Government may require animals to be screened for a range of diseases at COST to owners. Require insurance in case animals are infected and need to be culled. If you cannot find an insurer willing to insure you you don't operate. There are many other measure that can raise the cost of doing business by as much as 50-100k per animal per year
Then there are security measures such as the registration. If you have a criminal record you do not operate. You mus have TB. You must not carry firearms etc. Penalties may include powers to confiscate entire herds. Just like you have LASTMA you have a similar task force State should also have a capacity evaluation to say HOW MANY ANIMALS they are willing to accommodate and therefore how many licences they will issue This is not a matter for chest beating. Put together a panel of experts draft the law do public hearing and put it to vote. Some states may even decide no nomadic activity AT ALL It is a common mistake to say the constitution allows movement oof goods and services. Not true.
You cannot move a herd of pigs freely in Sokoto state. Anyway animals are not just goods they can carry disease and so subject to regulation. Yes you can bring cows to come and sell but move move them to destroy crops on land that you do not own.Otherwise a snake keeper can start moving snakes all over the place. What is needed is thoughtfulness and strategy with a clear goal. NO NOMADIC ACTIVITY NO FREE LAND TO ANYONE
The ultimate question each state must ask itself is cui bono? Who benefits from this and who pays This is what I call good thinking. Just what is needed in this situation. Not Hausa Ibo or Yoruba sentiments as expressed by many here. |

Fine but what if God decided to answer all our prayers and granted everyone riches?(I mean material and intellectual wealth) 1Who will do the work of the present day servant to the rich man? 2 Who will act the psychophant and praise singer? 3 Whom will the rich man share his wealth with (according to biblical injunction) 4 How will humans appreciate God when they lack nothing?5 How will humans appreciate each other when nobody lacks? I believe strongly that as a political party with the people's opium, we should be able to teach the younger generation manners, respects for constituted authorities, value orientation, decorum and sportsmanship, but this has never be the case with the PDP and its extended strange bedfellows. What is the difference between PDP, LP and PPA? all are creation of the same group of people, didn't LP say there are adopting PDP's candidate during the last general election after collecting a paltry peanut from the PDP? Until we accept defea and face reality, PDP your principal is denigrating by the day and you are still saying like PDP you can't hang his portrait, what an arrant rubbish, does it really make any difference to change Nigerians want whether you hang the portrait or not?
We Nigerian have seen the arrogance in your style and we know exactly the change we want and we have gotten the change, so if anybody is trying to attract cheap public attention, let that person go and hang himself in an electric pole in an open area with an insignia that he hung himself because he does not want to hang Buhair's portrait as a president or let him go and grab a life electric wire and electrocute himself for all we care.
