Don't be ridiculous. Affording something or ability to buy something is different from stealing something. Your likes say a former Governor of Rivers or a minister of the FRN cannot afford to buy a house or shoes, etc. i say they can. These are the issues, she should clear them or be punished. Same goes to all officials, whatever party or government. Fixing electricity is not mutually exclusive to reducing cost, the two can happen together. State house using solar or not is not what will fix electricity.
