Pass11: challenges FG on circular on job embargoBy Henry Umoru, ABUJATHE Senate, Wednesday, raised the alarm over what it termed “high scale secret employments” going on the civil service in spite of claims by the Federal Government that it had placed embargo on job placement.
The Senate, while lamenting the situation, challenged the Federal Government to come out with evidence on job embargo.
The lawmakers insisted that that top civil servants engaged in secret job placements, just as it has demanded that the Federal Government step up process of employment toengage millions of Nigerians.

Speaking in Abuja while submitting the report of the Committee on Federal Character and Inter-Governmental Affairs on the 2022 Budget to the Appropriations Committee, Chairman of Federal Character Committee, Senator Danjuma La’ah(PDP-Kaduna South) said that government should, as a matter of urgency, ensure recruitment of eligible Nigerians into public service.
Senator La’ah said “many people are being secretly employed but those in charge are claiming that there is embargo on employment.
“I don’t know where they got that from. We havebeen asking them. There is no embargo anywhere.“Some of the officials of government are so myopic that they decide to take advantage of the situation.“
I have been challenging those who are engaging in secret recruitments, claiming thereis embargo, to show us where they got the information from.
“This is the time for them to increase their personnel cost and make provision for employment.“
People are retiring voluntarily but we don’t know how they are being replaced. We must know the particular number of people they want to employ.“
We discovered that young Nigerians who graduated from higher institutions some 15 years ago had yet to gain employment.
“The development had aggravated insecurity allover the places including insurgency, banditry, kidnapping and other criminal activities.“
Some people are taking advantage of the situation (embargo on employment) but our committee is desirous of doing the right thing.“
We are determined that there should be jobs for the graduates that we have in this country, no matter what it takes.“
Our committee has been going to ministries, departments and agencies of government that they must start recruitment instead of doing secret replacements.“
We had even asked them to increase their personnel cost in their budgets so that they could employ people.”

ABUJAAS part of moves to address the issue of corruption in the country, the Senate yesterday upgraded the salary scale of staff of the Public Complaints Commission ( PCC) from Consolidated Public Service Salary Structure ( CONPASS), to Consolidated Legislative Salary Structure ( CONLESS).
The Senate is also working to get a special salary scale for staff of the Code of Conduct Bureau ( CBB) and Code of Conduct Tribunal ( CCT) to be in line with the ones being used for operatives of the Economic and Financial Crimes Commission ( EFCC) and those of the Independent Corrupt Practices and other Related Offences Commission ( ICPC).
Speaking yesterday while making presentations of the agency 2022 budget to the senate Committee on Appropriations, Chairman, Senate Committee on Ethics, Privileges and Public Petitions, Senator Ayo Akinyelure, PDP Ondo Central said that the three agencies which the Committee oversights were primarily set up to prevent and fight corruption within the system but grossly incapacitated underfunding on yearly basis andin particular, poor salary structure for their workforce.
Akinyelure said, ” While newly recruited University graduates in Public Complaints Commission ( PCC) collects about N60,000 as monthly salary on grade level 8 step 2, their counterparts in EFCC, collects far higher than that.
“As a way of remedying the demoralising situation, the Senate leadership has approved the upgrade of the PCC salary scale from CONPASS to CONLESS with attendant better packages.“
As I submitted to the Appropriation Committeeand earlier request made to the leadership of the Senate, salary scales for operatives of CCB and CCT, will also be upgraded.“
These are very necessary measures to be taken in giving the required bite to war against corruption in line with the policy thrust of President Muhammadu Buhari led administration.
”The Senator who noted that the fact that the three systemic anti-graft agencies are under the control of the Senate and by extension, saidthat the National Assembly, required appropriations for adequate funding, should be made for them, adding, “President Buhari meant well as far as the war against corruption and by extension, governance is concerned;but policymakers around him, seem not to be on the same page with him.“
Therefore, the National Assembly should step in, by way of Appropriations, giving the required funds to the deserving agencies.” Kudos to the senator. The voice of the voiceless. Pls..CONLESS, starts from how much? Thanks. |
