You'll agree that attending formal education(primary,secondary or uni)isn't by FORCE. But if by CHOICE ones wish to attend,there are RULES to abid by...same applies in our homes,church,mosque,offices,etc there are RULES every member must adhere to... Same as governmental organisations. Now if there ain't rules,things will surely go funny.
