8th August 2019: Application received by UKVI
27th of August 2019: Collection text message
30th of August 2019: Passport collected with Tier 4 Visa Granted.

Approximately 10 days after biometrics excluding weekends and public holidays.

The "rationale behind the UKVI decision" is nothing else but the fact that each application are handled by different individuals, at different times, your cases are different as well. Kindly hold on to the time, and if you still did not receive response after the stipulated time, then you can go ahead and send an email.

I did my Biometrics 26th July also, uptill now I have not receive any information regarding my application from UKVI nor TLS, although I called on Thursday and was told my application was still awaiting decision and that they would escalate it, I'm not even sure of what that means exactly. Because I did my biometric on 26th July at Ikeja centre , up till this moment no response though I received a mail that decision has been made...

Application transfered to ukvi on 17 july
Since then I have not here anything either from UKVI or TLS...
pls house I need your assistance on how to contact UKVI or link to message them.

This my visa is tiring, this is 21 days and still no collection mail, counting working days, its 15 working days..... I hope this is not a bad sign. What steps should I take??

Good news!!!! . I have received my visa today.
Here’s my timeline:
Application submission: July 24
Biometrics and Credibility interview: July 31
UKVI Sheffield acknowledgment mail: August 1
Collection mail from TLS : August 21
15 working days in total.
I wish every other applicant success in their application.

Go to your local government office. There should be a designated NPC officer there. If you have declaration of age or a former birth cert, take it along and you'll get the NPC birth certificate issued to you. It'll cost you 1.5k. Depending on your desperation and the officer, it might be more.
