affiliation with. Investigation shows that not less than 160 countries have some form of affiliation to the organisation’s reports. Asked specifically if the organisation had any affiliation with Nigeria, Coley, replied, “All I can say is that our report go to all countries we have some form of affiliation with. I will not comment on specific cases.” The report obtained by THISDAY is damning and blames corruption among higher ups in the military high command for the faltering war against Boko Haram. Extracts from the analysis stated that at present, the Nigerian government had completely and comprehensively lost control of the engagement with Boko Haram and could show no instance when the government presently had tactical, theater, strategic, or information dominance of any aspect of the conflict. Idris Alkali, was also killed, ostensibly by a gang of youthful protestors who set up a roadblock near Jos, the capital of Plateau State. His body was discovered on October 31, 2018. And his death was blamed on ‘an irate mob’, who were protesting in the Du-ra-Du community against the September 2, 2018, killing of 11 members of their own community.” The report further stated, “No significant economic or political progress can be achieved in Nigeria until the issue of the Boko Haram insurgency is resolved. Other insurgencies are also expected to emerge, or re-emerge, particularly in the Niger Delta. And while other pending internal security issues are important, it is on the BH issue that the prestige, credibility, and reliability of Nigeria is assessed by the international community. Thus, all questions of the viability of Nigeria as a candidate for inward foreign direct investment (FDI) and international cooperation are dependent on a resolution of the BH issues. “Domestically, resolution of the BH issue is a pre-requisite to enabling issues of intra-Nigerian regional equity imbalances to be addressed. Moreover, the credibility of the Federal Government as an arbiter of justice is assessed by the domestic electorate and the world community.” However, the Nigerian Armed Forces have consistently denied any allegation of corruption against the leadership. They have also stated and demonstrated the fact that they are capable of not only stopping the insurgents but rooting them out of the country. Two days ago, army spokesman, Brig. General Sani Kukasheka Usman, said the nation’s military repelled an attack by the insurgents in Baga, Boro State. According to him, the insurgents on Wednesday, December 26 attacked the 7 Brigade of the Multinational Joint Task Force (MNJTF), based in Baga, Borno State, about 7pm. A statement issued by Usman read, “The troops along with their Nigerian Navy counterparts put up a very determined fight to repel the attack throughout the night, while Sector 3 Operation LAFIYA DOLE sent in reinforcement who are in hot pursuit of the terrorists. “Similarly, a Search and Rescue team has been constituted. “The Nigerian Air Force component has also been mobilised and are engaging the fleeing terrorists. Unfortunately, a naval personnel was killed in action.
