NOTED HOPE THEY WILL DELIVER SHA DONSMITH123: President Muhammadu Buhari will assign portfolios to all his 36 ministers, the Presidency told Daily Trust yesterday. The Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, stated this in a telephone interview with our correspondent yesterday. The president had reportedly said Friday that not all the 36 nominees would be ministers as some of them would only sit in the cabinet in order to meet the constitutional provision which stipulates that each state of the federation must have a representative in the cabinet. Buhari was reported to have disclosed this during an interview he granted the Nigerian Television Authority (NTA) and Channels Television shortly before he left New Delhi where he participated in the third summit of the India-Africa Forum. But the presidential aide stated that all the 36 ministerial nominees that had been screened by the Senate would be assigned portfolios. Shehu clarified that what President Buhari meant was that not all the ministers would have full control of the ministries. He said the president would retain the structure in which there are substantive ministers and ministers of state. According to the presidential aide, it is not possible to have a more ministries than the number of ministers. Shehu said: “You know we have a structure of government in place in this country whereby there are substantive ministers and ministers of state. “What the president meant (in the interview granted) was that not all the ministers in his cabinet will have the full control of the ministries. You know it is not possible to have the number of ministries more than the number of ministers. Even former President Goodluck Jonathan had 28 ministries and 42 ministers. “So, what the president meant was that some of his cabinet members would be ministers of state.” Asked whether this implies that all Buhari’s ministers will have portfolios, Shehu answered in the affirmative, saying: “Yes, that is what it means. But not all of them (the ministers) will have the full command of the ministries”. Meanwhile, the president was reported to have disclosed in the interview that the country would be lucky if his administration is able to have half the number of the 42 ministers that operated under the last administration. “There was no reduction of ministers to 36. What the constitution says, and we cannot work outside the constitution, is that there must be a cabinet representative from each state. Yes, there used to be 42 ministers, I think we will be lucky if we can have half of that now because we cannot afford it. Others may not be substantive ministers, but they will sit in the cabinet because that is what the constitution says and we cannot operate outside the constitution,” Buhari was reported to have said. A source in the presidency told Daily Trust last week that the president may assign portfolios and swear in his ministers on Wednesday. But the Special Adviser to the President on Media and Publicity, Mr Femi Adesina, said the president could communicate when to inaugurate his cabinet.

Whats the Moral Lesson? shortgun: I was a guest at a party organized by one of the bigwigs as far as politics is concerned is in the country.
We were doing our thing........drinking expensive wines and dancing to music by some of best Nigerian artistes when suddenly a big coaster bus drove into the expansive compound with two police escort vehicles. We were just wondering who the passengers were only to discover that the bus was filled with young girls.
The oldest among the girls should not be more than 23....I believe most the girls were sourced from secondary schools. I came to understand that some of the Aides to these big men normally arrange for these young girls on the instructions of there Principals whenever they want to host their friends.
The Oga on whose compound we were partying just came out and selected some of the girls and took them inside. He then said to us "Guys pick anyone you like and go enjoy yourselves".
I was not able to sleep throughout that nite.....These are men who have daughters of the same age with the ones they are sleeping with. These are men that most young people see as role models.
I lost my respect for these so called "elder statesmen" that nite. |

They should invest the money on power and agric oooooooooooooooo wachakuta: By Emeka Aginam While pleading for staggered payment model, MTN has finally bowed to pressure as it has accepted to pay the N1.04 trillion fine slammed on it last week by the telecoms regulatory authority, the Nigerian Communications Commission (NCC).
Accordingly, the telecoms operator was fine for violating its directive on SIM deactivation.
This follows series of meeting held between MTN management team from South Africa and Nigeria with the Vice President, Prof. Yemi Osinbajo.
The telecoms operator which has largest subscriber base in Nigeria, it was gathered, may have agreed to pay the fine to sustain the interest of its telecoms business.
Industry sources who confirmed the new arrangement, disclosed that the federal government is already yielding to the plea, which according to him, was part of the agreement reached at the series of meeting held at the weekend in Nigeria.
“There have been series of meeting at the Presidency between the Vice President Osinbajo and MTN team both from South Africa and the Nigerian arm. MTN wanted a waiver considering their level of investments in the country, but government did not buy the idea of waiver. Instead, I think there will be concession, but certainly not a waiver. At the conclusion of the meeting, the MTN people negotiated on how to stagger the payment. The Presidency is even angry because MTN was a signatory to the regulation, but they are failing to comply with rules.”, the source added.
It would be recalled that NCC had said that MTN would not escape the fine, owing to the enormity of its implication to national security.
Although NCC had hinted that the issue is being handled by the federal government, the telecoms authority also noted that MTN would risk withdrawal of its licence if its fails to comply with the fine.
Even with the widespread calls for the intervention of the Office of the National Security Adviser (NSA), on the N1.04 trillion fine, Chief Femi Falana, a Senior Advocate of Nigeria (SAN), had last week called on the NSA not to intervene in the matter, adding that NCC regulation must take its course.
NCC said it had consistently engaged Mobile Network Operators, (MNOs) to strictly adhere to the regulations and its business rules in the registration of their subscribers.
Following several engagements, the Commission had confirmed various cases of violations of the regulations and sanctioned appropriately.

lol GOD WIN HungerBAD: Forced Amaechi’s confirmation as minister PDP Senators stage walkout.
At the end of yesterday’s confirmation of ministerial nominees earlier screened by the Senate with the President, Olubukola Saraki presiding, it dawned on lawmakers of the opposition Peoples Democratic Party, PDP they had been taken on a ride by the former and dumped when it mattered most to their aggregate democratic image.
In his many battles during his short stay as Senate President so far, Saraki had managed to stabilise in office and garner all the courage he needed in the face of opposition to his emergence as chairman of the 8th National Assembly last June 9.
The All Progressives Congress, APC Senator was elected unopposed with 57 lawmakers present voting for Saraki, while 51 were absent. Of note was the fact that his emergence had the solid, total and complete imprimatur of the opposition PDP senators. The development which irked his party that had positioned Ahmed Lawan as Senate President attracted problems for Saraki.
Thus, when on September 22, he was to appear at the Code of Conduct Tribunal, CCT on an alleged fraudulent declaration of his assets way back when he was Kwara state governor, it was clear his party was out to frustrate him out of office. But his solace had always been in the PDP colleagues who rallied support for him.
Also on October 22, 2015 when he re-appeared at the CCT, no fewer than 81 senators made up of the largely PDP membership of the Upper Legislative House trooped to the trial with their embattled leader. While all the drama lasted, many observers concluded that the suddenness of Saraki’s trial at CCT was designed by the leadership of the ruling party to compel him to toe its position, vacate office for Lawan even as PDP’s Ekweremadu who is the current Deputy Senate President should return to his minority fold in the legislature.
The development at the Senate yesterday which saw Saraki dumping the wish of his PDP support base to set aside their known rules to clear former Rivers state governor, Rotimi Amaechi against the recommendations of its Ethics Committee which advised that the matter be kept in view, many lawmakers concluded last night, was a clear indication that the Senate President has left the PDP senators mid stream.
The confirmation exercise had the trapping of a chess game with a charged atmosphere a result of disagreement between All Progressives Congress, APC and Peoples Democratic Party, PDP senators on the confirmation of the Rivers State nominee, Rotimi Amaechi which had forced the senators to resort to over an hour closed door executive session.
Despite efforts to resolve the issue, the PDP senators, led by the Minority Leader, Godswill Akpabio, staged a walkout when Amaechi was to be eventually confirmed as the APC senators snubbed the recommendations of the Senate Committee on Ethics, Privileges and Public Petitions. The committee had in its report on an investigation of a petition written against Amaechi’s ministerial nomination by Livingstone Wechie on behalf of other petitioners from Rivers State, recommended that the Senate should not confirm his nomination on the grounds of his litigation in court and that of the petitioners over issues raised in the petition.
The committee recommended thus: “That since the ministerial nominee had gone to the Court of Appeal , to challenge the content of the petition and the white paper of the judicial commission of inquiry, the Senate is unable to recommend the consideration of his confirmation. “That the senate do consider and adopt the recommendation as proposed by the committee”.
But the Senate through a motion moved by the Senate Leader, Mohammed Ali Ndume ( APC Borno South), moved in the direction of killing the report without any debate which ignited uproar from the PDP senators.
Ndume who predicated his motion on one of the findings/ observations made in the report, said since all allegations levelled against Amaechi are before a competent court of jurisdiction, the senate should in line with its own rule ( Order 41(7) , ignore the report but confirm Amaechi as Minister like the 17 others earlier confirmed. Through a motion the minority leader, Godswill Akpabio, refused to second when called upon by the Senate President to do so.
