A new HIV prevention drug will be made available at a lower cost in over 100 low-income countries within two years — a move expected to give millions access to the breakthrough treatment and potentially bring the world closer to ending the HIV/Aids epidemic.

The drug, called Lenacapavir and administered by injection, is due to be rolled out as early as the end of this year, at a cost of $28,000 (£20,000) per person annually.

But Wednesday's announcement promises to slash that price to just $40 — around 0.1% of the original cost. The lower-cost version will be rolled out in 2027 across 120 low- and middle-income countries.

Scientists say the drug stops the virus from replicating inside cells.

The agreement announced on Wednesday was reached between the Clinton Health Access Initiative in partnership with the Gates Foundation and other groups, including South African research institute, Wits RHI.

"For many low- and middle-income countries, affordable access to HIV prevention is not a luxury, it is a necessity," Professor Saiqa Mullick from Wits RHI told the BBC.

She added that Lenacapavir had "the potential to transform prevention, especially for young people and underserved communities who struggle with frequent clinic visits.

"The real work begins now, partnering with communities and governments to build demand, secure commitments, and prepare systems so countries are ready for rapid introduction and scale."

Lenacapavir has delivered impressive trial results and, in July, it received official backing from the World Health Organization for HIV prevention.

The injection is taken twice a year and provides six months of protection against HIV infection at a time.

Experts say long-acting injectables like Lenacapavir could help reduce new infections in populations that are most vulnerable, including adolescent girls and young women, LGBT people, sex workers, and those who use drugs.

It is hoped it will replace the current form of HIV preventative drug, know as PrEP, or pre-exposure prophylaxis, which is taken orally and also costs $40 per person each year.

The pills are taken daily, which can be difficult for patients to consume, and can carry stigma in certain societies. The daily dose also makes it harder to access consistently. According to the Gates Foundation, only 18% of those who could benefit from PrEP currently have access.

Lenacapavir has already been approved by the US Food and Drug Administration and the European Commission this year.

Last year June, the US drug company Gilead announced that a trial of its HIV drug Lenacapavir had a 100% success rate.

The new, generic version is still pending regulatory approval but it is hoped it will be available within 18 months.

One study says that increasing access to the injection to just 4% of the population could prevent up to 20% of new HIV infections.

The drug can be used to protect people from catching the virus, but also to treat those who have it, according to scientists.

The announcement comes amid a turbulent year for global health, particularly the fight against HIV and Aids, following swingeing cuts by the US government's foreign aid programme, USAID, under the Trump administration.

According to UNAIDS, more than 40 million people are currently living with HIV.

Despite huge strides made to reduce global HIV rates and AIDS-related deaths since 2000, about 1.3 million people still contracted HIV last year, and more than 600,000 people died from AIDS-related illnesses.

South Africa remains the country with the highest number of HIV cases, with almost eight million people living with the virus. It will be one of the countries to access the new, cheaper drug.

South Africa's department of health told the BBC that it "supports any efforts to make life saving treatment like Lenacapavir available and accessible at affordable rate to all countries, including low and middle income countries, as and when they need it

Republican Party leader, Henk Mudge says Chinese nationals living in Namibia have no regard for the country’s law and have turned it into their playground.

He said once he is voted into office, he will grant them three months to leave Namibia.

Mudge was speaking at the presidential candidates’ discussion that took place last Thursday in Windhoek.

‘’They made our country a playground. They are selling fake goods, which puts our people out of business, and this is all because of the protection they are getting from Swapo. So the only way to protect Namibian people and protect Namibian workers is to chase them out of the country,’’ he said.

He said Chinese nationals have no respect for Namibian laws and do whatever they please because they are protected by the ruling party, Swapo.

He accused the ruling party of giving Chinese nationals the power to sell counterfeit products, pay Namibian workers low wages, and treat them inhumanely.

Mudge said that to protect the country, he would give them marching orders and introduce stricter laws to allow them back in the country.

Mudge cautioned opposition political parties not to go to elections separately if they want to defeat the ruling party, but to come together and choose one candidate to represent them all and gang up on Swapo.

‘’The biggest gift we can give Namibians is a new government with a majority in parliament, and for that to happen, the opposition must come together and decide which candidate will represent them to defeat Swapo. If we don’t do that, we will just divide the votes and allow Swapo to walk away with victory,’’ warned Mudge.

He went on to say that the government appears to be intentionally causing all the social ills Namibians face, despite the country’s abundance of resources to enhance everyone’s quality of life, yet these issues remain unresolved even after years of independence.

Speaking on the same occasion, Munjuku Nguvauva of Rally for Democracy and Progress said that to remove Swapo from power through a democratic process, many issues need to be addressed, starting with the Electoral Commission of Namibia (ECN), which politicians are using to keep Swapo in power.

‘’We need a proper structure at ECN; we need to amend the constitution to make sure the ECN is operating independently. Currently, the ECN is an instrument of the ruling party to make sure they remain in power and make sure we continue living in poverty, they want us to continue begging. Therefore, we need to revisit the ECN role and put up a proper structure,’’ said Nguvauva.

United Democratic Front (UDF) spokesperson, Mabasen Narib said the government is failing to address unemployment because it is struggling to create new industries that can absorb the majority of the unemployed.

‘’The sad reality is that after 34 years of independence, we are still facing the same problems; this is happening because we are focusing on providing jobs through existing industries. We need to tap into new industries to absorb the unemployed graduates,’’ said Narib.

Russians are not like Europeans. They have this superiority complex. And many of them mock Americans and their way of life. Life is affordable in Russia, food is cheap, health care is free. Something that Americans lack. I have first hand experience, having lived there for 12 years.

They are more interested in holidaying in Crimea or Belarus or Dubai or other Central European countries than US.

Very few Russians want to leave the European continent. The furthest they can go is Turkey or Dubai.

Republican presidential candidate Donald Trump in a podcast released on Thursday said that students graduating from U.S. colleges should get a green card to stay in the country, a proposal that runs counter to his hardline immigration stance.

During the All-In podcast hosted by Silicon Valley tech investors, angel investor Jason Calacanis told Trump that the U.S. needs to be able to legally retain more high-skilled workers, a major issue for the tech industry.

"Can you please promise us you will give us more ability to import the best and brightest around the world to America?" Calacanis said.

"I do promise," Trump said. "But I happen to agree, otherwise I wouldn't promise... You graduate from a college, I think you should get automatically as part of your diploma a green card to be able to stay in this country and that includes junior colleges too."

A green card, also known as a permanent resident card, allows individuals the right to live and work permanently in the United States and is a step towards citizenship.

It was not clear if Trump was referring to all foreigners, including those who came to the United States illegally or overstayed their visas, or only those people on student visas.

Asked for comment, the Trump campaign said in a statement that only after "the most aggressive vetting process in U.S. history" would "the most skilled graduates who can make significant contributions to America" be able to stay.

One immigration advocate was not convinced by Trump's proposal.

"I almost have to laugh because his administration adopted multiple policies aiming to restrict student visas and make it harder for people to stay in the country after graduating," said Aaron Reichlin-Melnick, policy director at the American Immigration Council.

Niger’s military junta has signed a US$400 million deal with a Chinese state-owned oil giant as part of its plan to “diversify international partnerships” after cutting ties with France and the United States.

The deal signed on Friday by Prime Minister Ali Mahaman Lamine Zeine and China National Petroleum Corporation (CNPC) chief executive officer Zhou Zuokun will see the Chinese company advance the money to help Niger’s military rulers meet short-term obligations as the economy struggles to recover from the impact of sanctions.

According to the Nigerien Press Agency, the Chinese company will be repaid with crude oil shipments within 12 months at an interest rate of 7 per cent.

“There is no shadow over this as we have safeguarded the interests of our country,” Zeine said after signing the deal in the presence of Chinese ambassador Jiang Feng, who has been leading the negotiations with Niger.

“China is a great friend for Niger, we can never say it enough,” Zeine said. “It must be remembered since the beginning of this great oil adventure, China has always been at the side of our country and today it is proven that at such crucial moments, we could obviously manage to request an advance, these are Niger’s rights, and we will give ourselves all the means to repay them.”

“This signature demonstrates the friendship … and fruitful cooperation between the two states,” said Jiang.

Resource-backed deals of this type are extremely popular with Chinese lenders, but critics say they increase countries’ vulnerability to debt.

Africa Development Bank president Akinwumi Adesina has called for an end to loans given in exchange for oil or natural resources, describing them as “non-transparent, unfair and corruptible” adding that they “complicate debt resolution, and mortgage the future of countries”.

“Africa must end all natural resources-backed loans,” he said last year during the Summit for New Global Financing Pact held in France.

The finance model was pioneered in Angola, which received billions of dollars from China for its reconstruction at the end of the country’s 27-year civil war in 2000 and still uses oil shipments to repay Chinese loans.

Nigeria has 4 different refineries with a combined capacity of 445,000 per day and already spent $25billion to repair them in the last 10years whereas Dangote built a completely new refinery with a capacity to produce 650,000 for just $20billion. If you are the manager of such company, would you advice the govt to keep pumping huge money on such moribund refineries?

If Yaradua had allowed the sales to stand and the $25billion had been invested on road network, healthcare, electricity among others do you think we will be in this state by now?

Punch is right, we can't keep spending trillions of naira every other year repairing the refineries when clearly the workers there will sabotage it. Yaradua made a very wrong decision reversing the sales of those refineries to Dangote. Best is to sell the refineries and invest the proceed in roads, healthcare system and agriculture. Govt has no business in doing business and let's leave oil business to private sector let them compete and crash the price while govt limit it function to regulation and oversight.
