LAWMAKERS elected on the platform of the Peoples Democratic Party, PDP, in the House of Representatives, yesterday, said Governor Nasir el-Rufai of Kaduna State, could be preparing the ground for a sinister agenda that goes beyond President Muhammadu Buhari in the 2019 election. The PDP caucus in the House also said that like never before, sensitive government agencies had turned against one another under the All Progressives Congress, APC-led government, stressing that the extent of sabotage by some of the insiders in government could be devastating before the end of tenure in 2019. Addressing journalists in Abuja, yesterday, leader of the PDP caucus in the House and Minority Leader, Leo Ogor, noted that what El-Rufai in the leaked memo to President Buhari said on the alleged failure of the APC government in fulfilment of its campaign promises was true. Ogor said: “The APC rode into power on the crest of the most fantastic promises ever made to the people of Nigeria, many of whom now grapple with intense existential difficulties. as lackluster management of the economy, increasing rates of crime, unemployment, suicide and other challenges continue to soar despite the hollow promise of ‘change’.” “It is against this background that one considers the leaked memo that El-Rufai addressed to President Buhari from the dual perspectives to which most commentators in the land have assigned it. “On one hand, it is easy to commend El-Rufai for helping stimulate public discourse about the pattern of leadership under a well intentioned President who has been screened off from citizens and their realities by an insensitive and politically naive clique of aides and advisers.” “On the other hand, it is also easy to note with apprehension that El-Rufa’I, who was one of the greatest beneficiaries of the PDP’s era of dominance before moving on to APC’s seemingly greener pastures could be preparing the grounds for another agenda that goes beyond Buhari. “It is yet further cause for apprehension to note that instead of making life easier for the populace, the APC Federal Government has been too busy turning against itself, ready for self-destruct, with the help of truckloads of discontents being offloaded from other parties before the 2019 presidential ticket becomes available. “For us as a people, we are trying to look at the reality nobody knows when 2019 will come but there are challenges on ground which El Rufa’i has pointed out. “As dislikable as he may be but rather than to look at these issues there are some individuals who believe that this is not the truth. What we are saying is that, if somebody in the position of El Rufa’i can tell Nigerians that APC government has actually deviated from the whole challenges and the promises they have made, it shows very clearly that some of them are actually frustrated and realised that this change they promised the Nigerian people are negative change. “We are addressing the challenges that are before us, it is now that we are speaking at this particular time. President Muhammadu Buhari has ordered the sack of a Permanent Secretary, who has been allegedly using his office to defraud the Federal Government through the award of phantom contracts worth billions of Naira to himself. The permanent secretary, was appointed by Buhari in 2015, was fired, Tuesday, on the orders of the President. A source in the ministry confirmed that two police officers drove the sacked permanent secretary from the Federal Secretariat, Abuja, raising concerns as to what might have led to such an action. A Presidency source confirmed to Vanguard that the President ordered the immediate removal of the top civil servant, who presided over the affairs of one of the strategic ministries handling intervention programmes in the country following evidence that he awarded contracts to companies belonging to him. Vanguard learned that the sacked permanent secretary had deployed several strategies to evade a sting operation, which had been planned by one of the anti-graft agencies, thereby making it impossible for the operatives to track him down. It was learned that key officials of the ministry, who got wind of the illicit activities of the permanent secretary, drew the attention of security agencies to the development and called for urgent investigation of the man. One of the security agency officials, who handled the investigation of the sacked permanent secretary, told our correspondent that the sting operation planned against the official was frustrated by him and his agents, forcing them to delay his arrest since January this year. “We have been monitoring the man and the various companies being used by him to siphon huge sums of money from the ministry, which handles intervention programmes in the Niger Delta region but he has been very smart and suspicious of our movement, thereby making it impossible for us to arrest him despite the ambush we laid for him and his cronies,” one of the operatives told Vanguard last night. He said: “But Mr. President did not waste time in asking the Head of Service of the Federation to sack the man with immediate effect as soon as he got to know that the man had used over 500 companies to award fake contracts to himself and move huge sums of money from the ministry in question.” “In fact, the discovery of the large scale fraud in the ministry, which has suffered a lot of project failure and the subsequent sacking of the permanent secretary by Mr. President, followed painstaking investigation by the anti-corruption agencies, which will soon charge the man to court,” the source added. http://www.vanguardngr.com/2017/03/buhari-orders-sack-permsec/

A warning to all New Yorkers: If everyone on the subway seems to be reading the same book this spring, you’re not going crazy. New York City residents have picked “Americanah” by Chimamanda Ngozi Adichie as the winning book for the “One Book, One New York” programme. The programme encourages all city residents to read the same book over the next several months, in an effort to revitalise small bookstores and create a greater sense of community among the city’s readers. The city has also donated 1,000 copies of Americanah to branches of the New York Public Library (NYPL) for readers to check out. Small meet ups will take place throughout the city, culminating in a June event at the NYPL’s main branch, where Adichie will be present. The initiative allowed New Yorkers in all five boroughs to vote on one of five books to start reading in the month of March. Residents voted online or in kiosks in subway stations through the end of February. Other cities such as Chicago and Philadelphia have hosted community reads in the past, though none have created as large a book club as New York now might. In partnership with Buzzfeed, the Mayor’s Office of Media and Entertainment turned to those other cities to suggest books for people to read. It also consulted with heads of local libraries, publishers, and academics, the New York Times reports. The shortlist offered five choices: “Between the World and Me” by Ta-Nehisi Coates, “The Sellout” by Paul Beatty, “Americanah” by Chimamanda Ngozi Adichie, “A Tree Grows in Brooklyn” by Betty Smith, and “The Brief Wondrous Life of Oscar Wao” by Junot Diaz. As the Times reported, the five books’ publishers each donated 4,000 copies to more than 200 library branches around the city in preparation for the final vote. “Americanah,” Adichie’s third novel, is about a young Nigerian woman grappling with issues of race in the US. The Federal Executive Council, FEC, yesterday, approved N80 billion for the construction of roads in 12 states of the federation. It also approved N150.84 million for the consultancy and engineering design for access roads 1 and 2 to link Asaba in Delta State, Onitsha in Anambra State and the Second Niger Bridge. In the same vein, the council gave its nod to the construction of a 5km road to link Ring Road III to Wasa Junction with Karshi-Ara-Apo Road in the Federal Capital Territory, FCT, Abuja, at the cost of N2.454 billion. The Minister of Power, Works and Housing, Babatunde Fashola, alongside Minister of FCT, Bello Mohammed and Minister of Information, Lai Mohammed, made the disclosures while briefing State House correspondents at the end of the FEC meeting presided over by President Muhammadu Buhari at the Presidential Villa, Abuja. According to Fashola, the 12 states include Adamawa, Taraba, Sokoto, Zamfara, Bauchi, Plateau, Osun, Kwara, Kano, Oyo, Enugu and Kaduna. He said: “The second is approval for 12 roads in various states. The roads are at the cost of N80 billion. “The approval is also for the engineering and consultancy design for access roads 1 and 2 to link Asaba in Delta State and Onitsha in Anambra State to link the Second Niger Bridge project. “Subsequent to the award of further works on the Second Niger Bridge, we have started work now by this approval on the design of the link road that will connect the two states to the bridge. “The design is expected to be completed in six months and we will start procurement and as the bridge advances we can then connect the two states. The contract sum is N150.840 million.” The minister, who noted that the Council gave approval for various power projects, said: “There was also approval for power projects. It relates to the extension of the consultancy and project management contract. It is an existing contract for the Katsina Wind Energy Farm project. It was awarded in 2010 and should have been completed in 2013. “The expatriate who was implementing it was kidnapped and when he was eventually rescued, he never came back and that delayed the project. “But we have revived the project. A new contracting team is back on site. The contract of the consultants representing us has expired and so we are extending his contract to cover new period of completion. “The last contract on power approved is the power sector recovery programme which we presented to council. It is a programme that comprises many policy actions, operational and financial interventions that need to be carried out by government to improve transparency, service delivery, performance of DISCOS, transmission companies, the entire value chain in order to create more viable power sector that is private sector driven. “Some of the highlights of the programme are how to simplify and reduce the cash deficits that have accumulated as a result of previous unilateral reductions of tariff by the last administration during the running of the elections, how to make the DISCOS viable, accountable, responsive to customers, ensure stability of the grid and expansion of the grid and transparency and communication within the sector.’’ On his own part, the Minister of FCT, Bello Mohammed, stated that three key infrastructure projects were also approved by the council. The projects include the Abuja Mass Transit Lot 1B (26.77km) which is from Ring Road I; the construction of remaining part of Lot 1A (5.76km); rolling stocks and workshop equipment for maintenance of trains. The $1.79bn projects awarded to China Civil Engineering Construction Company, CCECC, would be funded by NEXIM Bank. SENATOR Dino Melaye will this morning Thursday, file a N5 billion libel suit against an online media platform, SaharaReporters,Vanguard gathered late yesterday. The suit, according to his media office, would be file at the Federal Capital Territory, FCT, High Court, at 9am today. When contacted for confirmation by Vanguard, the Kogi born legislator admitted that he had concluded arranment for filing of the suit this morning. Recall that Melaye has been embroiled in certificate scandal since Sahara Reporters, an online media platform, published report that the lawmaker never graduated from Ahmadu Bello University, Zaria, where he attended his first degree course. The development court the Senate attention Tuesday, leading to its decision to refer the matter to its Ethics and Privileges Committee for investigation ,when Senator Ali Ndume, APC, Borno South, brought up the issue during plenary. The committee was directed to investigate the claim that he does not possess an authentic first degree certificate from the Ahmadu Bello University, Zaria. During the day’s plenary presided by the Deputy Senate President, Ike Ekweremadu, the upper legislative chamber decided to conduct the investigations, following a point of order raised by ousted Senate Leader, Senator Ali Ndume, who noted that both issues, raised by the online medium, borders on the privileges of the senators. Ndume, brandishing a copy of a newspaper which reported the alleged certificate forgery, said the reports have caused insults to be rained on the Senate by Nigerians. “My colleagues that are following events, particularly online, have seen, heard or read the rain of abuses on this Senate and the misconception of the fact that we invited the Customs CG based on a very unpopular policy that affects the people we represent, but now we are faced with this and the president has been found to be involved in this National Assembly,” Ndume said. Ndume also argued that there had been cases of investigations into allegations of certificate forgery by lawmakers in previous assemblies, citing those involving Hon. Salisu Buhari, Hon. Bello Masari and Hon. Dimeji Bankole. “Here in the Senate, in the Fourth Assembly, (Evans) Enwerem was accused and it was also investigated, (Adolphus) Wabara was accused of collecting bribe and it was investigated and determined. “So, a lot of precedents have been set,” he said, and prayed that the matter be referred to the ethics committee. “Accordingly, I will appeal we refer the matters to Ethics and Privileges Committee to investigate so that our colleagues would be cleared and this Senate will stand as it is supposed to,” Ndume said. After allowing Ndume to raise his point of order, Ekweremadu referred the issues to the Ethics and Privileges Committee, which is expected to report back in four weeks. President Muhammadu Buhari has expressed concern over the menace of examination malpractices and fake certificates in the country. He also condemned the spate at which public servants and individuals of questionable wealth were being celebrated with alumni recognitions, honorary degrees, chieftaincy titles and sometimes higher religious titles. According to him, cheating in examination and attainment of fake certificates among Nigerians had become a normal thing because of collapse of values in the society. Buhari represented by Vice President Yemi Osinbajo (SAN), expressed this view on Tuesday in Abuja, during the 65th Annual Council Meeting of the West African Examinations Council with the theme, “65 years of commitment to excellence in educational assessment.” He said, “Today the attainment of wealth, power or educational influence is the mark of success which is not necessarily a bad thing except we are no longer concerned with the process of attaining success.” “The end it appears today justifies the means which explains why cheating in examinations and fake certificates simply do not generate the sort of outrage that such conduct would have generated years ago. “Public servants and many in the private sectors who have unexplainable wealth are celebrated in one form or the other, alumni recognitions, honorary degrees, chieftaincy titles and even higher religious titles. “Often, cheating is with the collusion of parents and teachers. This only reflects the failure of values in our larger society. Educational policy within that milieu of collapsed value failure is a totally different type of task when values in society have collapsed. When values in the society have been upturned, the role of the policy maker is completely different from when values are maintained by and large.” The President said Nigerians are no longer concerned about the process of attaining success because the end justifies the means for them. Such collapse in value, he explained, has made it difficult for policy makers to effect change in the society. Buhari therefore called for a change in education curricula to reflect modern teaching methods. He said, “It is much more important today to emphasise also how we should teach which will obviously impact how we should examine, what questions we should be asking and what we should be looking for in our students. But regarding what we should teach, it is my respective view, more important now than ever before to redefine success.” Earlier in his remarks, Registrar of Council, WAEC, Dr. Uyi Uwadiae, said examination malpractices remained a major challenge for the council. While declaring that the consequences of malpractices were grave, he called for collaboration to tackle the scourge. Uwadiae also called for the strengthening and enforcement of existing legislations to combat malpractices. The Enugu Maximum Security Prison, built in 1915 for 638 inmates, now houses 1,800 inmates. The overcrowding has however, overstretched facilities in the prisons most of which had not been improved upon or maintained since their establishment over 102 years ago, thus compounding the problems for the inmates and warders. However, the poor maintenance of old facilities is threatening the entire residents of Enugu metropolis as overflowing faeces emanating from broken sewage pipes are posing serious health hazards to the residents. Stench odour oozing out from some of the faeces has spread to the whole Ogbete Central Market as well as the private and public motor parks causing traders in food items like vegetables, pepper and other ingredients to abandon their sheds as buyers are no longer patronising them due to health hazards. Apart from the traders who were mostly women, bank workers and their customers as well as warders and security personnel guarding the prisons and residents of the adjoining Central Police Station, Enugu and Enugu North local government workers are also said to be literally in hell, due to the stench emanating from the overflowing faeces. When South East Voice visited the area it was observed that the appalling situation was as a result of the sewage which overflew from the prison yard through the open gutters at Okpara Avenue to the market through Akwata. At the prison yard, the sewage there was also overflowing, through the open gutters into the Ogbete market where traders especially those dealing on food items at railway lines and the main market sold their wares. The stench odour oozed through the entire environment and some affected traders have closed shops as they can no longer contain the health hazards associated with the mess. Some of the traders who spoke to South East Voice said they were around because they had no other place to go. One of the food stuff traders who identified herself as Maria, said “we have complained so many times to the market union. They said they are talking with the prison authorities and the government that we should exercise patience. What do we do?” Another yam seller said some of the locked up shops in the area were owned by those who could not cope and vacated their shops. An official of the market union in charge of sanitation of Ogbete Market, who pleaded anonymity, described the situation as terrible. He however, said they had been working to get both the prison and state government to do something about the ugly situation and urged the traders to bear with the market leadership as it strived to resolve the matter. Senior prison officials declined comment on the issue, directing the South East Voice to their headquarters at Abuja, but investigations revealed that the problem had lingered for a long period of time despite the Enugu State government’s intervention to find solution to the problems. Embarrassingsituation: It was learnt that the Enugu state government officials had visited the prison and set up a-seven man joint committee to resolve the embarrassing situation. Members of the committee, it was learnt, included the state Comptroller of Prisons, the state commissioners for Environment, Chief Fidel Ayogu and Capital Territory, Chief Chidi Aroh among other members. The two commissioners however failed to respond to enquiries on the matter. It was learnt that the committee has not been very active due to the fact that the parties involved are state and federal government institutions which are supposed to cooperate with each other to resolve the impasse. But, while the problems remain, the health hazard posed by the situation remains the greatest threat to both the traders, the prison yard inmates as well as other residents of Enugu metropolis.
