Christopher Isiguzo in Enugu The maiden Enugu Investment Summit kicked off yesterday with an array of prospective investors from Europe, Asia and other African countries showing serious presence, even as most speakers, including Minister of Power, Works and Housing, Babatunde Fashola and renowned banker, Tony Elumelu, canvassing for South-east economic integration. The three-day summit with the theme: ‘Beyond Oil: Fostering Inclusive Economic Growth and Sustainable Development’, which kicked off at the Michael Okpara Square, Enugu, attracted foreign and local investors, Consul General of the Embassy of France in Nigeria, Laurent Polonceaux; the Nigerian Director of a French Group known as Proparco, Olivier Follin; the Irish Ambassador to Nigeria, Mr. Sean Hoy, as well as director of an Irish organisation, Sustainable Food Systems Ireland. Others were members of a conglomerate made up of Chinese, Singaporeans and Nigerians known as Fit Consult/Yuanda Group, including Mr. Wang Yijun of Yuanda Group, Chief Loretta Aniagolu; Mr. Wang Xingjun, Mr. Jiang Xin, Mr. Ronnie Tan all of the Yuanda, Mr. Paschal Dozie of MTN, Samuel Onyeishi of Peace Mass Transit, Ugochukwu Chime of ECCIMA, among others. In a keynote address at the event, Elumelu said there was need for governors of the five South-east states to harmonise economic policies in order to attract the much-needed investments to the zone. “There ought to be medium-term economic focus for eastern Nigeria. The zone must think alike. As we speak, there should be a railway connecting Enugu and other states in the zone. The zone must be able to take advantage of its comparative advantage over other zones. The market is there for you to take. With coal in Enugu, and markets in Nnewi, Onitsha, Aba, Abakaliki, you just need to sit together and provide the support that private sector needs,” he satated While expressing hopes that the session would go beyond just talking, Elumelu said before massive investments would take place, it is necessary for the enabling environment to be put in place which would include attractive incentives devoid of multiple taxation. “The zone must leverage on its competitive advantage. Ghana is now a regional hub because they set the right incentives. We must focus on technical and vocational training. Stop building stadia and invest in more valuable ventures. We must make laws that help give enabling environment like harmonisation of taxes against multiple taxation. Wealthy Igbo People should invest in industry and infrastructure, train young people and forget about having fat bank accounts. “The gathering is not an end but means to an end. Governor Ifeanyi Ugwuanyi of Enugu State should occupy his place in history by rallying his colleagues to achieve the much needed economic integration for the zone. This is the commencement of a new paradigm in economic integration in Nigeria. By the time you get a wider eastern market, you will see other parts of Nigeria keying into this initiative,” he said, while pledging to attract investments to the state. On his part, the Minister of Power, Works and Housing, Babatunde Fashola, who was represented by Mr. Ayo Gbeleyi, said while the state was shopping for foreign investors, it was also necessary for the local investors to be carried along, describing them as more “dependable partners at all times.” He said: “The most important investor for your private-public partnership (PPP) is the home investor. While it is helpful to attract and secure the big multi-billion naira investor, they are usually not many enough to create the inclusion that you need. It is the small business that are most important. “Barbers, pepper grinders, food processors, beer parlors, small food joints, markets and shopping complex, schools, small clinics, dentists, diagnostic centres , petrol stations, pharmacies, etc. “The list is long and they are your most important partners in securing inclusion through a vibrant economy built on public, private, people partnership. They are the wheels that will drive ‘Oganiru’,” he noted. In his remarks before declaring the summit open, Ugwuanyi said the theme of the event amply reflects the compelling need for deliberate policy shifts that would enable us as a nation, to recover quickly from the crushing effects of the current developments in the oil market (upon which we had depended for so long) and open up new and even more profitable and sustainable pedestals for rapid economic development. “Being mindful of this undisputable fact, I had, in my inaugural address, made a firm promise to do whatever would be necessary and within our means, to turn the present economic challenges facing the nation into huge blessings for Enugu State. I did in fact state that, if former President Franklin Roosevelt could lead America out of the great depression, and if President Barack Obama could lead Americans out of the economic melt-down, we can do the same for Enugu State,” he said. According to him, upon assumption of office last year, it was discovered that unlike their predecessors who enjoyed access to excess crude funds, they had less to work with hence the resort to demand for bailouts from the federal government. “It was therefore instantly clear to us that we needed to think outside the box if we must survive just like our founding fathers in the old Eastern region who developed and relied on palm and other agricultural produce to build key infrastructure and other social amenities in the region. We knew that we only needed to view the current situation as another great opportunity to look inwards and harness those potentials which free oil money had blinded us from exploiting all the while,” Ogwuanyi said. He said the summit, which is the first in the history of the state, was conceived by the committee with the aim of showcasing to investors around the world, the massive but virtually untapped economic potential that abound in Enugu State. “I am indeed proud that this historic event is happening under my watch as the governor of the state and with less than five months to the silver jubilee of the state. The summit, according to him offers an opportunity for investors from all over the world to come to the state and observe the potential canvassed in very clear details. “It is our expectation that the key outcomes from this summit would include opportunities for joint venture or outright acquisition through public-private-partnership, privatisation and commercialisation of some state-owned enterprises. Moving forward, clearly, something fundamental has shifted in strategic calculations in the world’s hydro-carbon sector. Beyond the immediate nose-dive in crude prices, hugely impacting negatively on Nigeria’s economy, advances in technology are beginning to offer a way for economies, especially those of the developed world, to diversify their supplies of energy and reduce their demand for petroleum, thus loosening the grip of oil and the countries that produce it. The global impact of shale oil could revolutionise the world’s energy markets over the next couple of decades, resulting in significantly lower oil prices, higher global GDP, changing geopolitics and shifting business models for oil and gas companies, according to new analysis from PwC. The dramatic reduction in US demand for Nigerian oil stems from shale oil exploration and exploitation. These scenarios serve as a warning to those who enunciate policies and manage Nigeria’s oil sector. But are they reading the hand-writing on the wall? This is debatable. It is against this background that the novel conceptualization of Oganiru, Enugu State Investment Summit by the state government led by His Excellence, Rt. Hon. Ifeanyi Ugwuanyi speaks to a crucial shift in executive thinking. Themed “Beyond Oil: Fostering Inclusive Economic Growth and Sustainable Development,” the three-day summit which commences today seeks to bring together local and international business leaders and investors to explore Enugu’s rich potentials and that of the South-East and will traverse agriculture, solid minerals, trade and tourism. It is worth recalling that within the first quarter of Ugwuanyi’s administration, he constituted an ‘Economic Advisory Council’ to source investors and financiers globally with capacity to explore, invest and exploit any of the mutually beneficial economic potentials in Enugu State. The committee membership includes Professor, Monsignor Obiora Ike, Chief Mrs. Loretta Aniagolu, Mr. Innocent Chukwuma, Chief Executive of Innoson Group. The centrality of Enugu, both symbolically and in substance, to the future of the South-East cannot be denied. In this connection its political leadership is expected to evolve a transformative vision for both state and region. Governor Ugwuanyi appears to express this consciousness by convening the first such summit in the region. The philosophy behind the summit could transform Enugu State’s currently modest IGR and recommend Gburugburu for higher political responsibility in the course of time. Many stakeholders/participants, both local and international, coming in by air will land at the Akanu Ibiam International Airport, Enugu – surrounded by unimaginable human and material resources. A new vibration is perceptible in the air. Is this the beginning of a new story? Nigeria waits with bated breath. It bears repeating here that crude petroleum accounts for about 90 per cent of foreign revenue in Nigeria, yet, it only contributed about 14 per cent to its Gross Domestic Production (GDP). Over-reliance on oil as a major export earner has clearly beclouded development calculations that could have exploited other viable, productive sectors. At a period in human history when knowledge is a key leadership imperative, providence appears to have positioned the former federal legislator to lead the inevitable transformation in the state and zone. In his insightful counsel to statesmen and world leaders, former French president, Giscard D’Estaing held: “There can be no response to history without effort.” D’Estaing’s position speaks to Enugu State and the South-East zone’s core dilemma. Forty-six years after the Civil War, Nigeria’s political leadership has been incapable or unwilling to make the necessary effort to respond to the challenges encapsulated in her peculiar history – especially, treating the South-East equitably. To make this response to history and rewrite the state/region’s unflattering post-war history requires leadership of a certain stature. The summit at hand could spearhead a novel development template for the rest of the region. With this summit, is Governor Ifeanyi Ugwuanyi now the new wise man from the land of the rising sun – daring to look beyond the oil narrative? Time will tell. |

You can leave a response or trackback to this entry A N15 billion road project has been flagged –off at Mpu, in Aninri Local Government Area of Enugu State, by the Deputy President of the Senate, Chief Ike Ekweremadu, with a call on his fellow lawmakers from the state in the National Assembly to come together and work as a team in order to serve the people better than what is obtainable at the moment. Chief Ekweremadu said that the call had become necessary in order to better the lots of the people of the state adding that “I believe all of us working together as members of one family we will continue to serve our people much better”. The Road Project , Oji – Achi –Obeagu – Mmaku – Awgu – Ndeaboh – Mpu – Okpanku – Ogidi, is being executed by SETRACO Nig. Ltd, while the contract was awarded by the Federal Ministry of Works, Housing and Urban Development, Abuja , and it is expected to be completed in 24 Months. The road which has 5 bridges which were destroyed during the Nigerian Civil War, 42 years ago, also leads to Akaeze in Ebonyi state, and when completed would go a long way in helping the people of the area who are predominantly farmers to evacuate their farm produce not only to the urban areas of the state, but to neighbouring sister states like Abia and Ebonyi . According to Chief Ekweremadu, presidential candidates, senators, local government chairmen, governorship aspirants, House of Assembly members , among others had at one time or another in the past promised to do the road and the bridges, but never did. He expressed happiness that “ today we are opportune to be part of the generation that have this accomplished”. Senator Ekweremadu further said: “As a young man growing up, I have had cause to attend political rallies where promises were made that they would do this road and the bridges, but all the hopes were dashed . Budget after budget since 1970, the government of the then Anambra state had included this road in their various budgets and appropriation act . But like other promises they never came through”, he also stressed. He, therefore, used the occasion to thank the Federal Government , especially “Mr. President , Dr Goodluck Jonathan , who had made this possible. So on behalf of the communities and all other people that will use this road , I want to appreciate Mr. President for harkening our voice by making this possible”. While thanking friends of his community in the Senate and House of Representatives, and all those who offered all kinds of prayers to make the award of the road contract possible, Chief Ekweremadu , equally praised his people for waiting patiently for 42 years, adding “I think there is a new dawn. We are witnessing something new and it will be sustained in Jesus name”, he further prayed. Chief Ekweremadu, however, urged the contractors handling the project to endeavour to complete the job earlier than the scheduled time. The high point of the occasion which attracted many important personalities including some members of the Enugu and Ebonyi states Houses of Assembly, religious leaders, traditional rulers, among others, was the driving by senator Ekweremadu,to the admiration of the large crowd of people present, of one of the heavy earth-moving equipment already assembled in their numbers by the contractor handling the job. |
