First Answer; arrest of criminals can be done by anybody for crimes committed (state police, local police , agency etc) however only constitutionally approved agency of Government can prosecute such crime in court

Second Answer; yes Prohibition of Alcohol, and establishment of Hisbah is a Law and ACT passed by Kano State Legislature and State Government, and it is Gazzeted as Kano law bidding to all residents

Sharia Law doesn't cover non Muslim, however State laws on ban or regulation of alcohol is binding to all residents as long as 2/3 of the state legislature passed it and the Governor signed it
