Infact, it implied that Ningi has raised a false alarm over a non existent parallel budget that only exist in the imagination of Ningi.

If really what you have alleged about the ministry is true, the right thing for the minister to do is to declare a state of emergency that would revitalise his ministry to meet the need of the power sector.
