Dear comrades. Below is the brief summary of what transpired at ASUU Congress meeting today.
Proposals by the FG team/ASUU BUK resolutions
1. 20 billion to be released for revitalization by the end of January, 2021
Resolution: Revitalization funds should be increased and be mainstreamed into the annual budget.
2. 30 billion EAA to be released by the 6th of Sept, 2020
Resolution: the 40 billion FG owed ASUU for the last 2 tranches be paid immediately. Henceforth EAA should be mainstreamed into annual budget. And EAA should be for the academic staff only. The process of mainstreaming must be completed for the strike to be suspended.
3. FG had accepted to put UTAS on integrity test. Members to enrol on IPPIS pending when UTAS is fully ready.
Resolution: enrolment on IPPIS platform is totally rejected. FG to revert back to GIFMIS and all outanding salaries be paid in full for strike to be suspended.
4. Permanent operational license has been secured by NUPEMCO
Resolution: COMMENDABLE
5. EAA has been paid to ASUU loyalists in uni ilorin.
Resolution: COMMENDABLE
6. Renegotiation team to be formed by ASUU. Resolution: Renegotiation should be completed before suspending ongoing strike.

Last Week, Federal Government made an offer to ASUU to suspend the 7 months strike.
As required by ASUU rules, branches are expected to meet and vote on government’s offer to academics.
Government offered to do the following:

- release 30 billion out of the 40 billion demanded by ASUU as Earned Academic Allowances EAA before nov 6 2020. The remaining 10 billion Naira will be released in batches between 2021 and 2022.

20 billion university revitalization fund to be made available by January 2020

- streamlining of EAA into monthly salaries. A committee will be set up to conclude their findings before 31st December 2020
-salary renegotiation committee to conclude before 31 December 3020

- UTAS to replace IPPIS for university workers

- payment of withheld salaries .

We are tracking resolutions by ASUU branches across the country. The zonal leaders will meet tomorrow to harmonize these resolutions which will be presented to government on Wednesday.

The lecturers questioned the rationale behind plans by Governor Okezie Ikpeazu to establish a new university in Aba when his government is yet to pay salaries And pensions.

Lecturers of Abia State University Uturu are currently protesting over their unpaid 6 months Salary by the Abia State government.
It will be recalled that since Dr.Ikpeazu; a university lecturer and former HOD was elected as the governor in 2015, Academic and non academic staff of various tertiary institutions in Abia have been protesting for unpaid salaries.
Abia poly staff are yet to receive a pay for the past 23 months.

The scenario is painted with a lot of red flags

1. Whenever u see an offer of employment by any government ministry, department and agencies, always go the government website concern to check if this is truth or not, you can always contact their email address or twitter handle found beneath the website for further inquiry

2. A government body don't contract private body or individual to conduct recruitment or replacement of any kind, they do this collectively on their website and interview is done in their secretariat

3. Even if a government worker that works in the recruitment office of the department can't guarantee you 100% that he can get you employed, in this scenario, ask him to get you the employment and u pays him after u have started collecting salary.

Be wise guys, survive in Nigeria and u can succeed any wherein the world

These lecturers are very corrupt. They have multiple accounts. Many of them teach in private universities too and draw salaries from there in breach of federal civil service laws. That's why they are resisting application of BVN and IPPIS .

Lecturers are not employed under federal civil service rules and regulations neither are they Civil servants hence the initial objection of inclusion into Ippis which is tagged a civil service platform.
No law is against lecturers teaching in two universities. The rule is simple, one must be on full time while the rest must be on part time basis. Sabatical does not mean “teaching in two universities”. It comes once in 6 years. Some spend more than one year in accumulated sabatical leave.

ASUU members are not in a hurry. Anything in the form of ippis will be roundly rejected.

You have written a whole lot of jargon and also contradicting yourself. Lol everyone within a government circle is either a civil servant or a public servant. The definition of both is there for you to see and you can resign if you don't want to be called such. My dear i also recieve peculiarity allowance and if you don't have approval from salary and wages commission it would be removed when you join ippis.
You must also think mdas are just for core ministries forgetting mda means (ministries, department and agencies) even dpr are cbn are called mdas are the not under ippis. They were exempted because they kept a certain percentage of their revenue for running cost(personnel/capital expenditure). However you bring absolutely nothing to the government. You very lazy and lack the capacity to innovate and develop inventions. Just imagine calling 35k as what you use to publish journals that's change compared to what other people in mdas used to renew their yearly professional subscription.
If the non academic staff was not paid, they should sort it out with ippis as many of you work for different universities at the same time and you would be exposed soon enough. NUTAS is just another way to continue with the ghost workers, the Nigerian university system keep peddling.
Lastly the university system in Nigeria is very lazy, you carry out no research and you want to compare yourself to your counterparts in developed nations. Do you know how much foreign direct investment those universities bring to their nation or even grants. You sit down with your outdated curriculum and expect the world to revolve around you. If you like don't sort your issue with ippis and come online to rant. You want to resolve government subversion and still remain independent

The reason I avoid arguing with people who are not aware of issues is because of unregimented argument such as this.
What was the issue? MDAs lost some allowances when they joined IPPIS. Then I articulated the reasons why those allowances perculiar to universities should be restored. Publishing in a reputable journal is not less than 35k amongst other issues I raised.

Now to the issues you raised, the issue wasn’t about the need to sustain or reject ippis but based on perculiar allowances. So benching the ippis thing on my response on perculiar allowances gives you away. ASUU and some of us have taken turns to write on the Ippis issue hence expanding the issue here again is totally unnecessary. We have articulated our issues against ippis; some are have manifested in the February and March salaries.

Again you comparing the UK sabatical thing further expose your ignorance. Are you aware that some non-teaching staff on ippis were not paid. Feb/March salaries. On another level, I hope you know even the difference between a public servant and civil servant. Apparently, from your argument you don’t know. Everyone in Govt circle is not a civil servant. Even at that, there are stakeholders in every sector, everything doesn’t start and end with government. Unions are stakeholders in government circles (learn more on unions and interest groups). I don’t know who you work for but I was employed under the laws establishing federal universities and regulations of governing council of my university which was stated in my appointment letter.
Just like many, your next line might be why not generate your salary. Government made it impossible. Higher Education is almost free in Nigeria, unlike in your UK. There is a subsidy on tertiary education hence govt takes care of salaries. Once again, I’m not a civil servant and cannot be bundled as one. Infact one of the issues at stake with ippis is the issue of autonomy of universities and their councils under this ippis which I don’t want to restate again.
Police and other similar agencies you tagged “Special MDAs” were wrongly bundled into ippis but nobody to fight for them. If ippis is for civil servants, then police etc have no business there. If it is meant for public servants, then let’s amend the laws up from salaries commission and drag everyone in including Mr. President, staff of CBN, FIRS and NNPC that were exempted from ippis.

From my experience in the UK, academics don’t earn peanuts and are not forced to enroll in a central payment system like Ippis neither are they civil servants. Professors in UK earn above 100k pounds annually whereas their Nigerian counterparts take home less than 20k dollars despite the harsh working conditions.

Hope you are aware that the 2009 agreement states that proffesors will earn the equivalence of 4K dollars monthly. Today profs. take home less than 1500 dollars dues to exchange rate wahala. The benchmark of 4K dollars then was to attract foreign scholars. My colleagues rush to UK etc for sabbatical but we can’t attract any to Nigeria atleast for exchange of ideas. Today government wants to destroy all the Memorandum of Understanding/Agreement/Actions signed with Ippis.
No doubt there is huge corruption in the system, ippis is not the solution as it’s creating huge problem which is like rubbing Peter to pay Paul. ASUU as a responsible stakeholder is developing an alternative known as NUTAS( Nigerian Universities Transparency And Accountability system) free of any charge. This is unlike the ippis where government pays hundreds of billions to the contractors to maintain. This NUTAS will be domiciled in our institutions with a desk officer sent by ippis OAGF. There are “claims” that ippis office inserts names in university payroll who are not staff of the universities. A staff of my bursary unit told me that some of payslips of February sent to my university were not staff of the university. They were quickly retrieved.

It’s jargon to you because you couldn’t comprehend. Wonder why you jumped into what is above your reasoning. Even when your comment that tagged lecturers as civil servants is here. You’re denying. Learn to quote properly so we know where your nonsense starts.
