What's the age demographics of these two states?
What's the poverty index of the 2 states since you will expect people that are directly affected by government policies to want to have a say in how they are governed
Have you considered the fact that people usually migrate during elections?

Women weren't encouraged to be educated so how then would they have the ability to contribute to the household?

The men are not meant to depend on the income of the wife to sustain the household. The women just have to contribute to have a real sense of belonging since everything is "ours" as far as marriages are concerned.
