Banks in Lagos have cancelled the N100 charge on customers’ use of Automated Teller Machines(ATMs) withdrawal from other banks, the News Agency of Nigeria (NAN) reports.
NAN visit to some banks onTuesday showed that the banks had since Monday complied with the new trend.
This followed the Bankers Committee’s directive thatthe banks should stop charging N100 with effect from Dec. 17.
Some customers in separate interviews with NAN said that they were happy with the development and expressed the hope that more positive developments would be made in the sector in 2013.
Mr Kunle Adewale, an Information Technology expert and a customer with GTB, said that the development showed that customers would no longersuffer unwarranted banks’charges.
He said that the development had showed that banks customers would get the best servicedelivery without the regulators forcing the banks to charge customers unnecessarily.
Mr Afolaju Waheed, a customer with Access Bank, said that stoppage of the charges would not reduce the level of profits made by banks.
“But it will rather reduce the long queues in the banking halls,” Waheed said.
According to him, the cancellation of N100 charge will help the banks to enjoy more patronage of their ATMs facilities.
“This in return will boost the clamour for financial inclusion among the peoplein the informal sector,’’ hesaid.
Another customer with First Bank Plc, Marina, MissEsther Oluwayinka, said that she was surprised when the ATM machine did not alert her that she would be charged N100 after she used that of another bank.
Oluwayinka said that initially she felt that it wasa teller machine error when the ATM did not deduct the N100 charge from her account for usinganother bank.
“When the ATM did not askme if I was aware that my account will be deducted by N100, I was not bothered, but l thought it was a machine error.
“Later, after my transaction, I discovered that I was not also charged for the withdrawal made.
“It was at this juncture that I told a friend my experience at ATM dispenser and she also confirmed that she had similar experience. The cancellation is a welcome development,” she said.
Another customer of UBA at Iganmu branch, who pleaded anonymity, said that he believe the banks would still come up with another way of taking their charges from the customers.
“In the banking sector in Nigeria nothing goes free. At the end of the month the banks will surprise thecustomers with another funny charge,” the customer said.
NAN recalls that the bankshad on Dec. 9 agreed to start effective implementation of zero ATM charges throughout the country.
The agreement was sealedat the fourth annual Bankers’ Committee’s retreat held in Calabar.
NAN reports that Malam Sanusi Lamido Sanusi, CBN governor and Chairman, Bankers’ Committee, had said that CBN would monitor the effective implementation of the cancellation. (NAN)

The festive season is a time when household budgets arestretched and consumers accumulate debt beyond their ability to pay back.
South Africans have made a habit of shopping on credit, from banks and creditors who are only too willing to sign up new clients to the debt trap.
South Africans are notoriously bad savers, and without savings, times of need or want become times when credit comes in handy.
The Mail & Guardian last week reported on a long listof benefactors that have funded our president's opulent lifestyle.
According to a KMPG audit report prepared in 2006 for Zuma's trial for corruption and fraud charges , over R7-million was used to pay off the president's debts.
But this is not a new trend, and the numbers show that Zuma is just another South African with bad spending habits.
At an M&G critical thinking forum held in Sandton recently , Rian le Roux, head of economic research at Old Mutual Investment Group highlighted one of the most sobering statistics of the evening by saying that, on average, people only save 8% of their annual income. To be able to retire comfortably, this needs to increase to 20% or more of an individual's annual income.
Financial journalist and panellist Maya Fisher-French said savings is not about an individual's income but about what that person spends.
"I know domestic workers who save up to 20% of theirmonthly salaries. Saving is a mindset. One only needs to look at other countries in a similar income bracket as ours to see why they are saving more. South Africans do not have to sit around and save for anything. Access to debt is far too easy so we can simply buy what we want on credit.
"If saving money becomes as easy as taking out debt, then people will save more," she said.
Household savings as a percentage of disposable income has fluctuated between 2.7% in 1991 and -0.2% in the first quarter of this year, according to the South African Savings Institute.
South Africa's gross saving rate was only 20% of gross domestic product in 2011/12,compared to other developing nations such as China's of 54%, India's of 34.7% and Russia's of 24.7%.
'The importance of savings'
Household debt as a percentage of disposable income is also ballooning, rising to 76.3% in the secondquarter of 2012, while 6.9% of household disposable income went to servicing debt.
Simply put, South Africans live a life they cannot afford, and this is threatening our economic future.
"The importance of savings for our goal of sustainable and inclusive economic growth is recognised in the inclusion of a target of a 6%private saving rate in my performance agreement signed with President Jacob Zuma," Finance minister Pravin Gordhan told a South African Savings Institute function earlier this year.
But, in as much as Gordhan'splea is a signal to how serious the situation is, perhaps the problem lies with the man setting his targets.
Friday's report attested to Zuma being recognised as a financial "problem child" by Nelson Mandela, and being reprimanded by the former president and then ruling party treasurer-general Mendi Msimang over his lack of fiscal discipline. Banks too were complicit in Zuma's unbridled spending.
From 1994 – when Zuma waselected as ANC national chairperson – up until he was fired as deputy president of the republic in 2005, financial institutions including Nedbank, ABSA and Standard Bank allowed Zumato splurge on credit – with scant regard for his ability to repay his debt.
'Politically' valuable client
But, the banks thought it was in their best interests to keep Zuma in their good books as a "politically" and"strategically" valuable clientand kept his credit lines going.
In that time, Zuma spent farin excess of his salary, bought cars and property on credit, repeatedly exceeded his overdraft and continuously defaulted on debt owed.
Zuma told various bank leaders at the time that he was too busy with matters of national importance to pay attention to the finer details of his bank balance.
Old habits are difficult to break it seems, and Zuma has continued to spend morethan he earns as president.
After his latest 5.5% increase in September, Zuma's annual salary as president is R2 622561, and critics questioned Zuma's ability to fund his lifestyle with this salary alone, pointing to the Nkandlagate scandal as evidence that he is state funds for personal use.
Zuma's private residence in Nkandla is currently undergoing improvements worth an estimated R248-million – all of which are reportedly being carriedout at the state's expense.
'Signal of commitment'
Ironically Zuma asked for a private sector pay freeze of12 months in October as a"signal of a commitment to guide an equitable economy".This came after the intense labour protests that began erupting through the mining sector.
But the call conveniently came a month after the president's last pay increaseand he has given no indication if he will indeed freeze his own salary. His spokesperson Mac Maharaj said that "due processes" needed to be followed in thedecision-making of implementing a pay freeze within the government.
So while Zuma preaches to us to tighten our belts and prepare to weather any upcoming financial storms, hehas shown an inability or an unwillingness to live within his own means.
South Africans at the tills this Christmas may either choose to use the example of the president to justify spending on credit and struggle under a mountain of debt or learn from the mistakes of the country's highest office bearer and bemore circumspect. Experts said a change in behaviour needs to take place.
Peter Dempsey, deputy chiefexecutive officer of the Association for Savings and Investment South Africa (Asisa), said at the M&G forum.
"Individuals need to relook their expenses and see which ones are justified and which ones are not ... Just look at cellphone usage in the country. A person is quick to buy the latest and greatest smartphone but is it really necessary when theexisting phone is working fine. Saving is an attitude. A 28-year-old man has committed suicide after his preferred candidate in the 2012 presidential elections, Nana Addo Dankwa Akufo-Addo, was declared loser of the December 7 poll.
Stephen Manu aka Zack reportedly warned his close friends and relatives prior to the election he would kill himself if the NPP candidate did not win the election.
He hanged himself with a sponge in his room near Dot’s Spot at Teshie, a suburb of Accra. He is unmarried but has a child.
A friend of the deceased told listeners of Adom FM’s Dwaso Nsem that Zack had been drinking heavily since the election results were announced, having banked his hopes on an Akufo-Addo victory.
He had very harsh words for E.C. Chairman Dr Kwadwo Afari Gyan, who he accused of helping to rob his candidate of victory.

ran at least to save our lives, but our intentions
were genuine and little did we know how the day

shouting and throwing questions at us, it
escalated to a crowd of angry mob. There was no
way we could escape this one, so we calmed
down. They pushed us around and then stripped
us all. These men pulled us pants down, we were
more than embarrassed, the whole community
watched, I recognized few facesfrom the crowd.
Obviously they were so afraid to say "stop" then
the beating started, I wished itto be just a
nightmare. But it was real, these men were
determined. They dropped heavy rocks on our
heads, they pounded our faces with large planks,
blood covered our eyes, they matched and kicked
us right on our bleeding nostrils, we couldn't
breathe. "Bring tire" one of themen repeated,
until they brought the tires."Oh God!" We
watched the crowd watch us, we raised hands of
plea, we couldn't speak, Some hid, some shot
videos and took pictures. therewas no one to stop
this. This was the point we knew it was over. We
felt pain, helpless and hopeless. I thought of my
siblings, I wondered how my mum would take
this. She would fall apart. I begged God to hold
her for me, comfort and make her strong for me, I
prayed
same for my friends. Then we started crying, we
cried together. The tears gave us
headaches. We looked up high, the sky was still.
Rings of tires landed on our necks, they kept
hitting us, but we were numb already. They set us
ablaze. We rolled around, tried to reach for each
other, I wondered who would give up first, the fire
burned our bodies. it hurt, it hurt and then it
hurt. But suddenly the pain stopped, Then I
couldn't hear any other thing, but silence. I
thanked God.
The pain was over and Gods glory was revealed...

President of an Igbo socio-political action group, also known as C21, Senator Annie Okonkwo, in this interview, speaks on why the group was established, the need for state police, Igbo presidency in 2015, Anambra governorship election, and how to combat insecurity in the country. Excerpts:
Why C21 was established?
C21 is a socio-political action group formed by the South-East people, purely to articulate the situation of the Igbo-speaking people in Nigeria. When this group reviewed the situation of the Igbo, they found out that the situation is not right. Since1966, the highest position the Igbo has occupied was in the Second Republic when an Igbo man was the Vice President. Starting from 1999 when Senator Ken Nnamani was the Senate President and, today, we are at the number five and six positions and, if nothing is done, it would become worse. The C21 is also trying to change our orientation, bring our people together.
On the belief that lack of unity is the main problem facing the Igbo
Presently, the South-East is more united than before. We have realised the issues and every Igbo man today believes in the unity of the Igbo. Of course, in every 12 disciples, there must be a Judas. We are also aware that some people are trying to sabotage the efforts, but they will be disappointed because, this time around, we have taken a decision on wherethe Igbo are heading to and anybody trying to sabotage it will definitely suffer.
On the stand of Igbo on the 2015 presidential election
It is obvious that we will contest the 2015 presidential election. Presently, we are consulting with other groups and we have chosen the All-Progressive Grand Alliance, APGA, as the platform to use because we cannot contest in a platform where manipulation will allow us to have our way. Our request is a genuine one and that is why we have adopted APGA as ourpolitical platform because it is the only platform thatwill give the opportunity for an Igbo man to emergeas the President of this country.
Why APGA?
If you want to achieve your vision, you must create your own platform because, if you don’t havea political platform, it will be difficult to actualise the vision. We cannot actualiseour vision in the PDP because of the way it is structured. For example, an Igbo man was the National Chairman of the party and, within a short period, he was removed and, presently, in the PDP,we are not occupying any good position. The truth ofthe matter is that the party did not recognise the Igbo and we cannot fold our arms and continueto support a platform thatdoes not give hope for theIgbo speaking people.

On his Anambra governorship ambition
For now, I have not made up my mind on the Anambra governorship election. I am qualified and eligible to contest any election in Anambra. The state is my state and I have contested several elections there. I represented Anambra Central at the upper chamber of the National Assembly and 2014 is fast approaching, but the mostimportant thing I am doing right now is to unite the Igbo and realise the vision of C21. For Anambra governorship election, we will sit down and decide what will happen. If the people support that I should fly the flag of the party, I will do so. I am not the one to decide.
On the quest of Anambra North to produce the nextgovernor
We from Anambra State have not sat down to zone the governorship position to any district. And there was never a governorship election thatthe people from the three districts have not come out to contest and they cannot change it now. Anybody saying that it is the turn of Anambra North is selfish and has another agenda. It is left for the parties to field the candidates they believe would win election for them.
So the issue of Anambra North, Central and South does not meaning anything. As far as I am concerned, I believe that any serious party will field a candidate that would winelection for it. It is not about presenting a candidate from the North; the issue is, will he win theelection? The people of Anambra State will not vote sentiment, they will vote for a credible candidate no matter where the person comes from.
On constitution amendment
It is true that our presentconstitution was put together by the military, but I don’t think that amendment or a new constitution is our major problem. You cannot tell me that constitution amendment is the cause ofour insecurity. It is not why the infrastructure is decayed. Constitution amendment is not also responsible for the high rate of unemployment, andit is not why our health and education systems have collapsed.
We have fundamental issues. However, the constitution has to be amended to strengthen democracy because there are some imbalances in theconstitution. The constitution was hurriedly put together by the military. For instance, the situation where some regions have six and sevenstates leaving only the South-East with five is injustice. So, certain thingsmust be addressed, but we don’t have to blame constitution amendment for our inefficiency.
On need for local councils autonomy
It is sad that, today, most of the local governments are not functioning. The idea of creating the three tiers ofgovernment was to ensurethat development is brought to the common man. In this situation, the governors collect all the money thus making it difficult for the managers of the local governments to attract development totheir people and the people that are supposed to fight it, the House of Assembly, have been pocketed by the governors.
How can the assembly thatwas put in place to checkmate the excessive of the governors be working with the governors? So, something must be done. It does not happen in the National Assembly because they areindependent. The constitution must amend that area in the interest of this country and to strengthen its democracy.
On how tackle insecurity inthe country
Insecurity is the greatest challenge that we are facing in this country today and people in charge of that sector are not handling it with sincerity. I am fully in support of decentralisation. I am also in support of state police so that people that are familiar with a particular environment can handle security in that area. For instance, if you bring a Commissioner of Police from Maiduguri to Anambra, he does not know the nooks and crannies of the area and he cannot do well.
It is a problem. To solve the problem, there must be state police where the indigenes of a state are allowed to take charge of their security. People are saying that if we create state police, you will empower the governors and they will use it againstothers. One of the prosecution witnesses, Dorothy Asekpokai, a business woman, had told the courtthat the convict attempted to rob her on June 12, 2007, when she visited her new building site around Osubi.
She also identified the convict as the one who attempted to rob her witha gun but she narrowly escaped after driving away at top speed.
She said that in the process of escaping, she knocked down the convict,after which she raised alarm that eventually led to his arrest.

The court, presided over by Justice Godwin Gbemre, stated that prosecution had proved its case beyond reasonable doubt.
Ogwu was arraigned on a three-count charge of conspiracy to commit armed robbery, attempt to commit armed robbery and illegal possession of firearms, contrary to Robbery and Firearms (Special Provisions) Act of the Federation of Nigeria, 2004.

Meanwhile, suspected kidnappers of father of former Delta State Secretary to Government, SSG, Chief Arthur Okowa, now a senator of the Federal Republic of Nigeria,will know their fate today as judgment is expected to be delivered.
Six persons are facing a five-count charge in connection with the alleged kidnap.
According to prosecution, the accused persons, on or about July 20, 2008, at Boji-Boji Owa, within Owa-Oyibu judicial division, while in the company of others now at large, also robbed one Chief Arthur Okowa (male) of N7,000 cash while armed with a gun.
