Mrs. Juliana Godwin, a 42-year-old Junior Secondary School I (JSSI) student of Junior Secondary School, Gosa, Abuja, has become one of those persons with strong will to change her condition. Mrs. Godwin, who hails from Riyom in Riyom Local Government Area of Plateau State, had her education stalled by lack of sponsorship, a situation that made her to drop out, in 1983, of LEA Primary School, Riyom. “I had to leave for Jos in 1983, since my father could no longer sponsor my education to secondary school because he had no money. While I was with my cousin, I enrolled in a tailoring shop to learn dress making. I completed it within a year and six months”, she told Sunday Vanguard. In 2001, she and her children left Jos to join her husband in Abuja, where they live at Gosa village, along Airport Road. An industrious woman, Godwin became the bread-winner of her family. Since had skill in hair plaiting, that became a source of livelihood for her and the family. Later she ventured into hawking of water in a basin in Gosa market to boost the family’s income. “In 2003, I was able to save some money from water hawking. I started pepper and tomato business with N1,000 from the savings. I also went into corn roasting business, but my husband stopped me from the business in 2007,” she said. In 2008, Godwin decided to go into vocational training with a non-governmental organisation called Refocusing Nigerian Talents Organisation, RENITO, where she was trained in soap (liquid, medicated and bar), pomade and disinfectants production. “Now I can produce and sell the products I was trained on, and I started with N1,500”, Mrs. Godwin narrated. “I came to realise that the business was lucrative and helpful to me and my family. DISCOMFORTING news for President Goodluck Jonathan’s re- election bid broke out from former President Olusegun Obasanjo’s Hilltop Mansion, Abeokuta, yesterday evening, indicating that the outcome of the ruling Peoples Democratic Party, PDP, governors who had gone there to plead for the President’s support was initially played down. We can authoritatively disclose today that Obasanjo flatly refused to support Jonathan although Obasanjo had publicly said that he only explained to the governors his position on national issues. But we gathered that it was more than that as he maintained his stand against Jonathan’s style of administration which didn’t deserve his support. This was even as Jonathan and the son of the late former Head of State, Mohammed Abacha met behind closed doors at the Presidential Villa yesterday, apparently to strategise on how to secure victory for him and the party in Kano and other States.. The PDP is presenting the junior Abacha, who was freed from corruption and theft charges by the Federal Government last June, as its governorship candidate for Kano, apparently based on his assumed influence and popularity to dislodge the All Progressives Congress, APC, candidate backed by out-going Governor Rabiu Musa Kwankwaso. However, the five governors; Mallam Isa Yuguda of Bauchi, Babangida Aliyu (Niger), Sule Lamido (Jigawa), Liyel Imoke (Cross River) and Godswill Akpabio- (Akwa Ibom) had approached Obasanjo on behalf of Jonathan and the PDP and pleading with him to not only tone down his verbal attacks on the president and his administration but back him in the forthcoming election. The governors, who spent at least three hours discussing with Obasanjo, however were said to have left his mansion without any strong promise from the former president, who sounded rather defiant, claiming that it was clear to all Nigerians that Nigerian under Jonathan was in a bad shape. Obasanjo was, however, said to have given his visitors some words of consolation, saying, ‘the situation in Nigeria today is bad but is not beyond redemption’. “That means that something can still be done to change it, if there is courage and determination to do so.” A source close to the Abeokuta meeting told Saturday Vanguard that Obasanjo accepted to receive the five governors because of his respect for them as individuals and politicians who rode to national limelight through his instrumentality and not because of Jonathan or PDP. The source told our correspondent on Friday that although Obasanjo was disappointed by the action of most of the governors who visited him, he did not want to vent his anger and disappointment by turning down their request to visit him. The source, who is close to Obasanjo said: “But the truth of the matter is that ‘Baba’ did not give them any promise of word of comfort throughout their stay in Abeokuta because he is very upset with most of them, who have betrayed him in many ways since he helped them to clinch power in 2007. “He told them the truth as it is that Jonathan’s leadership had really hurt the image of Nigeria at home and abroad and that they themselves should help him to change course so as to help Nigeria and Nigerians out the doldrums. “Obasanjo made it clear to the visitors that he was not just speaking out for the sake of bringing Jonathan or his government down but to draw his attention to the urgent need to rise up and fight the monsters of insecurity and monumental corruption that are fast eating away the fabric of the nationhood and making Nigeria a mockery before the international community. Asked if Obasanjo had tabled any demand as a condition for backing Jonathan in next year’s presidential poll, the source hinted that the former head of state did not give any condition and was not keen on any since he was not ready to back down on his position. “Look, let me tell you the truth; Baba stands on his position concerning Jonathan and his administration and he is not ready to change whatever he had said or written no matter who comes to him or not. “I can tell you that if the mission of the five governors was successful, one of them, who likes to talk at every event, would have been the first to speak. What happened was more of a mission not accomplished to say the truth,” the source said. A source close to the Presidency said that the visit by the five governors to Obasanjo might have been sanctioned by the Villa as a means of staving off lingering criticism of President Jonathan by Obasanjo ahead of the crucial presidential poll fixed for the first quarter of next year. Obasanjo had last month described Jonathan’s performance so far as ‘below average,’ a rating that received an instant bashing from Jonathan’s aides, who descended heavily on the former leader, calling him names. Meanwhile, although the details of the discussions between Jonathan and Mohammed Abacha were not made public, Abacha told State House correspondents shortly after emerging from the parley with the president that he was confident the PDP would ‘recover Kano’ from the APC. According to him, Kano was stolen from PDP and the party is on its way to recovering the stolen ticket. Abacha was also optimistic he would emerge the party’s gubernatorial flag bearer,saying, “We are hopeful; I wouldn’t want to say too much. I said it before that it was a PDP state; it was a PDP ticket. It was taken or converted or even stolen; whatever you want to call it, so be it. The chances of the PDP are still bright.’’ Speculations had been rife that the Presidency deliberately withdrew the charges bordering on the alleged stealing of N446 billion preferred against the aspirant last June in order to pave the way for him to contest the Kano governorship election. The government through the Attorney General of the Federation, Mr. Mohammed Adoke, had justified the nolle proseque (don’t prosecute or discontinue prosecution) entered in favour of Abacha, claiming that it was done in the overall interest of the country and not for pecuniary or political reasons. |
By Boluwaji Obahopo, Lokoja A High Court sitting in Okene yesterday on Friday sentenced a Deputy Comptroller of Prisons, Joseph Idachaba to seven years in prison for fraudulently enriching himself with over N1.4 million belonging to Nigerian Prisons Service, NPS. Justice Josiah Majebi of Okene High Court handed down the sentence in the case of three-count charge of criminal conspiracy, falsehood and fraud in a case Idachaba was arraigned along with one other staff of the Prisons Service, Ruth Onoja in February, by the Economic and Financial Crimes Commission, EFCC. The duo were alleged to have violated provisions of the EFCC Act No. 14 of 2006 in the fraudulent transfer of N1,403,114.09 from the accounts of NPS through payment of salaries to a ghost staff, one Opia Mohammed Ugbede. Prosecution submitted that the unknown Ugbede later paid the amount into Idachaba’s account. Majebi in his judgement said the prosecution had proved the case of fraud against the accused beyond reasonable doubt and went ahead to convict him of the charge but acquitted him of conspiracy and falsehood. He said that the convict had initially admitted commission of the crime in his statement but later turned around to deny it. ”The claim of the 1st accused (Idachaba) that he does not know Opia Mohammed Ugbede who was alleged to have paid the money into his account is but an afterthought. “To believe the story of the 1st accused in the face of the overwhelming evidence adduced by the prosecution is to believe the holiness of a Bishop hanging a talisman on his neck.” “It is my view and I hold that by the pieces of evidence aforementioned in this judgement, the prosecution has established that the 1st accused knowingly misrepresented Mohammed Ugbede Opia as a member of staff of NPS with the intention to defraud the service.” Majebi therefore sentenced the accused to seven years in prison in accordance with section 1(3) of the Advanced Fee Fraud and Other related Offences Act No 14 of 2006. The 2nd accused, Onoja, was however discharged and acquitted as the prosecution could not establish the charge of conspiracy to link her with commission of the crime. |

A former Head of State, General Muhammadu Buhari (retd) has asked the ruling Peoples Democratic Party, PDP, to accept the blame for plunging Nigeria into the abyss of underdevelopment in the past 15 years. Speaking at the “Salvation Rally” organised by the All Progressives Congress in Abuja on Wednesday, the ex-military ruler said the APC was worried about the lack of performance of the PDP-led Federal Government and challenged those who had the capacity to reflect on the performance of the ruling party from 1999 till date. He said, “Our concern is the lack of performance of the Federal Government. I will like those of you who have the time and the capacity to reflect on what the PDP has done to this country since 1999 to date. Try and find what was the state of our infrastructure since 1999 and what it is now and we have earned between 1999 and now. It then it will dawn on you how corrupt, inefficient and indiscipline the PDP is and its operators. “The PDP cannot shoulder responsibility. They consistently found themselves in the centre and in most of the states. They must therefore accept the blame for the position they put Nigeria”. Buhari, who is a presidential aspirant on the platform of APC, said the country has become insecure and bankrupt mainly because of the corruption in the system and the inefficiency of the present crop of leaders. “The country is insecure; this country is getting bankrupt; and it is mainly because of corruption and incompetence,” he said. “Vote out the PDP next year if you want a secured Nigeria, you just have to do that. No alternative. Make sure you get your PVC. Makes sure you vote for those who you want to represent you. Make sure your vote count”. According to Buhari, Wednesday’s rally was part of the series of activities lined up by the APC from now until the general election in 2015. He explained that the series of rallies “began in Abuja because this is the federal capital. It belongs to all Nigerians. This is the centre of the country. This activity will be conducted as I said partly here, then, in the states, then it will continue until the general elections”. |

As HND Discrimination Bill narrowly scales second reading in senate Abuja – The Bill for an Act to Abolish and Prohibit Dichotomy and Discrimination between First Degrees and Higher National Diploma in the same Profession/Field and related matters on Wednesday scaled second reading in the Senate. The bill, which scaled second reading after heated debate at plenary on its relevance, seeks to resolve controversy over wage disparity and gross discrimination against HND holder in public and private sectors of the economy. The Senate President, Sen. David Mark in his remarks, said it would be difficult to legislate on the bill, given that polytechnics were not originally established to be degree awarding institutions. He said rather than canvass for abolishion of the dichotomy, polytechnics should be changed to degree awarding institutions. “ The problem here is whether we can legislate on this. I think obviously that is not going to work for several reasons that we have all advanced here. “We can’t legislate here and say you must employ an HND instead of employing somebody with B.SC. “I think it is more of attitude than what we can legislate on but we can get an arrangement where the polytechnics begin to award degrees, in which case the polytechnics will no more be polytechnics; they will be universities,’’ he said. Mark, who did not outrightly condemn the bill, said it should be sent for public hearing, to get the views of relevant stakeholders on the way forward on the issue of dichotomy. He, however, said that “our attempt really to equate HND to a degree is not likely to work. Nobody who has done a degree has gone back to the polytechnic to do HND and you can’t blame that logic. “The whole essence of allowing the bill to go through second reading and public reading is for us to get more ideas about how to get the way forward. “That will be the only benefit that will come out it’’, he said. The lead debate, presented by Sen. Patrick Akinyelure (PDP-Ondo), highlighted the need to abolish the discrimination between HND and First Degree. Akinyelure said the continuing discrimination against HND holders was threatening to ruin the nation’s core policy thrust of evolving a technological and scientifically based society. He said that findings had proved that some polytechnic graduates were in some cases better on the field than their university counterparts. “To all intents and purposes, a government employment policy that places degree holders ahead of HND holders without recourse to skill and ability of the HND holder thereof does more harm than good to the nation’s development plans. “Therefore, the aim of the bill is to promote the technological advancement of our great nation by encouraging many qualified candidates to pursue polytechnic and technological advancement,’’ he said. Some lawmakers, however, argued that rather than seeking to abolish the dichotomy, efforts should be made to transform all polytechnics to degree awarding institutions. The Deputy Senate President, Sen. Ike Ekweremadu, said even if the bill did not succeed, it would help to raise awareness on the dysfunctional nature of the country’s educational system. He decried the growing trend where polytechnics offered courses outside their field, adding that in order to correct the abnormally, all polytechnics should be converted to degree awarding institutions. “All we need now is to expand the knowledge base of our polytechnics, increase entry qualification and employ qualified teachers for the polytechnics. “We should then make conscious effort to set up technical schools that would award only diploma to support our industries and help the system industrially. “To say we will abolish the dichotomy is difficult. The committee to handle the bill should invite experts to look into harmonising the institutions,’’ he said. On his part, Sen. ITA Enang (PDP-Akwa Ibom) decried the poor standard of some polytechnics in the country. He called on the regulatory body in charge of polytechnics to adequately regulate the establishment of the institution in the country. “I have seen polytechnics operate in two bedroom flats and this is the situation that brings suspicion about the quality of our polytechnics. “I have also seen standard polytechnics and the quality of their product compete favourably with universities.” He called on relevant agencies to improve on the carrying capacity of universities to accommodate all those seeking admissions. He also called for harmonisation of universities and polytechnics to help manage a situation where people went to polytechnics because they could not secure admission into universities. “This bill should pass a second reading to find solution to the problem. I support this bill,’’ he said. Sen. Chris Ngige (APC-Anambra) said in as much as he sympathised with HND holders, the bill should be dropped. He said that relevant agencies should rather harmonise the institutions and make polytechnics degree awarding institutions. “The bill evokes emotion but laws should not be made based on that to avoid mistakes. This has to do with fundamental structure of the education sector. “Let us conserve the resources of the senate; it will not go through second reading,’’ he said. Sen. Abubakar Bagudu ( PDP-Kebbi), a member of Senate Committee Education, said if the dichotomy should be abolished, there would be standardisation of policy. He argued that standardisation of policy was vital because universities and polytechnics had different structures. “The university is theory and research oriented as compared to polytechnic which is supposed to turn out industrial ready graduates,’’ he said. Similarly, Prof. Olusola Adeyeye (APC-Osun), the Vice Chairman of Senate Committee on Education, canvassed for the harmonisation of the institutions to enable polytechnics to award degrees. “I believe that for as long as there is difference in admission standard and training for both institutions of learning, there will be difference in employment. “ Let us go the U.S. way and equalise both polytechnics and universities and have specialised institutions to handle the technical aspect.’’ The lawmaker explained that Nigeria inherited the polytechnic system from the colonial masters, who thought of having a middle level manpower where people could be trained without the lengthy period in university. He further explained that UK subsequently abolished the system after meeting the purpose for which it was established to meet its industrial need. “We need to make the admission standard the same for polytechnics and universities; forget the dichotomy issue. Today was sometin else,after attending a relative's wedding, I drove some friends bak to their abode after the reception. Not long after I dropped them off,I ran into this bad road I had earlier crossed while coming and whc I had fears about. In a twinkle of an eye,as if that ground had been waiting for me to pass by,my front tire gradually sank deep, my car couldn't move any further. It took close to 2hours and external hands to bring it out,after which I was looking like i just had a mud bath. Thank God this happened after the wedding. This will be my 2nd experience this year,no thanks to constant rainfalls and bad roads that adorn our country Nigeria. |
