Rockyheight: Though the national elections have come and gone, the joys of victory and the agonies of defeat have been heard, there is no better time than now to X-ray how Professor Attahiru Jega and some of his men performed. If the INEC boss deserves kudos for a job well done, the same cannot be said of Ambassador Rufus Akeju, the Resident Electoral Commissioner of Oyo state. The last national and state elections in the state was a sham to say the least.
To think that one would get anything different from Rufus Akeju than what we got would have been asking too much from a man who has practically sold out whatever integrity he had on the altar of avarice.
Before the elections, major political parties in the state, except the APC, made representations to the INEC chairman on why Akeju should be redeployed from the state. They cited facts and evidence that he was,at a time, a former Personal Assistant to the APC National leader Senator Bola Tinubu and a card-carrying member of the All Progressive Congress.
However, professor Jega refused to budge not minding that similar allegations were made against him in Osun state which a court of law later substantiated. Jega held his ground indicating that the INEC boss might have had other motives in Oyo state rather than free and fair elections.
Today, we have the 2015 elections in Oyo state as the worst ever conducted in the annals of the pacesetter state. An election that was skewed,from the beginning, in favor of a party.
How Akeju and his co-conspirators manage to sleep at night without an iota of guilt should be worthy of study. A deliberate act was embarked upon by the INEC to subvert the will of the people of Oyo state through a fraudulent election.
Aside the shoddy distribution of electoral materials and voting being allowed to run into the night in most places, particularly in the national elections,systematic fraud was executed in the governorship and Houses of Assembly elections that will bring tears to the eyes.
These are acts would have been practically impossible to achieve without the intervention of top INEC officials in Oyo state.
It is sad that the law gives some sort of immunity to INEC officials who are quick to make public, election results that are crooked and ask the aggrieved to go to court.
Should any of the parties involved in the Akeju-supervised charade-labeled-elections go to the election tribunal to challenge the processes and the results of the election, it would be a miracle for some INEC staff not to spend time in jail, with Rufus Akeju leading the Pack.
It is said that some people strengthen society through a purposeful life, the reverse is the case with the Oyo REC. Come to think of it, what can one possibly expect from a man of Akeju's age who goes about with a gold chain around his neck like a love-vendor and a peddler of cheap narcotics ? A man so close to vanity will stop at nothing to sustain his vain life style.
Ambassador Rufus Akeju has truly left a mark everywhere the soles of his feet touch. One thing that distinguishes him from others is his desire to rig elections and subvert the will of the electorate for his paymaster whose boots he licks with so much vigor that one wonders why his Tongue is not black yet.
The truth is that some of the aggrieved will go to the tribunal and the treachery of Rufus Akeju the Oyo state Resident Electoral Commissioner against the people of Oyo state will be exposed.
My utmost wish is for the hijacker of the peoples' will to be joined in the suit with INEC, in his personal capacity, for knowingly manipulating the outcome of the results of the last elections, in favor of his party as evidences abound of his willful betrayal of the mandate entrusted to him to be an impartial umpire.

First and foremost, let me summarize your post on subject matter:
SUMMARY You estimate rightly, that the APC government will need to spend about N1.5trillion annually to be able to pay N5,000 to 25million unemployed persons. You also estimate that the APC government will need to spend about N373billion annually to be able to feed over 35million pupils in our primary schools. Meaning the government will need about N1.9trillion annually to service these Social Programs alone.
You mention rightly that the Federal budget for 2015 is N4.3trillion, with a total recurrent budget of N2.58trillion. You then question where the APC will get the extra N1.9trillion to service those programs.
On The Program for Unemployed My attention has been drawn to the fact that the APC said that due to the huge cost of funding this program, they will phase it over 5years at 5million persons per year. This, therefore, puts the cost at N250billion per year.
On Feeding Primary School Pupils Secondly you estimate that there are around 35million pupils enrolled in our primary schools. That figure, definitely includes private and public secondary schools. You can be sure that the government will only focus their program on public primary school pupils which may not account for more than 20million pupils. In this case, the government will only need about N210billion (i.e. using your N10,667/pupil estimate)
So you see, to service both programs, the government will only require about 450billion as against your estimate of N1.9trillion
On The Budget & How To Fund The Social Programs So, where would the government get this extra money to fund these programs when our total budget is only about N4.3trillion. You will recall that Buhari has said in different fora that he intends to fund his programs from blocking wastages and mismanagement in the system. How does he hope to achieve this?
Now, even by admission of the GEJ government, Nigeria looses about 400k barrels of crude per day through theft/illegal bunkering. At $50/bbl, this translates to $20million/day and around $7.3billion/year. At the current exchange rate of N200/$, this will translate to about N1.46trillion. The federal government share (i.e. 52%) of this figure will be about N760billion.
It might also interest you to note that the NNPC does not remit proceeds of crude oil sales directly to the Federation account until they have finished deciding what to spend and what to remit – thus giving room for all manner of misappropriation and fraud. You can be rest assured that in this government, all sales from crude oil will first and foremost land in the Federation Account and the NNPC will have to present a budget like every other government agency/parastatal. While it is not clear how much can be saved here, I am pretty sure we will be talking about 100s of billions.
The government shall also be more efficient in getting remittances from FIRS, NPA, Nigerian Customs etc to boost government revenue.
So by my estimate, the minimum Nigerian Federal Budget should ideally be in the region of N5.5 – N6trillion annually, thus giving the government enough latitude to do more. I’m sure you will see this starting from the 2016 budget. With a GDP of over $500billion and a population of over 170million, this budget is still too small. To put things in perspective, South Africa has a GDP of about $350billion and a population of about 45million, yet they have an annual budget in excess of N20trillion. Clearly, there are so many loopholes in the Nigerian system, making it difficult to capture most of the accruable revenue to the government.
In summary, I am pretty confident that this government has the credibility and commitment to perform remarkably well. Even if we do not support or trust them, let's atleast give them the benefit of doubt. While I am not a big fan of such Social Programs, I think it is economically feasible.

Obiagelli: Officially, Nigeria exports 2 million barrels of crude oil daily. At the current price of 60 US dollars per barrel, that translates into 120 million US dollars.
120 million x 365day = 43,800,000,000
43 billion dollars @ 60% ( rumoured sharing formula between Nigeria and oil companies)
That means Nigeria makes 25.8 billion dollars annually.
$25.8 billion x 200 naira = 5.1 trillion naira.

If our budget was N4.6 trillion then we have a balance of 5.1 trillion naira that nobody accounts for.

I forgot the FG gets 52% of total income, even at that we have a balance of 0.6 trillion naira which is sufficient for the first stage of the social programs. The APC government has said one of its major income earners is the mining industry.
This plans with financial discipline is very much achievable.
Please note that my analysis is based our major source of income ( oil and taxes), i have not touched other income earnings. OUT of these monies, how much is accrued to states? hv u subtracted state allocation, now tell us hw much is the balance. |
