Every fatality is not caused by riot or violence, some fatalities are based on accident or natural disasters; so how will it translate to determining peaceful region? Imagine boat accident in kwara for example.

Also note that report is talking about recorded fatalities, in South east where Ipob/esn roast and eat their victims inside thick forests, how will those casualties be recorded not to talk of counting them. Parameters considered recorded casualties are not known, so how can it determine peaceful region. Investors know what peaceful region is all about, they can identify one if they see.

And in SW where head hunting and organ harvesting go under reported?
