Lasu Students Angry As Fashola Increases Fees From N25,000 To N250,000

STUDENTS of the Lagos State University (LASU) yesterday protested the recent increment in school fees from N25,000 to N250,000 per session by Governor Babatunde Fashola. The aggrieved students, who bore placards such as “Fashola, You are wicked; Reduce our school fees now”, paralysed commercial activities at the Lagos Television (LTV) when they stormed the area. Speaking to journalists, President of the Students Union Government (SUG), Akeem Olalekan, said  the purpose of protesting to the television house was to draw the attention of Lagos residents to the recent increase in the school fees by the state government.

“When the government increased the school fees in the past, it argued that it was to upgrade the facilities in the school. Then, the fee was increased from N250 to N25,000. At present, it is a new season and government has just increased it to N250,000. We all know that in Fashola’s manifesto, he promised to give qualitative education to the masses but with the new increment, it shows that the Lagos State government is not bothered by the plight of the less privileged people who are about 70 per cent across the metropolis.”

Olalekan challenged the morality behind the increment, stressing that the government had so far failed in the previous policies to provide adequate facilities for the institution.

“The university still lacks standard library, health centre, good road and modern educational facilities,” he said.

One of the students, who desired anonymity, described the increment as an idea to take away education from children of common men, saying that the policy is meant for children of the elite.

Meanwhile, the House of Assembly had summoned the university authority, including various unions and the SUG president. The protesting students appealed to the citizens to intervene in the increment, describing it as unjust, wicked and unfair to the poor students.

The allegations in the e-media that President Goodluck Jonathan, Attorney-General of the Federation, Mr. Mohammed Adoke (SAN) took bribes in kind to influence the sale of a NITEL property in Abuja has generated sharp reactions.
The first of the disclaimers to the story is from an independent investigative group - Truth Alliance, acting in defence of Mr. President, the AGF and others indicted by the story.

The next reffutal is from the Central Bank of Nigeria, which was also mentioned in the story as party to the alleged shady deal that attended the property sale. The CBN is actually the buyer of the property in question, while the story alleged that the AGF got two buildings in Abuja as inducement for the transaction.

The CBN Head of Corporate Communication, M. M. Abdullahi in a reaction noted that: “We wish to also categorically state that while the president approved the idea of having a Conference Centre in Nigeria, President Goodluck Jonathan and the Attorney General of the Federation, Mohammed Adoke, had nothing to do with the transaction at any point in time and neither of them introduced the property owner to the CBN.

“The CBN wishes to reiterate that transparency and due diligence were exercised in the course of the execution of the transaction which was considered to be in the best interest of the nation.” Investigations, however, have revealed that one of the properties said to have been given to Adoke as bribe for the land deal, located on Gana Street near the Hilton Hotel Abuja actually belongs to an oil firm owned by a Kogi State businessman.

The bribery allegation curiously came days after the attorney general had disclosed that cross border flow of the global proceeds from criminal activities was estimated to be about N240 trillion (USD 1.6 trillion) annually. The online publication had alleged that a certain Abubakar Aliyu, a property developer in Abuja, gave bribes to public officials when the late President Umar Yar’Adua was in power to buy a government-owned land and that the businessman also compromised government officials in the President Goodluck Jonathan administration to sell the choice land years later at a huge profit to the Central Bank of Nigeria (CBN) which plans to build a conference centre there.

The publication further alleged that: “Several officials involved in the deal, including President Jonathan, received a share of the loot.” Adoke who observed that this amount came from “particularly corruption and economic crimes” had made the revelation at a workshop on stolen assets’ recovery and management of the proceeds of crime organised by the Federal Ministry of Justice in collaboration with Justice for All and International Centre for Asset Recovery. He had lamented that half of this amount was looted from developing and transition economies, adding that $20-40 billion of this inflow originated in bribes to public officials.

Describing the allegation as irresponsible, Mr. Paul Omeogor of the Truth Alliance said the timing of the accusation, particularly against the attorney general, was suspicious. Omeogor whose group is a keen follower of activities in the anti-corruption corridor and indeed an observer at the workshop on “stolen assets’ recovery” said the target of the allegation against the president and the attorney general was obviously to manipulate public opinion at a time the anti-corruption war was beginning to gather momentum.

“I find it curious,” he said, “that somebody is throwing dirt just when the mechanism of the corruption war was being bolstered and the process strengthened. Anyone can see from the recent arraignment by the Economic and Financial Crimes Commission (EFCC) of four former governors that there is a sharp departure from what we were used to; it is no longer a case of going through the motion, charging former public office holders to court, granting them bail and the whole process is put to sleep. The seriousness demonstrated so far remains unprecedented and it is a credit to the reforms by the attorney general who is the obvious target of these detractors.”

He said much as almost every NITEL transaction had remained controversial beginning with many botched privatisation efforts, the land was sold during the Yar’Adua administration when Adoke was not yet the attorney general. He described it as wicked suggestions that the property developer got a good bargain from the CBN because he and the attorney general were from Kogi State.

The Truth Alliance campaigner warned that the land story was an obvious attempt to ambush the justice minister who he said had articulated plan for reforms in the justice sector for improved institutional mandates and anti-corruption institutions in the context of efficient justice delivery and accountability. Investigations further revealed that the NITEL land which had an uncompleted building on it was more or less an abandoned project before it was sold.

According to Mr. Ola Muyideen, an Abuja-based property lawyer familiar with sale of government properties under the monetisation policy, the uncompleted building project was somewhat jinxed having been initiated by NITEL under the General Sani Abacha regime. He said: “Just as the botched privatization of NITEL it would appear anyone who touches anything NITEL even with a long pole cannot go unscathed. Before Abubakar Aliyu bought the land, the property was abandoned by successive administrations from Abacha to Abdulsalami to eight years of Obasanjo to Yar’Adua.

THE House of Representatives, on Wednesday, threw its weight behind a bill that seeks to overhaul the headship of the Economic and Financial Crimes Commission (EFCC)

by making only retired judicial officers from the Supreme Court or the Court of Appeal, to head the commission. The bill also plans to outlaw anonymous whistle-blowing.

This followed the passage for the second reading of a bill for an act to amend the EFCC Act, Cap. E1 LFN 2004 and for other related matters, sponsored by Honourable Bassey Ewa.

If the amendments scale through, Mrs Farida Waziri, a retired Assistant Inspector General of Police and current chairman of the EFCC, will be unqualified to continue as the commission’s boss, while the new investigation unit being proposed in the amendments to be headed by a retired Assistant Inspector General of Police.

He argued that allowing a senior police officer to head the investigation unit of the EFCC would provide a direction for the commission in terms of charges to be preferred against an accused.

Introducing the bill, Honourable Ewa said appointing retired justices as head of the anti-corruption agency would give it the desired clear-headedness to carry out its responsibilities, without necessarily allowing itself to be used for political witch-hunting.

The two amendments, according to him, were needed to reposition a commission that had increasingly turned to a political tool against perceived enemies in recent times.

Other lawmakers, while contributing to the amendment, criticised the commission under Mrs Waziri and equally argued that accommodating anonymous petitions violated the Evidence Act, which requires a petitioner to be identified and placed as a witness.

In his contribution, Honourable Kamil Akinlabi said the EFCC, as currently constituted, “has become a tool for political witch-hunt,” adding that appointing a retired justice of the Supreme Court or the Court of Appeal to head it would bring about the necessary sanity and insulate it from undue interference.

Honourable Emmanuel Jime, on his part, called for a total overhaul of the corruption fighting agencies in the country, adding that “we may have to look at the possibility of joining the EFCC and the ICPC for greater efficiency.”

Honourable Bimbo Daramola cautioned that rather than laying emphasis on the leadership of institutions, “we should work towards strengthening the institutions, so that even if somebody comes into office with a wrong mentality, the law would ensure that he does not deviate. We can tighten the law to prevent people from using the laws to witch-hunt opponents.”

The bill was, however, referred to the House Committees on Drugs, Narcotics, Financial Crimes and Justice for further legislative input.

Meanwhile, Governor Rotimi Amaechi of Rivers State has decried the practice whereby all former public office holders, especially governors, are being taken to the EFCC.

He said his personal view was that the EFCC was unduly targeting the governors, who, he said, only control 26 per cent of the nation’s resources.

According to him, the commission would do better in the fight against corruption if it focuses on 100 per cent of the revenue or, at best, the level of government that controls the lion’s share.

“I am speaking as Amaechi. I am worried that you finish serving your people, then they invite you to EFCC just to rubbish a governor. Nobody takes into account the services that you have rendered.

“Everybody just believes that once you are a governor, you are stealing public money. Some of us have joined to propagate the theory by the Edo State governor that if your child sits for an exam and if he scores 52 per cent, what has he done? Passed. If he scores 26 per cent, what has he done? Failed!

“So, if the EFCC is serious about fighting corruption, they should focus on the 52 per cent and once they can stop corruption in the 52 per cent, then they have passed. Even if they stop corruption in the 26 per cent they have not passed!”

In another development, the House of Representatives, on Wednesday, raised a panel to investigate the alleged shoddy merger and acquisition of Intercontinental Bank Plc by Access Bank Plc and, as well, reviewed the role played by the Asset Management Company of Nigeria (AMCON) in the process.

The Speaker, Honourable Aminu Tambuwal directed the panel “to investigate the acquisition of Intercontinental Bank Plc and the roles played by the AMCON, Access Bank and the interface of the management team of Intercontinental Bank Plc in the entire process, as well as the involvement of United Alliance Company, a business concern allegedly owned by a director of Access Bank, and report back to the House within two weeks.”

The resolution to probe the acquisition and merger of the Intercontinental Bank and Access Bank was sequel to a motion brought before the House by Honourable Yacoob Alebiosu.

Presenting the motion before the House, Honour-able Alebiosu said “that carefully thought-out reform plan and consolidation policy is essential to the future stability and growth of the Nigeria economy,” adding that “mergers and acquisitions are critical components of a working reform policy in any economy and the driving force of economic re-engineering process”.

According to him, “for the mergers and acquisitions being implemented in the banking sector to positively impact the economy, they must not only be seen to be devoid of underhand deals, but must conform to the international best practices and statutes, adhering to integrity test, in order to prevent the avoidable mistakes of the past.”

The motion, he said, was necessary to safeguard the interests of the stakeholders of the bank.

The National Drug Law Enforcement Agency has impounded a Hilux vehicle belonging to the Ondo State Government allegedly used in conveying 316.65kg of dried weeds found to be Indian hemp.

The vehicle was impounded on the Lagos-Ibadan Expressway after it was found to be carrying several sacks of the illicit drug valued at N1.1m.

The vehicle’s driver, Taofeeq Olabode, 31, was arrested with two other occupants of the vehicle, Mrs. Rose Ossai, 39, and Mrs. Grace Adejo, 40, on their way to Lagos from Owo in Ondo State.

PUNCH METRO learnt that the suspects were alleged members of a gang, which specialises in Indian hemp trafficking across the country.

The NDLEA Lagos State Commander, Mr. Aliyu Sule, said the female suspects were believed to be the brains behind Indian hemp trafficking, while two male drivers with the Ondo State Government smuggled it from Owo in Ondo State and distribute in Lagos.

"This group made up of women cannabis merchants and two drivers, specialises in inter-state distribution of cannabis. They operate cleverly and smoothly using official vehicles as a cover. We got the information and have been working hard to arrest them," Aliyu stated.

The commander, who said the agency would ensure that Lagos was a drug-free state, added that another driver and two other women, who were members of the group but currently at large, were being hunted by officials of the command.

The NDLEA spokesman, Mr. Mitchell Ofoyeju, who said the suspects were apprehended last week, noted that the campaign for the eradication of illicit drugs from the state was yielding positive results.

"The suspects met their waterloo last week and we are already investigating their involvement in the criminal act based on their confessional statements," Ofoyeju said.

PUNCH METRO learnt that Taofeeq Olabode, a native of Akure in Ondo State, is a driver with the Ondo State Government.

In his statement, he explained that his colleague, Ogidan Kayode, who is the official driver of the impounded vehicle, involved him in the illicit trade.

Olabode said, "My daughter was sick and I needed N6,000 for her treatment. I met my colleague, Ogidan Kayode, for help and he promised to assist me.

"He later drove his official vehicle to my house in Akure and told me to convey the cannabis from Owo to Lagos. That was how I got involved. All I wanted was to take care of my sick child but unfortunately, we were arrested."

Ofoyeju said the other two suspects who are based in Lagos, were allegedly involved in cannabis sales and distribution in the state.

One of the female suspects, Ossai, who hails from Ndokwa West Area of Delta State, but resides in Lagos, said she was new in the business.

"I was told that there is much profit in hemp sales. I got into the trade because I needed to pay my rents. I am a divorcee with four children. I sell kerosene and drinks. I beg for pardon in the interest of my children and because this is my very first time," Ossai lamented.

Adejo, a widow with two children, who also pleaded for mercy, attributed her involvement to poverty, adding that she regretted her action.

She said,"I am a widow with two children. This is my second trip to Owo to buy cannabis. I have realised my mistake and pray for mercy because of my children.

"I used to sell clothes in Jos to sustain my family after the death of my husband. Unfortunately, I lost my shop and everything to the Jos crisis and I relocated to Lagos where I was lured into cannabis trade."

Ofoyeju said the matter was still being investigated, adding that as soon as the investigation was concluded, the suspects would be charged to court.

The Chairman of the NDLEA, Alhaji. Ahmadu Giade, said the use of official vehicle belonging to a state government was an indication of the desperation of drug barons.

A statement by Ofoyeju quoted Giade as saying, "This is worrisome because these are mothers with children distributing cannabis to other children. I urge members of the public to report suspected cases of drug trafficking to the agency.

"The consequences of these drugs on the society are grave. Drug barons are constantly looking for who they will engage in their illicit trade and it is wisdom not to yield to their deception."

THE Independent National Electoral Commission (INEC) has uncovered the theft of some Direct Data Capture Machines (DDCMs), Internal Hard Disks (HDDs) and computer batteries in the Central Store of its Lagos State office. According to the Commission, a total of 1,388 DDCMs have been discovered missing, 2,986 other DDCMs have their Internal Hard Disks stolen, while 644 DDCM batteries are missing.

A statement from Mr. Kayode Idowu, Chief Press Secretary to the INEC Chairman, Prof. Attahiru Jega, stated that a total of 9,450 DDCMs were allocated to Lagos State for the voter registration in January/February, this year. Out of the number were recorded the stolen ones.

Idowu stated: “Indications of the theft were first noticed on October 16, 2011, while the quantity of items involved was determined through an in-house audit concluded on October 24, 2011. Considering the volume, the theft might have taken place unnoticed over a slightly drawn-out period. The incident has been reported to security agencies for investigation and apprehension of the culprits, as well as possible recovery of the stolen items.

“INEC is making this unfortunate incident public in line with its principle of transparency and resolve to be upfront with the public on issues pertaining to its operations. The Commission, hereby, allays all fears over the safety of data gathered with the stolen items, as these data remain secure in its data bank. The Hard Disks have secure back-ups. Besides, all the data have been integrated in the Lagos State INEC servers as well as the servers at the national level.

“While investigations by the security agencies are on-going, the ICT-procuring public is urged to be on the lookout for computers, hard disks and batteries with imprints indicating that they could be stolen items being offered for sale.

“The Commission hereby restates its profound appreciation of the understanding and patriotic support of all Nigerians”.

THE Peoples Democratic Party (PDP) and the Action Congress of Nigeria (ACN) are now trading words over the local government election which was held last Saturday in Lagos State, with both sides accusing and blaming each other.

The PDP accused the ACN of standing truth on its head over the local government election.

A statement issued by the national vice chairman (South-West) of the PDP, Alhaji Tajudeen Oladipo, on Tuesday, blasted the ACN for allegedly attempting to rationalise the subversion of the electoral wish of the people of Lagos State.

The statement was in reaction to a statement by the national publicity secretary of the ACN, Alhaji Lai Mohammed, in which he accused the PDP of subverting democracy in Lagos State.

“The ACN can never change from its crooked ways. After carrying out an open act of electoral robbery, it now turns round to blame the victim of the electoral heist of subversion. That tactic may have worked in the past but it cannot work now that ACN, in its greed, stole more than enough for the whole world to discover its true colour.

“ With the open robbery carried out in that election, Nigerians are now asking whether it was in like manner the ACN governors in Lagos, Ogun and Oyo secured their victories in the April elections.

“We advise leaders of the ACN to bury their heads in perpetual shame. There is always an end to everything under the sun. The end of the hypocrisy of the ACN has come," the PDP said.

Meanwhile, the ACN also accused the PDP-led Federal Government of using the security agencies to subvert democracy in Lagos State, saying the Federal Government must be held responsible for the alleged premeditated crisis trailing the local government election in the state.

Alhaji Mohammed, in a statement, said it was obvious that the highest echelons of the presidency and the police colluded to destabilise what was ordinarily a peaceful and well organised election, just to serve the anti-democratic interests of the PDP state.

''Efforts were made to drag other security agencies into the mix in a desperate attempt to concoct an undeserved victory for a party that is almost non-existent in Lagos State. But the power of the people, exercised through their votes, won the day, to the chagrin of the anarchists, who are now crying blue murder,'' it said.

The ACN wondered why the police would give a special protection to someone, who was not even a candidate in the election and the government would attempt to contract a mercenary group in the State Security Service (SSS) outside the established authority of the agency just to give victory to a supposedly strong PDP candidate at all costs.

''The meddlesome action of the presidency and the irresponsible and gross partisanship of the police led to the situation in which hired PDP thugs occupied the secretariat of the Ikoyi/Obalende council and declared victory for the PDP, even when the result was yet to be announced.

“The ignominious role of the security agencies emboldened the PDP thugs to chase away officials of LASIEC, who had to relocate to a safer place to collate and announce the result. The questions to be asked, therefore, is: what is the business of the Federal Government with local government election?

“'Why was it so desperate as to enlist the support of the Inspector General of Police and a mercenary group in the SSS to subvert the elections in Lagos? Does this not constitute an abuse of federalism? If the elections had been held in a non-ACN state, would the police have given a special protection to anyone, who is not a candidate as it did for a stalwart of the PDP in Lagos State?'’

It said the developments in Lagos at the weekend had strengthened the call for a state police, in line with true federalism.

The ACN said the well-worn argument that state police would be subject to abuse had been debunked by the role of the police in the Lagos State council polls.

Meanwhile, the party has described the criticism of the state council polls by the PDP national publicity secretary, Rufai Alkali, as disingenuous, poorly thought out and badly articulated.

“Is Professor Alkali, by his resort to the use of tired cliches of massive rigging and manipulation of figures, mistaking the ACN for the PDP, a party synonymous with electoral malfeasance? Is the professor justifying the misuse of public funds in deploying police personnel from Abuja to protect a non-candidate in the elections? Can any other party, apart from the PDP, sponsor thugs to take over a council secretariat in any state and chase away electoral officials, even as the police failed to act?” the ACN queried.

It said the reaction of the PDP amounted to sheer hypocrisy, “which is the same reason Nigeria is unravelling before their (PDP) very eyes.

In another development, controversies have continued to trail the announcement of the results of the local government elections in Lagos state.

Members of the PDP in Kosofe Local Government Area of the state, on Tuesday, barricaded the gate leading to the council secretariat, calling for justice.

Also, the PDP described as unconstitutional, the announcement of election results by the chairman, Lagos State Independent Electoral Commission, Justice Abdulfatai Adeyinka.

This is just as a chieftain of the party, Ambassador Musiliu Obanikoro, said he had no faith in election petition tribunal constituted by the state chief judge.

Protesting against the results announced by the LASIEC, members of the PDP, joined by over 100 youths from Kosofe, demanded that the result be released at the party secretariat, as against the LASIEC headquarters.

In a related development, the PDP said he would contest the results of the last Saturday election at the tribunal.

Making this known, its state chairman, Mr Setonji Koshoedo, said the chairman of the commission had no legal right to announce the results.

“Even if he has to announce, as a retired judge of Lagos State, the LASIEC chairman should not have announced different results, when there are video coverage and documents of announcements of results by the returning officers of the commission,” he said.

Kosheodo said the announced results were gross injustice, unprogressive, undemocratic and a slap on the faces of voters in Lagos.

“Our party won in at least four of the local government areas and in 125 wards that we have the result signed by LASIEC officials and ACN agents in the various polling units,” he said.

The PDP chairman, however, appealed to party supporters and members to remain calm, assuring them that justice would prevail in the end.

However, trouble may be brewing between Nigeria’s Ambassador to Ghana, Senator Obanikoro and the Lagos State governor, Mr Babatunde Fashola, over the elections, as the senator questioned the morality of the governor.

Obanikoro said Fashola had lost the moral right to rule Lagos, for conducting an election that was allegedly flawed in all ramifications, adding that the governor had colluded with his godfather to deny Lagos residents the right to freely choose who would represent them at the local government level.

The ambassador, who spoke at the Lagos State secretariat of the PDP on Tuesday, also accused ACN of planning to kill him.

Meanwhile, Koshoedo has called on Fashola not to inaugurate the winners declared by LASIEC but, instead, sack Justice Adeyinka, for allegedly orchestrating what he called a disgraceful polls.
