According to The Authority, none of the beneficiaries came from any of the five states in the South-east geopolitical zone. According to reports, this is not the first time the region is missing in the development and economic packages unveiled by the administration of President Muhammadu Buhari. When the government unveiled a $29.96 billion foreign loan for the provision of infrastructure across the country, none of the projects to be executed with the loan was located in the region. Similarly, when the government recently paid N5,000 monthly stipends to some poor Nigerians under its Social Intervention Scheme, all the states in the South-east were excluded. The current loans are being disbursed through the Federal Government’s Enterprise and Empowerment Programme (GEEP). The Presidency, which announced this on Monday, listed the benefitting states as Adamawa, Akwa Ibom, Delta, Ekiti, Kogi, Kwara, Niger, Lagos, Osun and Ogun. Others are Oyo, Ondo, Rivers and the Federal Capital Territory (FCT). No reason was given for the omission of states in the South-east from the scheme. The Federal Government on Wednesday introduced the Strategic Revenue Growth Initiative to generate more revenues to finance national development. The Minister of Finance, Mrs Zainab Ahmed at the official inauguration of the initiative in Abuja said that the aim was to harmonise efforts of all the revenue generating agencies in increasing government’ s coffers. Representatives of the Federal Inland Revenue Service, Nigeria Customs Service, Nigeria National Petroleum Corporation, Accountant -General of the Federation and Nigeria Sovereign Investment Authority were present at the launch . Also present, were representatives of the Debt Management Office, Central Bank of Nigeria and the National Insurance Commission . The major revenue generating agencies made presentations on the initiatives they would introduce in their respective agencies to increase revenue. Ahmed said, “The initiative will be implemented in the areas of achieving sustainable revenue generation to optimally collect revenues to maintain fiscal buoyancy and resilience . “We will also be looking at new revenue streams and enhanced enforcement with regards to revenue collection on our existing revenue streams. “Through the initiative , we hope to achieve cohesion between revenue generating entities and equipping them with cutting-edge tools and expertise needed to support high performance .’’ Ahmed said that as a way of increasing non -oil revenue, the government was looking at the possibility of increasing Value Added Tax. “We are studying a possibility of a VAT increase but you also know that the increase of VAT requires an amendment of a law . “ It is most likely the VAT increase will be selective. It will be on special items so it won ’ t be across the board. “I am sure you are already aware that there are a number of items that are exempted from VAT such as food and drugs . “There would be a VAT increase during the course of 2019, we will announce later the items and what the rate will be . “We will have to take a request to the National Assembly for amendment of the VAT law before it takes effect , ’’ she said. The Chairman of FIRS, Mr Babatunde Fowler said that to increase tax revenue, the service plans to commence the drive to boost revenue by reviewing the present legal framework on tax. He said that the Service plans to collaborate with Deposit Money Banks to get names of companies and individuals with funds in excess of N 1 billion and ensure that appropriate tax was collected . According to him, the Service will also link up with the Nigeria Customs to get data on companies that import goods into the country to ensure that they pay their fair share of tax. In addition , he said that henceforth , the FIRS would ensure that it collects tax on properties owned by corporate entities in the country. Also speaking , the Comptroller- General, Nigeria Customs Service, Col. Hammed Ali ( rtd ) said that the Service would focus on reducing smuggling, block misinvoicing and illicit financial flow of goods. According to him , the Service will like to introduce new excise duties , but at the moment , the country only collects excise duty on alcohol and cigarettes . He said the Service would also like to look carbonated drinks since they also have health implications for consumers. In addition , Ali said that the Service wants the country ’ s policy on exports to be reviewed to allow the Service charge duties on goods being exported out of the country. The Accountant- General of the Federation, Mr Ahmed Idris said his office would like to introduce the use of Treasury Single Account to all existing Nigerian embassies to enhance revenue. As a way of blocking leakages , the AGF said his office would also link revenue generating agencies to the Government Integrated Financial Management Information System . He said that GIFMIS implementation would enable the Federal Government process financial transactions faster and also reduce opportunities for corruption and ensure safety of public resources . The Permanent Secretary , Ministry of Finance , Mr Mohammed Dikwa said the ministry plans to review the tax incentive policy of Nigeria to ensure that the country was not losing interest unnecessarily . He said that the ministry would also review the targets and remittances of all the revenue generating agencies under its supervision for effective monitoring . Dikwa also spoke about the plan of government to harmonise the Tax Identity Number and the Bank Verification Number into one database . The News Agency of Nigeria reports that at the end of the meeting, a steering committee was set up, headed by the Minister of Finance to give direction on the Strategic Revenue Growth Initiative. Senator Bukar Abba Ibrahim, an All Progressives Congress (APC) lawmaker from Yobe state at the weekend bombed the ruling party, warning that the APC should not assume it can win the 2019 election even with massive rigging. The lawmaker, who said that his dreams and hopes for a progressive nation under APC have been dashed, further warned that the North East should not be taken for granted that it will support the ruling party in 2019. The three term serving senator and former governor of Yobe State dropped the bombshell against his party and President Muhammadu Buhari’s candidature during the world- wide Internet Launch of his book ‘Poorlitics’ and 70th Birthday Celebration held in Abuja at the weekend. He explained the role he played to bring the North East under the APC control, noting that the ruling party has not done what he promised to do, as the present reality shown that APC is not better than the PDP it sought to defeat. Narrating the history of APC and how things have gone bad for the ruling party, Senator Ibrahim said, “the politics of the North East has always been different from the politics of the North West and it was under the APC that we all united for the first time. I began that first move for unity. My co-author, Sam Agha Egwu, kept nagging me about the need to build a progressive coalition against the then very corrupt PDP. I took the matter to my friend Dr. Onu, who was then Chairman of ANPP, the party of the North East. We now reached out to the ACN, CPC and APGA. This finally led to the incredible merger called the APC that went on to defeat the PDP. “When I began this process, I had in mind that progressives will be in power and will show Nigeria how to run a progressive nation. Without mincing words, as an elder statesman, I must say that my dreams and hopes have been dashed. We have certainly not done what I dreamed we will do, and in many ways, we are not better than the PDP that we sought to displace. “As we move towards the elections, I have to give a dire warning to the APC. Things are no longer the way they were in 2015 when we rode to power on a cloud of euphoria believing that things will change. Simply put, things have not changed and many things are worse and the people are bitter. We should not assume that we can win even with massive rigging. “There are just certain things that progressive parties do, and must be seen to do. We must be seen to obey the rule of law. If the courts rule we must obey. We must respect the separation of powers and let the legislature make its independent decisions. The economy has gone down because of our actions and we are blaming the past too much rather than solving the present problems. “I am going to give a dire warning. Let the North East not be taken for granted that we must support APC. Our interest in the North East has always been progressive and I will personally be watching for improvements in the APC. “Improvements that will guarantee us victory such as respecting the rule of law and releasing political prisoners. If we are fighting corruption let us fight every corrupt person and not select people in what may be seen as a one-sided witch hunt. “I shall sit back and continue encouraging my party to do the right thing. But if we don’t, I still reserve the capacity to ask my people to go our separate ways, and do what must be done for good governance to reign in Nigeria.” The Yobe Senator, who said he’s not running for elective position, encouraged the youths to read his book “poorlitics” as the contents would guide them to take power from the analogue old politicians. He warned the young people to note that the elders will not give way for then, but added that “you must go out there and take power in the way I did at the age of 42, when I first ran for governor. “I have given you the book Poorlitics, to tell you how I did it and to encourage you to use the force of people politics, to dialogue those who believe in money politics and the old ways.
