Every country has greedy citizens who will take advantage of the system if given the opportunity. Remove law enforcement from the US and China and watch them become worse than Nigeria. The people are not the problem, the government is.

Your job as a member of government is to hold yourself accountable and also hold regular citizens accountable. Once you fail to do that, the society crumbles over time and evil is normalized.

Just like a parent, if you fail to become a responsible adult and model your family right, if you continue in your ways before parenthood and do wrong in front of your kids, things go wrong.
