The reason I avoid arguing with people who are not aware of issues is because of unregimented argument such as this.
What was the issue? MDAs lost some allowances when they joined IPPIS. Then I articulated the reasons why those allowances perculiar to universities should be restored. Publishing in a reputable journal is not less than 35k amongst other issues I raised.

Now to the issues you raised, the issue wasn’t about the need to sustain or reject ippis but based on perculiar allowances. So benching the ippis thing on my response on perculiar allowances gives you away. ASUU and some of us have taken turns to write on the Ippis issue hence expanding the issue here again is totally unnecessary. We have articulated our issues against ippis; some are have manifested in the February and March salaries.

Again you comparing the UK sabatical thing further expose your ignorance. Are you aware that some non-teaching staff on sabbatical were not paid Feb/March salaries. On another level, I hope you even know the difference between a public servant and civil servant. Apparently, from your argument you don’t know. Everyone in Govt circle is not a civil servant. Even at that, there are stakeholders in every sector, everything doesn’t start and end with government. Unions are stakeholders in government circles (learn more on unions and interest groups). I don’t know who you work for but I was employed under the laws establishing federal universities and regulations of governing council of my university which was stated on my appointment letter.
Just like many, your next line might be why not generate your salary. Government made it impossible. Higher Education is almost free in Nigeria, unlike in your UK. There is a subsidy on tertiary education hence govt takes care of salaries. Once again, I’m not a civil servant and cannot be bundled as one. Infact one of the issues at stake with ippis is the issue of autonomy of universities and their councils under this ippis which I don’t want to restate again.
Police and other similar agencies you tagged “Special MDAs” were wrongly bundled into ippis but nobody to fight for them. If ippis is for civil servants, then police etc have no business there. If it is meant for public servants, then let’s amend the laws up from salaries commission and drag everyone in including Mr. President, staff of CBN, FIRS and NNPC that were exempted from ippis.

From my experience in the UK, academics don’t earn peanuts and are not forced to enroll in a central payment system like Ippis neither are they civil servants. Professors in UK earn above 100k pounds annually whereas their Nigerian counterparts take home less than 20k dollars despite the harsh working conditions.

Hope you are aware that the 2009 agreement states that proffesors will earn the equivalence of 4K dollars monthly. Today profs. take home less than 1500 dollars dues to exchange rate wahala. The benchmark of 4K dollars then was to attract foreign scholars. My colleagues rush to UK etc for sabbatical but we can’t attract any to Nigeria atleast for exchange of ideas. Today government wants to destroy all the Memorandum of Understanding/Agreement/Actions signed with Ippis.
No doubt there is huge corruption in the system, ippis is not the solution as it’s creating huge problem which is like rubbing Peter to pay Paul. ASUU as a responsible stakeholder is developing an alternative known as NUTAS( Nigerian Universities Transparency And Accountability system) free of any charge. This is unlike the ippis where government pays hundreds of billions to the contractors to maintain. This NUTAS will be domiciled in our institutions with a desk officer sent by ippis OAGF. There are “claims” that ippis office inserts names in university payroll who are not staff of the universities. A staff of my bursary unit told me that some of payslips of February sent to my university were not staff of the university. They were quickly retrieved.

Whether strike or not, those deductions are the same across all mdas under ippis. I know lots of agencies who had allowances removed when they joined ippis until approval was sort for salary and wages commission.

The Federal Government has directed all Tertiary Institutions in the country to resume Academic Session by organising online teaching for Students.
The Minister of Education, Mallam Adamu Adamu gave the directive on Thursday during an opened talks with 237 Vice Chancellors, Rectors and Provosts on how to reopen using virtual learning.
All Institutions have been shut for almost 2 weeks now to prevent the spread of Coronavirus pandemic in the country.
Unsure of how soon the Coronavirus pandemic will end, the minister directed all universities, polytechnics and colleges of education to activate virtual learning environment to enable students continue their studies through digital devices.
He noted that, although the Academic Staff Union of Universities (ASUU) is on strike, government will do its best to resolve the labour crisis.
Adamu, in a teleconference meeting which lasted four and half hours with the Vice Chancellors and other heads of tertiary institutions from his home in Abuja, maintained that the Federal Government, cannot afford to shut schools for a long time.
He said he called the meeting to find solutions to the challenges posed to the nation’s school calendar by Coronavirus Disease (COVID-19).
In agreement with the new directive, most Vice Chancellors of private universities who were at the meting, embraced the idea and expressed readiness to reopen because they claimed that they have top grade virtual learning system.
Those physically present with the minister were the Executive Secretary of the National Universities Commission (NUC), Prof. Abubakar Rasheed; the Executive Secretary of the National Board for Technical Education, Dr. Masa’udu Adamu Kazaure; the Executive Secretary of the Universal Basic Education Commission, Dr. Hamid Bobboyi; and the Registrar of the Joint Admissions and Matriculation Board (JAMB), Prof. Ishaq Oloyede among others.
Disclosing that he tested negative to Coronavirus at the session, Adamu said: “We cannot be held down by COVID-19, we have to deploy all e-platforms to keep our universities, polytechnics, colleges of education and other schools open.
“COVID-19 has changed everybody. I am pleading with you to device alternative ways make sure the education of our children will not stop. We have to create virtual learning environment.
“This is the second meeting I am having. All I want is that we should fully engage our students. We are already speaking with the World Bank and UNICEF on how to create platforms for virtual learning classrooms.
“We need to take advantage of technology like the case in other parts of the world. We cannot shut down all schools when we have other means to teach our students.”
Responding to a question, the Minister said: “As for the strike action, we will try to resolve issues with ASUU to have synergy.
“But the private universities that are not on strike can start with virtual learning while we are finding solutions to issues between the Federal Government and ASUU.”
Although a Vice Chancellor of a second generation university said “the e-platforms cannot replace face-to-face contacts with students,” the Minister said: “This is a period we have to make use of the platforms available, we cannot keep students at home.”
He also asked the Universal Basic Education Commission (UBEC) to work out modalities on how primary school pupils and secondary students could learn by using radio and television stations.
“We will work out how we can involve state governments to use radio and television stations.
At the session, most of the Vice Chancellors of private universities were excited by the prospect of reopening.
They all admitted that they have “top grade virtual learning system.”
A Vice Chancellor of a private university said: “Hon. Minister, you can see why it is necessary to amend the Tertiary Education Trust Fund (TETFund) Act to enable private universities to benefit from intervention funds.
“Other than complying with the directive of the Federal Government, we did not see any reason for closing private universities because we have efficient virtual learning environment.”
Vice Chancellor of Federal University, Dutse, Prof. Fatima Bature, said: “We are very strong in virtual learning, we are set for it.”
It was not immediately clear when the reopening of varsities online will begin.

For you, lecturers are not the problem! Well, news flash! They're the major problem in our education system! As an academic, how many inventions have you made? How many unplagiarised work with meaningful impact on the Nigerian society have you written? Our 'researchers couldn't even research about how to create locally made masks, let alone find a cure for the current pandemic! If you ask me, majority of Nigerian lecturers are empty brains with very little knowledge to impact. I work in an academic environment and I see the rot academics create. The number of girls they sodomize. The uncountable number of 'sorting' they sanction. The wickedness they met out to those that refuse or are incapacitated to 'comply'. I see the number of bright minds they made depressed.

You lots are worse! Stop the blame game! We're all in this together. Every facet of our national life is affected by this malaise called 'corruption'. The earlier we tackle it collectively without looking for whom to blame, the better for all of us. Even with all the fundings in this world, corruption won't allow us develop. I stopped reading reading after your description of lecturers in your institution because I know better to engage you in a senseless teaching / non teaching war going on in our institutions.
Obviously comprehension could be rocket science for some, i apportioned blame to everyone. I stated that our inability to attract foreign funding is a problem. By that, I meant academics as non teaching staff don’t engage in projects except the technologists.

How many Nigerians can afford 800k fees for private institutions. How many private tertiary institutions can employ full time staff, promote them and pay their full entitlements. Most of them rely on lecturers from public institutions.
Government subsidized education in Nigeria, so they should be ready to fund institutions.
My concern for tertiary institutions is their inability to source for foreign funding for projects and poor IGR despite the huge population in our campuses.
Governing councils employ just to favour family and friends not because their is vacancy. 5 staff are lined up to do what a staff should do in sane societies.
If you are a staff of any tertiary institution, apparently you are one of the problems we have in the system. You are not there to solve a problem but for employment sake and “FEEL” vacancy.

Use your brain brother. Has FG ever honoured any agreement before? Giving ASUU 18 months to code UTAS should have given you enough red flags about FG's true intentions already. FG just want ASUU off her neck for now. When ASUU realizes it and goes on another strike in, let's say 1 year's time, FG will call for another meeting and reach another agreement with them. By that time, Buhari's tenure will elapsed and a new government will start deliberations afresh .

Wait for your EAA first. That's the first thing that will convince you that FG has and will never be sincere.

FG asked ASUU for concrete timeline. ASUU proposed 18 months. The 18 months was proposed by ASUU and not FG.
EAA is coming. Even if I have not been paid, I’m happy with the progress made so far.

Today, I attended ASUU Congress in my university. Our leaders briefed us on the outcome of the meeting with Govt.
1) Government have agreed to accept UTAS in principle. ASUU was given 18 months to properly code the UTAS for proper utilization. In the meantime ASUU members will be paid from the old system with new minimum wage.
2) Earned academic allowances will be paid soon. Lecturers were told to compute EAA for 2018 and 2019 which will feature in the 2021 budget and streamlined into monthly salaries
3 ) we were told that technologists have lost their 30k hazard allawee. Our vice chancellor and principal officers lost 50 percent of their pay after they enrolled.

I can vividly remember some SSANU and NaSU members in my university rejoiced at Ippis. They said that it will stop the unnecessary withdrawals from their salaries. Yesterday I took turns to call them, however non of them answered my calls. nAsu should stop the unnecessary rivalry with ASUU and work with ASUU for the welfare of the university community. The outcome of this charade will be ASUU will be paid by UTAS domesticated in the universities while nasu will carry mat to Abuja every month to cry. I’m proud of ASUU although we have not been paid.
