Immediate referral is a huge way of handling emergencies.
Based on your descriptions, the police should have immediately taken all patients to FMC where they have greater chances of survival.

Please I do not mean to blame you but I will say the following in case of the future:

In such emergency situation, physically going out to buy recharge card or call other doctors who MAY NOT be on duty at the time will only waste the little time such patients have to survive. Resuscitation protocols says you should call for help WHILE ATTENDING TO THE PATIENT.

It is unfortunate but based on your details, your centre did not have enough personnel or logistics to handle the situation at that moment.
The police need more enlightenment concerning the proper/best hospital to refer certain categories of trauma patients.

Another issue is the manner our health system is set up. The issue of payment keeps rearing its ugly head( although in this case, the patients were better of referred to a higher centre).

We need every citizen to be covered by the National Health Insurance Scheme.
If every citizen of this country had a health insurance as matter of policy, the issue of paying before treatment in emergency cases will cease to exist even in private hospitals.
In addition, I want to call on the NMA to work towards ensuring that House Officers will no longer be "First on Call" at our emergency units.
No doubt, a senior doctor would have taken better decisions in this case.

Let APC tell him his job is not about blame trading, finger pointing and lying. Blaming Jonathan for something happening under Buhari administration shows gross irresponsibility on the part of Buhari government. Did they not use all these to campaign, telling us how they will make regular fuel available? Is government not a continuum? What is the big deal in inheriting problems from previous administration? A country's debt is always made up of both internal and external debts. No government anywhere in the world has 0 debt especially debt from local contractors/services which is where subsidy debt come in.

The only reason there was scarcity in April after GEJ lost election was because marketers were worried that the new government of GMB may not pay them. Otherwise, in 5 years of GEJ, Nigerians never suffered from fuel scarcity.

For the first time ever, I hereby declare that Lai Mohammed and APC are full of lies.

Haba, Nigerians are suffering the effects of fuel scarcity and these guys keep lying that products are available to serve the nation for up to 14 days blah blah blah.

Weeks ago, this same lie was told. They even went further by blaming Nigerians for "panic buying"
Come on, don't you guys have conscience?
I just bought fuel at #200 per litre at a petro station after spending time on the queue.

In fact, we literally had to pray in order to even find fuel to buy.
This is the 4th month of fuel scarcity in my location.

Oh ok didnt know there was restriction of buying dollars in nigeria. What of funding ur dorm accounts by wire transfer via foreign account sources or via money transfer? I have always used that and it has not yet failed me. Beside I have a friend that funds his dorm account with western union and he just stays in Ghana.
For someone who lives and works in Nigeria, it is a serious problem to transact abroad.

Unfortunately, it is one and the same thing afterall.
Look at this scenario:

Already, dollar deposits has been banned months ago. This means you cannot credit your dorm accounts.

Secondly, there are no dollars available to buy even if dollar deposits were possible.

In essence, naira accounts were the only options for transacting abroad.

And now, even that will not be possible.

So I bought a dress for my niece this morning. Total cost including charges was 131.84 CNY/RMB.
I was surprised when First Bank charged me approximately #6,500 for this transaction.
That is approximately #320 per USD when converted.

Has anyone here ever experienced this?

Actually, 90% of doctors will not perform such a surgery in the first place.

By training, medical doctors do not just treat patients; they consider a lot of factors in the process.

And as for the 10% of doctors that might decide to go on with such a surgery, there has to be better reasons than the fact that the money is never a problem or simply to make her live longer. For example, if she occupies some very important position where she is still very relevant like the queen of England, etc etc.
