The House of Representatives on Tuesday warned the Federal Government against tampering with the existing “arrangements” for the March 28 elections, particularly the removal of the Chairman, Independent National Electoral Commission, Prof. Attahiru Jega. The House noted that changing the election plans either by further extending the dates or removing Jega would only lead to a magnitude of violence, worse than what was witnessed after the 2011 polls. In a resolution in Abuja, the House drew the attention of the political class, the Federal Government, state governments and security agencies to warnings of unavoidable violence already issued by eminent Nigerians and groups, both on the international and local scenes. The resolution was taken following a motion moved by the Chairman, House Committee on Justice, Ali Ahmad. The development came as the Speaker, Aminu Tambuwal, at a separate session, raised the alarm that the dark days of military coups might return if the country continued to progress in error. During Tuesday’s plenary, lawmakers also warned that “persons” whose actions would have led to such violence must be held accountable at all judicial levels. Part of their resolution read, “Hold personally accountable at domestic judicial forum or at the International Court of Justice, any persons or organisations that foist on INEC any decision or action whatsoever, including unconstitutional attempt to remove the current INEC chairman, that has the effect of making it impracticable for elections to hold on 28th March and 11th April, 2015.” Besides, members made it clear that removing the INEC chairman would be unconstitutional except if it secured the approval of two-thirds of the Senate, as prescribed in Section. 157(1) of the 1999 Constitution. “Such removal can only be achieved when two things happen, viz, (a) his inability to discharge the functions of the office, or (b) for misconduct, as determined by two-thirds of the Senate,” the resolution added. The Peoples Democratic Party caucus in the House made spirited attempts to stop the motion but failed. The House Deputy Majority Leader, Mr. Leo Ogor, had raised an objection on the grounds that the motion was “speculative” as there was no evidence suggesting that Jega was about to be removed. “Nobody is interested in removing Jega; so, we can’t entertain such a speculative motion,” Ogor protested. But, he was overruled by Tambuwal and the motion was passed in a majority voice vote. The Speaker also did not allow members to debate the motion, a move that earned him murmurs from some PDP lawmakers. Meanwhile, Tambuwal, while speaking at a meeting with a coalition of civil society groups, Nigerian Civil Society Situation Room, observed that the “signs” of a possible return to dark days in Nigeria were everywhere for all to see. He stated that apart from alleged plans to use Civil Service rules to force Jega out of office, the suggestion of an interim government by some groups was “treasonable.” The speaker said, “Any form of government outside our constitution is a coup. Why are the security agencies not charging such persons with treasonable felony? “Some individuals are bent on ensuring that the elections do not hold or in the alternative, create scenarios that will make the conduct of the polls impossible for INEC. The speaker, who said “power belongs to God” and Him alone decides whom to give, advised the political class against attempting to oppose God and the will of the people. He spoke further, “Some individuals are not interested in a free and fair process of elections. “You should remember that people voted you into power; if the same people are saying go and rest through a free and fair process, then respect their decision. “Some persons occupied these offices before we came in. What would have happened if they refused to vacate the offices for us? “Not up to 10 per cent of Nigerians are politicians; what happens to the remaining 90 per cent ? In any case, there has to be a country to govern. “Are we as a nation ordinarily supposed to be where they are today?” The CSO representatives , who were led by Clement Nwankwo, had earlier raised fears over what they considered to be troubling signs of a possible interference with the democratic process in the country. Governor Godswill Akpabio of Akwa Ibom State said, having taken stock of preparations for the forthcoming general elections, it has become clear that the Peoples Democratic Party would win the March 28 Presidential election on the first ballot. He boasted that the party’s candidate, President Goodluck Jonathan, would win over 90 percent of the votes cast across the country. “The meeting was just to take stock of the situation on ground and the report is very favourable. It looks like on the first ballot, we will win well over 90 percent of the votes across Nigeria,” Akpabio told State House correspondents at the end of a marathon meeting Jonathan had with PDP governors and governorship candidates at the Presidential Villa, Abuja on Monday evening. Akpabio, who is the chairman of the PDP Governors Forum, said it was clear that the opposition was already in disarray ahead of the elections. He said he had always insisted that propaganda that the opposition is known for could only take one to a limit after which the reality would be clear. He said with the latest development, Nigerians were now aware of the giant strides of the present administration in the different sectors of the nation’s economy. The governor said in the four years of Jonathan’s administration, the President had performed better than any President in the history of the country. He said, “Today, Nigerians are much more aware of what the PDP administration under President Goodluck Jonathan has been doing. “I want to commend not only the President but also members of the Federal Executive Council who have opened the eyes of Nigerians to know that so many things have been done in the different sectors of the economy. “It was as if people did not know these things because the opposition took over and they kept saying PDP was doing nothing. Yet, in four years of the President’s tenure, he has achieved far more than any President had ever done in the history of our country. “We are very proud of the achievements of the PDP, not just at the federal level but also at the different states. “If you want to assess state-by-state, pick the opposition’s best APC state in Nigeria and compare it with the best state of the PDP, you will see that we tower above the opposition in all ramifications. “The next election, particularly the election of March 28 will be about performance and issues. Nigerians have since gone above the level of tribalism and ethnic or religion differences. The All Progressives Congress has said the real causes of the debilitating fuel scarcity across the country are the looting of the $12 billion domestic gas fund under President Goodluck Jonathan’s watch, as well as the Administration’s failure to pay fuel subsidy and the cost of interests on bank loans to oil marketers, thus making it impossible for them to begin another round of importation of refined petroleum products. In a statement issued in Dubai on Tuesday by its National Publicity Secretary, Alhaji Lai Mohammed, the party said the PDP and the Jonathan Administration decided to divert attention from those problems by accusing the opposition of being responsible for the scarcity – a most laughable and irresponsible statement by a sitting government that is always so eager to blame everyone but itself for the nation’s woes. It recalled that the Coordinating Minister of the Economy and Finance Minister Ngozi Okonjo-Iweala had, in February, promised to pay all subsidies owed to the marketers then in the sum of N264 billion, along with the accrued interest. APC said, however, that the failure to meet this obligation has made it impossible for the oil marketers, who are being owed heavily, to finance another round of products importation. ”The truth is that this profligate government has run Nigeria aground, and the oil sector, whether upstream or downstream, has particularly suffered hugely. The quantity of petroleum products that was imported has almost been fully consumed, without fresh products being brought in to augment supplies that have now fallen well below re-order level. ”The implication is that in addition to worsening power supply, crumbling prices of oil at the international market, weakening Naira and unprecedented corruption, Nigerians – who routinely provide their own electricity to power their homes and business, now have to face another round of government-imposed hardship with the ongoing fuel scarcity,” the party said. It said the fuel crisis would not have reached the stage it is in now had the $12 billion domestic gas project fund not been looted under President Jonathan’s watch. This is because, with the project being executed, many vehicles, cooking stoves and generators would have been converted to use gas to reduce the importation of PMS, diesel and kerosene, and gas would have been available to fire the gas turbines at power stations while more power would have been delivered to the national grid. A former Lagos State Commissioner, Mr. Dele Alake, says the allegations emanating from the Peoples Democratic Party that the All Progressives Congress Vice-Presidential candidate, Prof. Yemi Osinbajo, will hand over power to former Governor Bola Tinubu within six months after he is inaugurated, shows that the PDP is already dreaming of defeat. Alake, who is the Director of Strategic Communications, All Progressives Congress Presidential Campaign Organisation, said this in a statement on Sunday. Alake urged Nigerians not to take the Director of Media, PDP Presidential Campaign Organisation, Mr. Femi Fani-Kayode, seriously as he was known for always making allegations. He said the time frame of six months for the action to take place meant that the APC presidential candidate, Maj.-Gen. Muhammadu Buhari (retd.) and Osinbajo would have been sworn in as President and Vice-President respectively on May 29, 2015. Alake said, “Any psychoanalyst can read the mind of the purveyors of this concoction of falsehood. Their assumption gives away the fact that they themselves accept the certainty of victory of the APC in the presidential election.” He said the massive support for the APC presidential ticket locally and internationally has inflicted a devastating damage on the psychology of the PDP campaign managers “leading to an acute case of schizophrenia.” Alake said Fani-Kayode shot himself in the foot in his desperation to spin a conspiracy theory that is childish and merits the condemnation of all right thinking persons. He said, “Fani-Kayode alleges that Asiwaju Tinubu would become President by asking the Vice- President, Professor Osinbajo, to resign after six months in office in the belief that the President Muhammadu Buhari may have terminal health challenges. “That the message came through Fani-Kayode who, just a few days ago, was brought to answer corruption charges, makes the message incredulous. The whole world knows the other reasons for the incredulity of any message delivered through him. “Indeed, the fact that the PDP campaign machinery can construct a post-presidential election scenario in which APC would be in power is a significant testimony of their admission that they have lost this election.
