This is the reason why we need federalism in Nigeria. How can a state contribute so much and yet still have nothing to show for it, simply because we practice centralised system.

I doubt any reasonable Muslim will support this plan. Isn't the whole point of a law is to be impartial to all irrespective of faith and believes? Segregation of laws has shown to be divisive and counter productive.

Trust me you don't want to start laying concrete road in Nigeria. It's very expensive to maintain and build. In addition to that, it's not as grippy (good for fuel) as Asphalt which can be very dangerous during rainy season.
