Which traditional ruler in Nigeria does not pledge allegiance to the government of the state? Do you know that the governor can depose the Oba or have his influence reduced or forfiet his support(mostly financial) from the government. The Oba's statement does not translate to support for APC like you think but for support of the government of the day led by Adams Oshiomole just like every traditional ruler must support whoever is the governor and the his government.
