Nigeria national scale ratings. The transfer and convertibility (T&C)
assessment is unchanged at 'B+'

The outlook revision indicates that there is at least a one-in-three
likelihood of an upgrade if Nigeria's reform initiatives support economic
growth, build stronger buffers against Nigeria's dependence on petroleum
revenue and reduce pressure on the exchange rate.

After national elections in May 2011 and strong GDP growth rates over the past
few years, Nigeria has tightened its fiscal and monetary stance by reducing
projected fiscal deficits and by raising its monetary policy rate. It plans to
cut a fuel subsidy, which we understand has been paid from the Excess Crude
Account (ECA) in the past. This is one of several important reform initiatives
President Goodluck Jonathan has promoted since he succeeded late President
Yar'Adua in February 2010. Over the past two years, the authorities have also
strengthened the banking sector. The government furthermore aims to improve
predictability and transparency in the oil sector by drafting and passing the
Petroleum Industry Bill, and plans an overhaul of the country's electricity
sector that should reduce power supply constraints.

The ratings on Nigeria are constrained by our view of the country's internal
political tensions, weak political institutions, and faltering efforts to
institute buffers that will allow countercyclical policy options. Nigeria also
has a low level of development and significant infrastructure shortfalls, in
our view. Inconsistencies in reported external data also constrain the
ratings. The ratings are supported, however, by low fiscal and external debt
burdens, owing to debt write-offs in 2005 and 2006 and high petroleum prices
supporting exports and government revenues in recent years.

Gross general government debt has slightly increased in recent years to an
expected still-low 16% of GDP at year-end 2011. Net debt has remained below 6%
of GDP. With the government's fiscal consolidation plans and high nominal GDP
growth rates, we expect that fiscal debt ratios will somewhat decrease again
over the next few years.

Nigeria's current account balance has consistently been reported to be in
surplus, although in the past two years errors and omissions have exceeded the
surplus, which in our view is probably overstated by unreported imports. Crude
oil exports accounted for 72% of current account receipts in 2010.

A potential upgrade would also be predicated upon no worsening of the
political tensions between the Islamic north and Christian south and no
significant deterioration in the country's fairly weak performance on
international corruption and ease-of-doing-business measures.  

Alternatively, we could revise the outlook to stable if fiscal and external
balances fail to improve. This could be, for instance, as a consequence of a
sharp drop in oil production or prices, or if political tensions or violence
increase substantially, affecting overall political stability in the country.

I am sure we can all see the correlation between high population and low per capita, with the exception of Saudi because Saudi produces about 9mln barrels of oil. If these countries can "afford" subsidy, can Nigeria?? You will probably also find that Nigeria is lower than all these countries on the corruption rating, meaning that with our small money, we are likely to be stealing more!! For eg If corruption in Libya costs $1000 per capita, they are left with $13,000! If corruption per capita in Nigeria is $1200, we are left with $1,300!! And that is not necessarilily only govt corruption, but also private sector and individual corruption as well.

Also consider that with less corruption over the years, these countries have better infrastructure and are therefore better posed to grow their per capita income. We on the other hand have to find the money from somewhere (from our paltry $2,500) to get out infrastructure to the same level as these guys (not that they will sit still and wait for us) and we still expect to spend so much on subsidy??

It is not our fault yes! Our leader of the past have thrown us into a deep hole and unfortunately to come out of it, we all have to struggle to climb out. It's not Jonathans fault that corruption and incompetence over the last 30-40years have landed us where we are, but the man has to start from today to try and get us out!!

You still don't get it, the reason this countries have cheaper fuel is because the prices they sell to their populace is not susceptible to international price fluctuations, all the countries on that list except Venezuela do not subsidize their fuel price.

For instance if Libya and Iraq were subsidizing their fuel it should have gone up during the war when there was no govt. to subsidize! Infact the Iranian govt earns money from internal sales not the inverse like in Nigeria.

As long as somebody is willing to give you 'free money' for importing something you will continue to inflate the figures of what you import.

try it with your maiguard, or younger brother, send him to the market and reimburse him what has has spent, he will eventually start increasing what his has bought for you to reimburse him more especially when you have no way of counting what he bought.

The official figures of the amount of petrol imported is grossly over inflated so the importers, NNPC staff, certain civil servants and politicians benefit from the government payouts. When I import 20 tonnes of PMS, me and the NNPC will write that I imported 40 tonnes, so government will give subsidy for 40 tonnes instead of 20 tonnes.

Downstream marketers are paid a premium to take the petrol to Maiduguri or Sokoto, the government actually gives them the cash to maintain N65 in Zamfara, guess what? I sell the petrol in Lagos or even Cotonou after pocketing the subsidy money.

Government run refineries? which government business has ever run efficiently? Government business is everybody's business, everybody's business is nobody's business.

No cartel in mobile phones, or clothes, anyone can bring in and sell if you like sell high or sell low the customer knows where to buy.

Subsidy is a drain on Nigeria, billions of unbudgeted money is spent on the subsidy, the amount went up in one year of GEJ, what can anyone do when the importers, the guardians of the importers (NNPC, etc) have colluded to give fake figures to the government to say this is what we imported, what does government do? refuse to pay them? then petrol shortage starts again.

No amount of controls work in Nigeria - remove the incentive, ie the so-called subsidy.

And what has ur precious govt done with the billions saved from the subsidy removed on diesel, aviation fuel etc. Absolutely nothing except to increase their allowance and bribe PDP members $5,000 to vote for them in a primary election.

Wasteful leadership cannot make prudent investments.

1: Why should u keep implementing a policy that has been failing for decades; then tmoro the same protesters will be comparing Nigeria to Ghana

2, Nigerians know now that the choice now is either between increasing price marginally or removing deregulation totally. Why not remove it and give this country a chance (everybody will suffer). A free market is always the cheapest way to fight corruption. Thats why we should fight for govt to hands-off none critical aspects of our economy.

3. Unless we are fooling ourselves, we should know now that no govt will come and totally eradicate corruption in nigeria (unless s/he will kill 160 million people). Even if the person tried we will say /he is either loopsided or anti his hometown

My 2 cents: I will say it to my brother (do not expect govt to do something for you, instead think of ways u can make it on your own as no govt will ever immediately transform citizens) development is a slow and hardous process of doing the write thing.

My conclusion is that while Subsidy Removal was an ill timed solution, it is still a solution.  
Arguments should be for spending and salary cuts by govt and political office holders not reintroduction of subsidy.

Even if foreigners build refineries, who says they'll sell at low prices? Market forces or not without govt. refineries we are doomed to buy fuel at over N100 per litre. The reason why people strike when they want to deregulate is because they'll only end up selling to their own personal proxy companies, take a look at NITEL and see how Atiku and co. have destroyed that once glorious company.

How can a govt that has spent billions of dollars on power with no tangible result claim they want more money? A govt that squandered all our money on election campaigns claim they can't afford subsidy again? A govt whose allowance increases every year while they struggle to pay a meager N18,000 minimum wage?

Why threaten us with economic collapse when the economy is already as good as dead?

THIS IS NOT THE TIME TO DEREGULATE, cut the cost of governance, provide the palliatives then remove subsidy not before.

Sorry Bodejohn it appears you have missed the substantive point; when you pay anyone to bring something and sell at below cost, you then promise to reimburse the person, that person is bound to increase the number of items he says he has bought simply to get more money from you. The importers fake the amount of petrol they say they bring into the country, the government NNPC and her subsidiaries collude with the importers to falsify figures so there are much bigger payments. Every adult Nigerian knows that to get money from any government (or big private companies) you must give 'egunje' to see your payment.

Hence the $7billion (1 trillion naira) was probably paid for non-existent petrol.

With a free market anybody bringing petrol to the country is free to sell at any price he likes and not expect government to control the price or give him money.

When every Tom, Joystick, Harry, Obi, Ayo and Musa start bringing petrol if you like you sell yours at N200 and I sell mine at N80 - the customer can then decide where to buy.

As such the country no longer needs to spend N1 trillion to give anyone to bring petrol, leaving that money for other things, that's the hopeful saving.

Yes they gave N1 trillion out in 11months under GEJ, up from abt N600bn under Yar-adua (whn d price of crude was over $100/barrel) but that was from the budget, deficit and borrowings but since that money is not the 2012 budget where will the savings come from? If you are revolutionary hungry you should first of all asked protesters to go and sit on those senators and house of rep members that voted 45 million Naira a quarter for themselves. (Reuters) - A bomb exploded in a Catholic church on the outskirts of the Nigerian capital Abuja during Christmas prayers Sunday and emergency services said they did not have enough ambulances available to evacuate all the dead and the wounded.

The precise number of dead and wounded in the blast was not immediately available.

"Yes, I can confirm to you that there has been a bomb blast in a church in Madala (suburb)," National Emergency Management Agency (NEMA) spokesman Yushau Shuaibu said by telephone.

"We are presently there, evacuating the dead and the injured, but unfortunately we don't have enough ambulances. Most of our ambulances have gone to operate on the major highways of the country," he added.

The blast in St Theresa's Church in Madala, an Abuja suburb blew out windows of at least one house nearby, a witness said.
