Minister may only see a N200 bln line for "Maritime expenses" which includes that N5bln yacht and may not drill further. It is up to every level of the budget process to exercise due diligence before it gets to the top dog. The top dog may only look at Maritime expenses 2022 and see N190bln and Maritime expenses 2023 and see N200bln and satisfy himself that it is inflationary uplift.
