I think you're comparing apples with oranges here. The last time I went to Paris 7 years ago, I couldn't find anywhere to eat for less than 25Eur. Perhaps it was just where I was, but I couldn't even street food and I paid like 100 Eur for a rubbish hotel room that looked like a hostel. It is a very expensive city, so prices probably reflect that.
