OPEN LETTER TO MR. PRESIDENT, MUHAMMADU BUHARI BY CONCERNED NIGERIAN GRADUATES ON THE ONGOINGS OF DPR RECRUITMENT 2016 BY DPR MANAGEMENT IN THE SELECTIVE RELEASE OF APPOINTMENT LETTERS IN A MANNER LACKING FAIRNESS, TRANSPARENCY AND SUGGESTIVE OF NEPOTISM.

Your Excellency Sir,

Firstly, we want to congratulate you on picking APC’s presidential ticket, we hope this success which is not based on personal frivolity or the thought of amassing personal gain but deep sense of commitment to making a difference in the lives of our people will be the spirit we can beckon upon to aid us in our cause. We are hopeful that we have a leader who would champion a clarion call to all Nigerians and people in authority to do the right thing, be it carrying their day-to-day responsibilities with integrity to fight and stamp out the scourge of corruption or the conduction and successful conclusion of free and fair recruitment exercises by government parastatals, which is the subject of our protest as we draw attention to this anomaly that needs to be addressed.

Mr. President, to better understand our trivial, we would have to narrate the whole DPR recruitment journey. On 25th of October 2016, Department of Petroleum Resources advertised vacancies for Experienced Hires and Graduate Trainee positions. The minimum class of degree to qualify for this recruitment process was a second class lower division and according to DPR’s website the official mode of communication was through candidates’ portals. Sometime in July 2017, we received test invite via our portals; some also received email/sms notifying them to check their portal. Over 40,000 young, bright and promising Nigerian youths sat for the DPR's recruitment test in various locations across the country having met the stipulated recruitment criteria. Many of these young chaps had to pass through a lot of rigors in order to write this test. Many of the candidates had to embark on harrowing journeys on the death traps we call inter-state roads. Others traveled from various parts of the world on personally funded flights.

On getting to the test venues, In their hordes these hopeful Nigerian youths bore the infernal heat of the sun, as they waited for the officials of the DPR and Snapnet Limited, nothing could better define the enthusiasm of these young ones than the arrival of a newly wedded bride still dressed resplendently in her wedding gown making her way through the crowd to "secure her future". Despite these inconveniences, over 4,000 candidates passed the test and were invited for interviews in December 2017. A good number of the candidates missed their interview because they didn’t receive any official email and sms communication informing them to check their portal after months of no correspondence from DPR. Many testified to being lucky to have been informed to check their portals through their fellow candidates via social media platforms especially Nairaland; an online public forum. Getting to the interview filled us with immerse hope for our country Nigeria, something was finally working right we thought. The last batch of successful candidates were interviewed at the various geographical Nigeria across Nigeria, in a time when the security situation of Nigeria could best be described as tenuous, owing to the endless political violence that were becoming rife. Once again, optimistic Nigerians made the trip to the specified locations across lands and oceans at personal expense.

Fast forward to June 2018, we got wind that the journey of almost two years would roll to its conclusion. Then it first started as rumors, that without a political connection or the backing of an influential sponsor getting an appointment letter from DPR was a mirage. We waved off such rumors holding on to our faith that the recruitment would end with the same integrity and transparency it started under the leadership of Mr. Ahmad Rufai Shakur; Head, Corporate Services. However our profound faith was misplaced as we were awaken by the rude shock of distribution of appointment letters outside the use of portal updates. DPR started contacting “special candidates” through phone calls, which was unusual considering the mode of communication during the first 2 stages of the recruitment was through the portal. These special candidates have collect their appointment letters and they have since resumed at their various locations with yet no official communication through the portal to the merit candidates, who were successful in both test and interview conducted. Some of these special candidates confessed to have had strings pull on their behalf, while the rest disappeared leaving us to our fate. From senatorial connections to slots being allotted to present and past management staff of DPR, who apart from receiving huge remunerations average Nigerians can only dream of also covert the organization’s employment slots as part of their entitlement.

Hopefuls are increasingly wary, because the conspiracy of silence on this process forebodes ominous signals as was the case with the 2008 and 2012 recruitment. Unlike 2008 recruitment which was ingloriously swept under the carpet, 2012 recruitment was savaged with the aid of a newspaper publication such as this. The questions that keep begging for answers are: What offense did the common Nigerian youth commit? Is there any hope for the son and daughters of the common man that are working hard to rise above the factors in their environment mitigating their success? What then is stopping the release of appointment letters to successful interviewees of the common folks? Should we just accept that employment in government parastatals is now reserved for the politically connected, rich and powerful?

Department of the Petroleum Resources (DPR) have decided to play the ostrich concerning the recruitment of a few deserving Nigerian youths, whereas in this nation, billions of naira have gone into sustaining the avarice of a few. It needs some reiteration that it is the career of hardworking, deserving young Nigerians that is being toyed with by a privileged few. Mr President, Ministers and top management staff of these organizations should remember that “those whose nuts were cracked by benevolent spirits are morally obliged to others”. It is also worthy of note that increased personnel costs were defended by Department of Petroleum Resources at the Senate defense hearing. The Director of the DPR, Mr Mordecai Dantani Baba Ladan confirmed the department was to recruit 700 staff. It is however surprising therefore that months after this promise, numerous sons and daughters of the privileged and highly placed in the government and society have been employed; while the sons and daughters of the common man have been treated with uttermost disdain. Numerous slots have been traded based on entitlement while the hard-work of the common Nigerian youth was looked down upon and scoffed at. What kind of future is there for this regulatory body where employment slots are given on a platter of gold to the children of the privileged while brilliant minds are ignored just because they have no political connection or an influential sponsor?

We advocate for fairness, goodwill and the successful conclusion of this process, otherwise will call to question the genuineness of Mr. President’s change agenda and fight against corruption, which most of the hopefuls bought and gave him their votes for. It is unjust that in this nation, a cabal of few persons who brought this nation down on her knees still runs amok, whereas the employment of a few hundred youths have become a matter of contention. So far, the hopefuls have remained calm. We are gentlemen and ladies in the very sense of it; we are responsible professionals/would be professionals, but there is a point to which we can suffer the evil in the land.

We therefore wish to by this medium call on your attention Mr. President and all relevant stakeholders of government to this menace. We do not intend to castigate anybody by this letter but we expect the right thing to be done, which by our plea is that the remaining candidates who merited this job be immediately contacted to collect their appointment letters; putting an end to this deliberate delay so as to avoid any scenario that may lead to the cancellation of this recruitment or further manipulations that will favor more “special candidates” under the guise of doing the right thing.

It is our hope that Mr President, you will lend a listening ear to our plea, by looking into a speedy conclusion of this long-running recruitment process in favour of successful candidates of the common men and women of our country and invite them for training in the spirit of Mr. President’s transformation agenda and job creation for the Nigerian youth.
We appreciate the involvement of media and civil society in our cause as an injustice against the Nigerian youth is one against the Nation's future.
