A measure to legalize large-scale hemp cultivation in the US was supported by both Republicans and Democrats.
The US Congress on Wednesday approved the legalization of large-scale hemp cultivation and its removal from a list of controlled substances.
"This is the culmination of a lot of work by a number of us here in Washington but really the victory is for the growers, processors, manufacturers and consumers who stand to benefit from this growing market place," Senate Majority Leader Mitch McConnell said.
The measure was supported by both Republicans and Democrats who argued it was an opportunity for American farmers.
It appears in a major law on agriculture that was adopted by a clear majority in the House of Representatives (369-47) after comfortably passing the Senate (87-13) the day before.
The law has not yet been signed by President Donald Trump.
"I'll be happy to loan him my hemp pen for the occasion," joked McConnell, a conservative from the state of Kentucky who had vigorously defended the measure after already pushing for the authorization of pilot programs in 2014.
The measure "legalizes hemp as an agricultural commodity" and removes it from the controlled substances list, while allowing researchers to apply for federal grants and makes hemp eligible for crop insurance, McConnell said.
This "will encourage new opportunities for struggling farmers and their families, news products... and new jobs," he said.

The Council of the Islamic Financial Services Board (IFSB), headquartered in Kuala Lumpur, Malaysia, has admitted the Nigeria Deposit Insurance Corporation (NDIC) as a full member of the board.
The corporation joins the Central Bank of Nigeria (CBN) as the other Nigerian institution on the board of the IFSB.
The approval for the membership of the NDIC was conveyed to the Corporation via mail dated Tuesday, December 6, 2018 which was subsequently posted on the website of the IFSB.
The corporation, in a statement by its Head, Communication and Corporate Affairs, Mr. Ibrahim Kudu, noted that the decision to admit the NDIC was taken at the 33rd meeting of the IFSB Council, hosted by the Islamic Development Bank Group (ISDB) on December 6, 2018 in Jeddah, Kingdom of Saudi Arabia.
The council meeting was chaired by Dr. Mohammad Y. Al Hashel, the Governor of the Central Bank of Kuwait and Chairman of the IFSB for 2018, attended by the President of the ISDB, Dr. Bandar Mohammed Hajjar, 12 central bank governors and commissioners of regulatory and supervisory authorities, and 10 senior representatives from among the council and full members of the IFSB, representing 19 countries, the statement said.
IFSB is an international standard-setting organisation for the Islamic Financial Services Industry that promotes the soundness and stability of the global industry, by issuing global prudential standards and guiding principles for Islamic Banking, Islamic Capital Markets and Takaful (Insurance) sectors.
According to IFSB, members of the institution are classified into three categories, namely: full member, associate member and those classified as observers.
As a full member of the Board, the NDIC has voting rights – a status which is only available to the financial sector supervisory authorities of its member countries.
The work of the IFSB complements that of the Basel Committee on Banking Supervision (BCBS), International Organisation of Securities Commission (IOSCO) and International Association of Insurance Supervisors (IAIS), by introducing new, or adapting existing international prudential standards consistent with Islamic Shari’ah principles and recommending same for adoption by the relevant regulatory authorities.
The IFSB had in March 2018 invited the NDIC to its membership.
The institution is currently developing work plans on standards for the Supervisory Review Process of multiple Islamic Banking products that could further strengthen the capacity of the NDIC to continue the robust supervision and provision of guidelines to operators of non-interest banks such as Jaiz Bank; Deposit Money Banks (DMBs) with and Micro-Finance Banks (MFBs) with non-interest banking windows.

ENUGU – PEOPLES Democratic Party, PDP, Vice presidential candidate, Mr. Peter Obi, on Tuesday, lampooned the anti-corruption policy of the President Mohammadu Buhari-led federal government, saying the country has receded in attempt to frighten and muscle the opposition with anti-graft campaign.
Obi spoke at the 3rd South East Economic Summit with the theme, “South East Nigeria: An Investment Destination.”

He gave an instance that when peoples’ businesses that employ thousands of people and which render crucial services to the society are shut down in guise that they were established through corrupt means, the nation would lose more than the value of the looted money, if any.

He blamed the nation’s poverty on over dependence on oil revenue to the detriment of other resources, arguing that oil has become a declining asset which many nations are dumping.

Obi gave the example of Venezuela, which he noted has the largest deposit of oil in the world, with 23 million population but is economically a failed nation because it failed to adopt modern economic model like developed countries that run knowledge-based economy.

He said “Nigeria in the past three years actually came down from GDP of 520 billion to a GDP of less than 400 million, and that was why I was worried when people say we are doing well… fighting corruption is not an economic policy; it’s a disaster…”

The PDP presidential candidate said that South East and South South geopolitical zones of the country have the capacity to change Nigeria economically as they have the regions with the fastest growing cities in the country.

“Knowledge economy is the driver of the world today. Nobody is talking about baggage (oil) economy; in our own, its’ even a diminishing asset.

“People are now trying to build vehicles, they don’t need petroleum and we are still busy arguing everything, price of oil went up, price of oil went down; when we have talented young men that can change this place if supported, and this is what we need to look at and support them.

“Like I always said to people, your country in 2016 had 70 something million poor people and India had 76 million poor people. Within three years India pulled 102 million people out of poverty. They have no oil. Your country pulled 12 million into poverty and we became number one, they became number two. They have no oil.”

In a remark, first Republic Minister of Aviation and elder statesman, Chief Mbazulike Amaechi lambasted the present crop of Igbo politicians for always shouting that Ndigbo were marginalized in the country, declaring that nobody was marginalizing Ndigbo.

He enjoined the people of the zone to take advantage of their entrepreneurial acumen to build super economic structure within the region so that what they cannot get politically, they get economically.

“I told the present set of politicians whom I regard as opportunists, and careerists, people who are in politics for what they can get and not for what they can give; people who are in politics as surrogates of the rotten military that we have had in this country; if they do not give leadership, we can grab leadership and let us grab that economic leadership.

“If political power eludes us and we are economically powered in this country, politicians will respect us, they cannot do without us. Let us develop an Eastern Region, let us develop South East states that this country cannot do economically without.
“If we develop it people will respect us, even the so called governmental power will come to you, people will come to you begging you, come and take power, come and lead us and come and show us what you have done in your place.”

The economic summit chaired by founder of Diamond Bank, Dr. Pascal Dozie was supported by United Kingdom Department for International Development through Partnership to Engage, Reform and Learn (PERL); and Ford Foundation.

The summit was attended by business and political leaders from Igboland, including Prof. Barth Nnaji.

There is a grand conspiracy. A plot hatched in the pits of despair and agony. There are three conspirators involved in this plot – the Nigerian people, top business executives and the international community.
In this thrilling “scheme”, the Nigerian people are providing the hammer and the nail; business executives are providing the brick and mortar, while the international community is providing the moral and logistics support to seal the fate of an incumbent president.
This is a grand conspiracy! But why?
The mass movement against President Buhari was expected. Nigerians are easy to please, but they are deficient of patience for incompetence. No doubt, the “locus classicus” of the Buhari administration is arrogant incompetence. It is “generally agreed” that the government is rudderless. Even Aisha Buhari, wife of the president, attests to this. The government has failed on all counts, and has even worsened the yoke of citizens. The economy is floundering, the naira is tottering on the brink of further depreciation and external debts are piling up. Some 30 million Nigerians are unemployed and 13.5 million children are out of school. And there is no hope on the horizon.
Nigerians are dissipated; after expending so much hope and promise on the current government, they are now at their wit’s end. They want a breath of fresh air.
Also, businesses have not been impermeable to the Buhari hex. Companies are folding up; many of them are laying off staff and many more of them cannot pay salaries. Some top business executives say “Buhari is not good for business”. This has become a code phrase in the business circle.
An influential real estate developer in Abuja told me that the second coming of Buhari disrupted the market negatively, and that the sector has remained in suspended gloom since his administration.
As it is, the international community now longs for a Nigeria without Buhari as president.
In November, Priti Patel, a member of the UK parliament and former secretary of state for International Development, asked investors to be wary of investing in Nigeria. The lawmaker cited specifically the flagrant disobedience of court orders by the administration as the reason for her charge.
She also described the fight against corruption as a “smokescreen”.

The House of Representatives yesterday insisted that Vice President Yemi Osinbajo has a case to answer in respect to alleged infractions in the National Emergency Management Agency (NEMA).
Chairman of the Committee on Disaster Preparedness and Emergency, Ali J.C. Isa, disclosed this when he spoke with National Assembly Correspondents on reactions trailing the House’s resolutions on NEMA.
Last week, the House adopted the committee’s report on its investigation on alleged breach of public trust in NEMA.
The House, among others things, resolved “that all government officials involved in the approval, processing, release and diversion of the sum of N5.8 billion for emergency intervention of food security in the Northeast, which contravened the provisions of section 80 (2) of the Constitution, infraction of due process for procurement and loss of government revenue, flouting of the terms of the Eurobond loan are hereby indicted and the relevant security agencies should take steps to recover the money from them.”
Asked if Osinbajo has a case to answer in the alleged infractions in NEMA, the lawmaker replied: “Yes. He does have questions to answer.”
He said apart from being chairman of NEMA Governing Council, which took decisions on the issues investigated by the committee, Osinbajo, as acting president (at the time), also approved expenditure of N5.8 billion from the Consolidated Revenue Fund as intervention to NEMA, without recourse to the National Assembly.
Besides, Isa added that documents before the panel indicated that the NEMA board, which the vice president chairs, authorised payment of N5 billion into bank accounts of companies, for the purchase of relief materials, without following due process, as contained in the Procurement Act.
He said: “Let me clarify. We are talking about the N5.8 billion and N3.1 billion. On the issue of releases, the approval was given by the VP, when he was acting president and the money was removed from the Eurobond.
“But, in our submissions, there was no where I or the committee mentioned, specifically the VP Professor Osinbajo. What I also know is that he is the chairman of the governing council of NEMA. So, if he knows that that there is something that I didn’t know, his office may be able to respond to some of the issues.. I have documents from CBN stating that N5.8 billion be paid directly to the said companies, without signing any agreement with the companies, without any award letters; without any procurement processes…”

Sokoto State Governor , Aminu Tambuwal , on Wednesday said the success of the Peoples Democratic Party ’ s North West rally held in the state on Monday was instilling fear in the minds of his Kaduna State counterpart , Nasir El - Ruffin, and his cohorts.
El -Rufai had on Tuesday claimed that the PDP rented people from Niger Republic to attend the rally.
But Tambuwal , in a statement by his Special Adviser on Public Enlightenment and Mobilisation , Akibu Dalhatu , said El -Rufai ’ s claim was “evident of political frightening and an attempt to score cheap political goals .”
He said the statement was a proof that the All Progressives Congress and its leadership were shocked by the huge turnout the rally recorded .
The governor described the rally as “ the final burial of APC government in the North West and Nigeria in general.”
He said the party would fail in the forthcoming general elections allegedly because of bad leadership , corruption and failure to end terrorism among others .
The statement read, “El -Rufai should not forget so soon that his hands were deeply involved in messing up of the present administration as a result of his bad governance and policies as governor of Kaduna State , through mass sacking of innocent primary school teachers, unnecessary demolition of peoples landed properties , disregards and disrespects to traditional rulers, Northern elders , leaders and other respected institutions, escalation of insecurity , refusal to obey the court orders and rule of law among several others .
“El - Rufai is coldhearted . It was the same North- West people that he and his party begged for support in 2015 , but because the failure of APC government, incessant hunger and poverty all over the region , that have made them to defect to PDP . He is now calling them foreigners .
“What scared El - Rufai and his co- travellers was the success recorded at the Sokoto PDP campaign rally. The Sokoto gathering no doubt instilled fear in the minds of El -Rufai and his cohorts so much that in their wildest imagination their party , the APC will fight it impossible to record a replica of such mammoth crowd in any state of the North West including El - Rufai ’ s own state of Kaduna .”
Tambuwal said he would defeat APC and deliver the entire North West to PDP because of massive support , love and loyalty of the people of the area .

The convener urged the Department of State Services ( DSS ) , Economic and Financial Crimes Commission ( EFCC) and Independent Corrupt Practices and Other Related Offences Commission ( ICPC ) to investigate what he called “ financial mobilisation for AA in Ondo and Imo states .
He said : “ Akeredolu had directed all APC members in Ondo State , who are loyal to him to mobilise for AA and work against President Muhammadu Buhari in the forthcoming general elections .
“Furthermore , there was a revelation from the stakeholders meeting held in Akure sometime in September , where Akeredolu specifically told the party members that he would fight three enemies in the APC to actualise Fashola ’ s 2023 presidential ambition .
According to him , the three personalities to fight are President Buhari , Bola Tinubu and Adams Oshiomhole.

ABUJA—WIFE of the presidential candidate of Peoples Democratic Party, PDP, Mrs Titi Atiku Abubakar, yesterday alleged that her husband, former Vice President, Atiku Abubakar, was victimised for insisting on inspecting the controversial 53 suitcases imported into the country by a first class northern traditional ruler during the military administration, headed by President Muhammadu Buhari.

Speaking yesterday in Abuja when she paid a courtesy visit to the former Federal Commissioner for Information and Niger Delta leader, Chief Edwin Clark, and other leaders of the South South, Afenifere, Ohanaeze Ndigbo and Middle Belt Forum, in his Asokoro residence, Titi said Atiku’s insistence provoked the government which then pressured him out of his post.

It would be recalled that Atiku was the Customs Officer in Charge of Murtala Muhammed Airport command when the suitcases were imported into the country in 1994.

Atiku’s wife said: “When Atiku was in Customs, there was one incident that happened in the 80’s when 53 suitcases were brought in by a traditional ruler during the administration of the present president and he (Atiku) insisted that those suitcases must be opened.
“But they were very angry with him and they called the then Minister of Finance, Onaolapo Soleye, and they said they should throw him out of the job.”

“But the minister said to them, this is one of the finest officers he had, that he would never throw Atiku out. That was what the man did. They said, ‘it’s ok, if you don’t want to throw the man out, transfer him immediately. Atiku was that day transferred to Kano.”

Speaking further, Mrs Atiku, who revealed that there was fear among party leaders and stakeholders when the venue of the recent PDP national convention was moved from Abuja to Port Harcourt, said many people believed it was a ploy to edge out Atiku and that there would be a fight.

She noted, however, that God had ordained that he would be the party’s flag bearer at the convention.
According to her, when Atiku emerged the candidate at the convention, he went to Rivers State governor, Nyesom Wike, to thank him for letting the party use the venue.

She told Clark that she had come to thank him as an elder statesman, saying Nigerians were primed to elect Atiku because all their homes had become “Atikulated.”
Mrs Titi Atiku, who assured that as a successful private businessman, Atiku would bring his business sagacity to bear on creating a prosperous life for Nigerians, however, noted that the main opposition candidate was corrupt.

She said as someone who had been married to Atiku for nearly 40 years, she knew him better and could say he is a just man.

In his remarks, Chief Clark said the forum of elders interviewed 16 presidential aspirants, stressing that they were looking for a man with capacity and intelligence who would keep the country together.

Clark, who noted that the 1999 constitution encouraged division among Nigerians, unlike what obtained in the First Republic where Nigerians put the country first, said: “What is the reason for making one area of this country, North West, seven states; North East, six states ; North Central, six states; South South, six states but South East, five states?

“Is that fair? Is it equitable? That is one of the things not going on well in the country. If you ask for ministers, every zone brings six ministers, except South East. You ask for things to be shared according to states, they (South East) receive only five.
