Attacks on Iran’s civilian infrastructure likely constitute war crimes, expert says US-Israeli attacks on Iranian civilian infrastructure are likely to constitute war crimes, Marieke de Hoon, assistant professor of international criminal law at the University of Amsterdam, tells Al Jazeera. “There can be an exception if these civilian objectives, like bridges and power plants, provide an effective contribution and military advantage”, de Hoon said. “But that has a very high threshold.” When the International Criminal Court issued arrest warrants for war crimes against Russian leaders for attacking power plants in Ukraine, de Hoon said, it explained that possible civilian harm takes precedence over any expected military advantage. “What is also very important is the rhetoric that the US and Israel are using,” the professor said. US President Donald Trump has threatened to bomb Iran “back to the Stone Ages” unless it agrees to a deal. Such a threat “implies that it is an attack also on the civilian population”, de Hoon said, which would also qualify as a crime against humanity. |
