Apple USA can buy an iPhone from an Apple China subsidiary for a ridiculously cheap price of $10, pay $12.50 tariff and still sell iPhone at the current price. Apple China subsidiary will now become extremely loss making, but Apple USA will balance them by paying them extortionate amounts for Intellectual property, Software upgrades etc to put them back in the black.

It is those wholesalers who just buy products from China to resell in USA that will suffer.
