Settings - Additional settings - Language and Input - Text to speech Engine - tap the settings icon beside Google Text to speech Engine - Install Voice data - English (United Kingdom) - then cancel the download.

Also, on the same page you have 'install voice data', tap 'settings for Google Text to speech Engine' and uncheck everything.

Its not technical, have you been granted permission to unlock? If yes, download the Mi unlock tool on that page, and install on your pc. You'll usually have to wait for 15 days to be able to unlock. You can check jboixxx's profile for more details.

Modified : Your rom is not found on Miui website, its likely not official, check if your bootloader is unlocked. Settings -Additional settings - Developer options - Mi unlock status.
