Their motive is simple. This is just a delay and distraction tactic to go beyond this month without releasing the ministerial list. This is the President's way of creating an excuse for not keeping with his promise. If the Senate is in disarray, how will he be mandated to produce the list for confirmation by the senate. The President has no ministerial list, and doesn't intend to produce one, period.

Everyone is acting the script the President wants them to play. All this just because of the sinister motives of the President. There is no ministerial list, anywhere.
