Ndlistic: The Federal Government has issued licenses to import refine petroleum products to 29 marketers in a bid to end the fuel scarcity witnessed across the country.
The third quarter approval for import allocations to 29marketers signaled a significant reduction in the number of marketers previous issued with such allocations.
Previously, 43 marketers were given import allocation but the significant reduction may be seen as a way of blocking leakages in oil andgas sector as promised by President Muhammadu Buhari.The 29 marketers include the Nigerian National Petroleum Corporation (NNPC) which in the last couple of months struggled to sustain supply.
It was gathered that the approval was given by President Muhammadu Buhari to the Petroleum Products Pricing Regulatory Agency (PPPRA) to allow NNPC and other oil marketers to import fuel into the country this quarter.
The third quarter import allocation is thought to be around 1.6 million metric tonnes of petrol, a source in PPPRA disclosed.
NNPC,NIPCO Plc, Oando Plc, Conoil, Mobil Oil, Masters Energy, Techno Oil and Folawiyo Oil and Gas, Total Nigeria Plc and Mobil Oil Plc are some of the companies granted imported allocations.
Although the PPPRA was yet to issue an official statement on the third quarter import allocation, another source in PPPRA said the agency now expects major oil marketers to resume importation of petrol after extracting a promise from the government that outstanding claims on subsidies will be paid.
An industry source who pleaded anonymity confirmed the allocation to the Tribune Online in a telephone conversation."We got our allocation on Friday and I'm sure there are 29 of us as against the previous 43 marketers issued licenses to import," he said.

DEPUTY Senate President, Ike Ekweremadu, yesterday, dissociated himself from the amendment of the 8th Senate Standing Rules, saying he was no longer a senator when the rules were made.
Senator Ekweremadu spoke through his Special Adviser on Media, Uche Anichukwu, on a Ray Power Radio morning programme, tagged: “Political Platform”, where he responded to questions on the alleged forgery/amendment of the Senate Standing Rule, 2011.
He washed his hands off the allegation, saying at the time the said Senate Standing Rule/Order 2015 was made, he had ceased being the Deputy Senate President and so was no longer a principal officer to have contributed to the making of the document in question.
He said the making of a new Rule/Order for a new Senate or House was entirely the business of the National Assembly bureaucracy and asked those striving to frame him up to look elsewhere. Ike Ekweremadu

He said: “Let me just explain here that every National Assembly, that is every Senate or House has its Standing Rule/Order as every Standing Rule/Order normally has a life span of four years. So, if you go to the Office of the Clerk to the National Assembly now, you are likely to find Standing Rules/Orders of 1999, 2003, 2007, 2011 and the current 2015.
“From the point of the valedictory session of the 7th Senate on 4th June, Senator Ike Ekweremadu, Distinguished Senator David Mark and the rest of other members of the 7th Senate ceased to be senators until the 9th of June, when the 8th Senate was inaugurated; and as usually done, the new senators received new Standing Rule/Order 2015.
“The making of that 2015 edition of the Senate Rule/Order is the business of the bureaucracy of the National Assembly. What the 8th Senate can do, which its predecessors have sometimes done is to amend as suitable. And the process of the amendment is spelt out in the that document.
“So, if you say that the current Senate or Ekweremadu or whoever altered the Standing Rule that brought them to power, it is just like saying that former President Olusegun Obasanjo forged the 1999 Constitution upon which he was inaugurated as a president. You know it wasn’t his making and the governors that came that time too, it wasn’t their making. What happens is if Nigerians don’t like what is contained in the 1999 Constitution, they try to amend it. It’s the same with the Rules/Orders of the National Assembly. But you cannot even amend it until you are inaugurated as a Senator or Member. So, haven been inaugurated, anybody not comfortable with any part of the Standing Rule/Order 2015 upon which the Senate was inaugurated can follow the laid down procedure in the Rule within the lifespan of the Senate.
“So, you can see that what they call an amendment is a new document with a life of its own. It couldn’t have been done by any member of the 8th Senate. It is just impossible for it to have been made by Ekweremadu. I guess it is all politics”
Asked whether his principal did not work behind the scene to influence the alleged changes in the Senate Rule, Mr Anichukwu said: “How could he have worked behind the scene to amend it because from the 4th of June, when the 7thSenate ended, he ceased to be a senator, just like every other senator.
“You could remember that after the valedictory session on that day, Ekweremadu and Senator David Mark left without their usual official cars. That showed they were no longer senators or occupying their offices in the Senate. So, how could he have worked from behind the scene? And do not forget that even the main matter they are contesting is not Ekweremadu’s eligibility. They claim the old Rule for the 7th Senate prescribed open ballot in which you mention the name of the person you want to vote in as the Senate President or Deputy President of the Senate, while the Clerk to the National Assembly used the open secret ballot system in which your name is called, you are given a piece of paper to write down the name of your preferred candidate and drop in the box in the full glare of everyone and on live TV watched all over the world. No one has complained that the election was rigged. Even Senator Ali Ndume crossed over to Ekweremadu and gave him a very warm congratulatory embrace”
He explained further: “There is an important point I want to make here, how a new Senate or House is inaugurated is entirely the business of the National Assembly bureaucracy
“Remember that in the 6th Senate, Senator George Akume ran against Senator David Mark for the position of the Senate President. You would remember that some people said no, he was not qualified to run for that office going by the old Rule because he was a new Senator. But the then CNA, Mr. Ogunyomi, said no, ‘this is how I want to run it.”
When told that some people, especially from the opposition APC felt that his principal took a seat that rightly belonged to the APC, Mr Anichukwu said the seat did not belong to any political party.
He said: “Going by Section 50 (1) of the 1999 Constitution, that Office doesn’t belong to anybody or party. It belongs to Nigerians. That is why APC lawmakers became Speakers in Plateau and Benue State Assemblies last June even when the APC was in minority. Itulah: The Deputy National Publicity Secretary of the All Progressives Congress, APC, Timi Frank is a leading light in the party. In this interview monitored on the African Independent Television (AIT) live current affairs programme, FOCUS NIGERIA, he spoke on issues flowing from the crisis that arose from the squabble for positions in the National Assembly. Excerpts:
APC should be grateful to the PDP for still having the Senate Presidency. They (PDP) could have nominated themselves to be Senate President and Deputy Senate President; and you cannot take that from them.
We should thank PDP for what they did, for being democratic. They know they are not the ruling party, so they respected themselves by making sure an APC Senate President emerged. They unanimously gave their support to Saraki as we only had about seven or eight APC Senators in the Senate as at that time.
I see no reason anybody should blame Saraki for what has happened. We should be happy that he was there to at least save the situation at that time. If he wasn’t there, the situation could have been different.
What and who took 51 Senators to the International Conference Centre? The question we should be asking is: Who asked 51 Senators to go to the International Conference Centre? What did they go there to do? I don’t know who called for that meeting, as a party man. We should not blame Saraki for becoming Senate President. We should put the blame on the party and whosoever that called that meeting. Has the President come out to tell Nigerians that ‘I called for a meeting and Senator Saraki wasn’t there?’ Even the President wasn’t at the International Conference Centre. Why did you expect Saraki to be there?
Everybody is saying the President called (for a meeting), the President called; okay, who gave the directive for the meeting. So, this is the big question, a very critical question we should be asking. What must have dragged 51 Senators to the International Conference Centre? They should be asking themselves what took them there?
No deal between Saraki and PDP To my best of knowledge, this is a contest between two political leaders in the same party. Both of them were banking on the support of PDP Senators because APC Senators alone could not have made on of themselves Senate President. What happened was a victory for democracy, a victory for the people. You can’t take it away. The Senate or House (of Representatives) is an independent House. These people decide on what they want. They go for what they are comfortable with.
On Ekweremadu’s emergence
On the issue of how Ekweremadu emerged as the Deputy Senate President, for God’s sake, PDP felt that, well, we have been able to give them the Senate Presidency unanimously. We are not trying to be greedy. We are trying to respect democracy.
One of the APC Senators that was present contested alongside Ekweremadu and lost. Not that they just asked Ekweremadu to be the Deputy Senate President. No! It was live on TV. PDP was more in number, so, they voted for their own. Upset with my party
I am upset. My party caused the downfall, why we lost the Deputy Senate Presidency. How I wish all the Senators were there, there is no way we wouldn’t have got the Deputy Senate Presidency.
Don’t blame Ekweremadu. We don’t need to be blaming Ekweremadu and so forth. If it were anybody from my party or even myself, I would take advantage of the situation that was on ground.
Today, the man is Deputy Senate President to Saraki. But he is just a Deputy Senate President. What can he do to frustrate my party? There is nothing he can do because we have an active Senate President.
So, my party should live with it. They can also come up with whatever strategy they feel like. But, Ekweremadu didn’t just put himself there. My party caused it. So, we should accept the defeat.
Imposition and bias for one candidate against the other
I think we should not have gotten involved in the whole drama in the first place. Saraki is a member of the APC. Senator Lawan is a member of the APC. Everyone involved is a member of the APC. No one is more loyal to the party than the other. But as a party, we have not done well. We treated Dogara and Saraki as if they were half-casts of the party.
Principal officers
This whole internal crises, the party leadership caused it. In the process of trying to take sides, we misfired. The party zoned the Senate Leader to the North East. Fine! But the party should have left it at that, not saying a particular person has to be this. As soon as the party zoned the office, the party should have left it for the zone to come up with the candidate. Like Ahmad Lawan, if the party had not gone ahead to stick out his name, maybe they would have gone ahead to say, Senator Ahmad lost the Senate President, let us leave this for him. But again, the party provoked the people of that zone by writing names.
What Nigerians are trying to say is this: the issue of godfatherism is gone. The issue of saying this must happen is gone. The independence of the House and Senate is what we need. There is no way Saraki could have read the party’s letter. The majority voice in that zone had already written to say this is whom we want. The party must accept failure at this point in time and build from the mistakes we have made.
Party supremacy
I agree that party supremacy has come to stay. But again, since party supremacy is now the issue of the day, I expect the national leadership to write the list of ministers and their portfolios and give to the President to announce. The State party chairmen must write the names of the Commissioners and SAs and give to the State Governors to announce. That way, we will know that party supremacy has come to stay. Not just to enforce it on Senate and House of Reps. Otherwise they should allow the Senate to be. They should also allow the House to be.

MizMyColi: I just downloaded, read and took a screenshot of all 20 pages of said APC roadmap.
I would be quite callous to expect them to deliver on all those. Those were actually written and graphicalized by good copywriters who had very vivid and idealistic sense of imagination.
I have always praised the PR and Media arm of APC, I hope they come up with some form of abracadabra to turn off to an appreciable level, the level of expectations Nigerians have bestowed on the incoming government.
My heart goes out to Buhari, who might not be able to handle these pressures and when they start pouring in, really I fear for his health.
Why has Osinbajo gone silent?
Why are there more news filtering in on Jonathan's loss and his campaign funds. Could this be a propaganda to quell the masses demand for 5k and free meals with the excuse that Jona finished all our money on elections (which might as well be a lie)?
Why is Buhari so party conscious, this is the same path Jona took (trying to placate everyone) and lost popularity with most of the populace.
The social media painted to me, an image of a man who is ruthless, who takes no prisoners....having read his recent interview, I must say this, I am not impressed, I have to point out though, that he made some statements that showed his selflessness and will to do the Nation good.....I hope his willpower sustains that.
Well, these are mostly random thoughts and I hope things pan out for the better in the near future. Despite my convictions about the APC, a huge part of me still looks forward to a better Nigeria, a changed Status quo.
