A measure to legalize large-scale hemp cultivation in the US was supported by both Republicans and Democrats. The US Congress on Wednesday approved the legalization of large-scale hemp cultivation and its removal from a list of controlled substances. "This is the culmination of a lot of work by a number of us here in Washington but really the victory is for the growers, processors, manufacturers and consumers who stand to benefit from this growing market place," Senate Majority Leader Mitch McConnell said. The measure was supported by both Republicans and Democrats who argued it was an opportunity for American farmers. It appears in a major law on agriculture that was adopted by a clear majority in the House of Representatives (369-47) after comfortably passing the Senate (87-13) the day before. The law has not yet been signed by President Donald Trump. "I'll be happy to loan him my hemp pen for the occasion," joked McConnell, a conservative from the state of Kentucky who had vigorously defended the measure after already pushing for the authorization of pilot programs in 2014. The measure "legalizes hemp as an agricultural commodity" and removes it from the controlled substances list, while allowing researchers to apply for federal grants and makes hemp eligible for crop insurance, McConnell said. By James Emejo in Abuja The Council of the Islamic Financial Services Board (IFSB), headquartered in Kuala Lumpur, Malaysia, has admitted the Nigeria Deposit Insurance Corporation (NDIC) as a full member of the board. The corporation joins the Central Bank of Nigeria (CBN) as the other Nigerian institution on the board of the IFSB. The approval for the membership of the NDIC was conveyed to the Corporation via mail dated Tuesday, December 6, 2018 which was subsequently posted on the website of the IFSB. The corporation, in a statement by its Head, Communication and Corporate Affairs, Mr. Ibrahim Kudu, noted that the decision to admit the NDIC was taken at the 33rd meeting of the IFSB Council, hosted by the Islamic Development Bank Group (ISDB) on December 6, 2018 in Jeddah, Kingdom of Saudi Arabia. The council meeting was chaired by Dr. Mohammad Y. Al Hashel, the Governor of the Central Bank of Kuwait and Chairman of the IFSB for 2018, attended by the President of the ISDB, Dr. Bandar Mohammed Hajjar, 12 central bank governors and commissioners of regulatory and supervisory authorities, and 10 senior representatives from among the council and full members of the IFSB, representing 19 countries, the statement said. IFSB is an international standard-setting organisation for the Islamic Financial Services Industry that promotes the soundness and stability of the global industry, by issuing global prudential standards and guiding principles for Islamic Banking, Islamic Capital Markets and Takaful (Insurance) sectors. According to IFSB, members of the institution are classified into three categories, namely: full member, associate member and those classified as observers. As a full member of the Board, the NDIC has voting rights – a status which is only available to the financial sector supervisory authorities of its member countries. The work of the IFSB complements that of the Basel Committee on Banking Supervision (BCBS), International Organisation of Securities Commission (IOSCO) and International Association of Insurance Supervisors (IAIS), by introducing new, or adapting existing international prudential standards consistent with Islamic Shari’ah principles and recommending same for adoption by the relevant regulatory authorities. The IFSB had in March 2018 invited the NDIC to its membership. An influential real estate developer in Abuja told me that the second coming of Buhari disrupted the market negatively, and that the sector has remained in suspended gloom since his administration. As it is, the international community now longs for a Nigeria without Buhari as president. In November, Priti Patel, a member of the UK parliament and former secretary of state for International Development, asked investors to be wary of investing in Nigeria. Asked if Osinbajo has a case to answer in the alleged infractions in NEMA, the lawmaker replied: “Yes. He does have questions to answer.” Ndubuisi Orji, Abuja The House of Representatives yesterday insisted that Vice President Yemi Osinbajo has a case to answer in respect to alleged infractions in the National Emergency Management Agency (NEMA). Chairman of the Committee on Disaster Preparedness and Emergency, Ali J.C. Isa, disclosed this when he spoke with National Assembly Correspondents on reactions trailing the House’s resolutions on NEMA. Last week, the House adopted the committee’s report on its investigation on alleged breach of public trust in NEMA. The House, among others things, resolved “that all government officials involved in the approval, processing, release and diversion of the sum of N5.8 billion for emergency intervention of food security in the Northeast, which contravened the provisions of section 80 (2) of the Constitution, infraction of due process for procurement and loss of government revenue, flouting of the terms of the Eurobond loan are hereby indicted and the relevant security agencies should take steps to recover the money from them.” Asked if Osinbajo has a case to answer in the alleged infractions in NEMA, the lawmaker replied: “Yes. He does have questions to answer.” He said apart from being chairman of NEMA Governing Council, which took decisions on the issues investigated by the committee, Osinbajo, as acting president (at the time), also approved expenditure of N5.8 billion from the Consolidated Revenue Fund as intervention to NEMA, without recourse to the National Assembly. Besides, Isa added that documents before the panel indicated that the NEMA board, which the vice president chairs, authorised payment of N5 billion into bank accounts of companies, for the purchase of relief materials, without following due process, as contained in the Procurement Act. He said: “Let me clarify. We are talking about the N5.8 billion and N3.1 billion. On the issue of releases, the approval was given by the VP, when he was acting president and the money was removed from the Eurobond. “But, in our submissions, there was no where I or the committee mentioned, specifically the VP Professor Osinbajo. What I also know is that he is the chairman of the governing council of NEMA. So, if he knows that that there is something that I didn’t know, his office may be able to respond to some of the issues.. Olalekan Adetayo , Abuja Sokoto State Governor , Aminu Tambuwal , on Wednesday said the success of the Peoples Democratic Party ’ s North West rally held in the state on Monday was instilling fear in the minds of his Kaduna State counterpart , Nasir El - Ruffin, and his cohorts. El -Rufai had on Tuesday claimed that the PDP rented people from Niger Republic to attend the rally. But Tambuwal , in a statement by his Special Adviser on Public Enlightenment and Mobilisation , Akibu Dalhatu , said El -Rufai ’ s claim was “evident of political frightening and an attempt to score cheap political goals .” He said the statement was a proof that the All Progressives Congress and its leadership were shocked by the huge turnout the rally recorded . The governor described the rally as “ the final burial of APC government in the North West and Nigeria in general.” He said the party would fail in the forthcoming general elections allegedly because of bad leadership , corruption and failure to end terrorism among others .
